The form 990 is reviewed and approved by umoms finance committee, which consists of the board of directors, vice president, the board of directors treasurer, umoms chief executive officer, and umoms chief operating officer. Additionally, the chief housing officer for umom reviews and approves the form 990 before filing. A copy of the form 990 will be provided to umoms board of directors after the return is approved by the finance committee and filed.

All members of the board of directors and key staff complete conflict of interest forms as required under umoms policies. If a possible conflict of interest may exist, the conflicted person may make a presentation to the remaining board or committee members, but shall leave the meeting while any discussion or voting occurs regarding the possible conflict area. Board members of the governing board or committee will investigate alternatives to the proposed transaction. If a more advantageous transaction is not reasonably possible, the disinterested directors shall vote and determine if the organization will enter into the transaction.
