The finance manager and executive director ("ed") review the draft 990 initially, and then a copy is sent to the finance committee, and then to all board members for review prior to filing.

Form 990, Part VI, Section B, Line 12C

Employees, board members and volunteers are covered under this policy. The executive director will provide an annual questionnaire to board members and senior staff in order to identify areas that could give rise to conflicts of interest. Board members and senior staff will promptly update any disclosures previously made. The decision around any conflict of interest brought to the board will be documented in the minutes of the board meetings.

Compensation for all agency positions including managers is compared to a three-county salary survey conducted by washington employers every two years. Based on comparisons with similar sized organizations and job positions, the executive director determines salary adjustments for all staff including managers. A board committee completes a performance review of the ed annually and the board approves any salary adjustments for the executive director.

Form 990, Part III, Line 2

New beginnings incorporated a rapid re-housing approach into it's housing services. This involves providing intensive housing placement and financial planning support, as well as short-term rental and other flexible assistance to survivors so they can access stable housing as quickly as possible.

Form 990, Part III, Line 3

New beginnings made two significant changes to its program model in 2017. The first involved the incorporation of mobile advocacy into all program services, enabling advocates to meet with survivors wherever is safest and most convenient in the community, and accompany them to key appointments and court as needed. The second involved a restructure of our housing stability services. This effort included a consolidation of our former emergency shelter and transitional housing programs into one home safe bridge housing program which includes a rapid re-housing component as described above. It also included an enhancement of our efforts to prevent homelessness for survivors through the provision of flexible financial assistance.
