Governance Explanations

Form 990, Part VI, Section B, Line 11B

The Form 990 is prepared after an internal review of the organization's books and records for the year. The draft Form is then sent to the Treasurer and the organization's Finance Committee for their comments and suggested changes. After completion of that review and any revisions, the revised Form is set to the full Board for their comments and suggested changes, if any. After completion of that review, the revised Form is sent to the full Board, the Board's Finance Committee, and the preparer to finalize and file the return.

Form 990, Part VI, Section B, Line 12C

The organization monitors this policy at each Board meeting.

Form 990, Part VI, Section B, Line 15

New Rural Project used independent compensation statistics for entities of similar size and purpose to determine appropriate compensation levels for officers in 2023.

Form 990, Part VI, Section C, Line 19

The organization's governing documents are available online through the State of North Carolina's online access to corporate records. In addition, the organization's governing documents and financial statements are available upon request by submitting a written request to the organization's address.

IRS990/Desc0Listening is at the core of our approach-amplifying voices and understanding the issues and concerns of our communities starts with actively listening. Through surveys, focus groups, and creating local platforms, we ensure that the voices of diverse constituencies (underserved communities, individuals under 40, and Faith Leaders) are heard and guide our work. In 2023, we expanded our Barbershop Conversations to an additional NRP rural focus county. This three-part weekly series brings together local community leaders, entrepreneurs, and elected officials with young men to discuss issues important to them, such as the justice system, crime, voting, civic engagement, and more. In the summer of 2023, we launched our Beauty Salon Conversation program in two of NRP rural focus counties. This program has a similar focus to our Barbershop Conversations which is to reach 18 - 40 year old women to increase civic engagement through a three week series. Our series brought the heat and the tea with sessions on Women, Stress, and Wellness, Civics at the Local Government Level, Entrepreneurship, and concluded by connecting the dots between these issues and their civic and electoral engagement.

IRS990/ProgSrvcAccomActy2Grp/Desc0Civic Engagement - We aim to bridge the gap between civic engagement-such as voting, serving on boards, and advocacy-and individuals' daily lives by identifying meaningful connections and encouraging active participation. This includes leading and partnering on service events that drive community impact. Our civic engagement focused on issues related to healthcare, public safety, public education, voting rights, and civic education. In 2023, NRP launched our Urgent Conversations series with a discussion about the impact of Medicaid expansion on rural citizens and healthcare providers. We worked with several of our focus counties on community-based public safety campaigns to facilitate the sharing of helpful information and relevant resources between our focus counties as well as participated in panels with families who had been impacted by gun violence. We also partnered with other organizations to educate the public on the impact of funding the Comprehensive Remedial Plan (better known as the "Leandro Plan") for North Carolina public schools. NRP team members continue to speak with college students hosting training sessions about civic and electoral engagement, how local elections impact daily life, and how one can speak at local government meetings. Finally, we partnered with other local and national partners for several town halls in three of our focus counties that provided rural residents the opportunity to voice their concerns and provide feedback to their elected officials on the issues most important to them like voting rights, funding for public education, expanding Medicaid, the economy, and the environment.

IRS990/ProgSrvcAccomActy3Grp/Desc0Electoral Engagement - Our goal is to build meaningful connections with infrequent voters of in order to better understand the barriers they face to participating in elections-and to identify practical solutions to overcome those challenges. Through a combination of staff, volunteers, and paid canvassers, we worked to educate these communities about how, when, and where to vote. We also created opportunities for them to engage directly with the candidates and elected officials appearing on their Municipal Election ballots. In preparation for the November municipal elections, we implemented a multifaceted campaign strategy. This included a paid, non-partisan canvassing program in three municipalities, operating three to four days per week. Additionally, we conducted a paid live phone and texting program, a direct mail campaign, weekly phone banking, and an effective social media program. We further broadened our reach by partnering with local organizations to host Candidate Conversation events.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0The Form 990 is prepared after an internal review of the organization's books and records for the year.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1The organization monitors this policy at each Board meeting.
