The form 990 is reviewed and approved by umoms finance committee, which consists of the board of directors, vice president, the board of directors treasurer, umoms chief executive officer, and umoms chief operating officer. Additionally, the chief executive officer of helping hands housing services reviews and approves the form 990 before filing. A copy of the form 990 will be provided to umoms board of directors after the return is approved by the finance committee and filed.

All members of the board of directors and key staff complete conflict of interest forms as required under umoms policies. If a possible conflict of interest may exist, the conflicted person may make a presentation to the remaining board or committee members, but shall leave the meeting while any discussion or voting occurs regarding the possible conflict area. Board members of the governing board or committee will investigate alternatives to the proposed transaction. If a more advantageous transaction is not reasonably possible, the disinterested directors shall vote and determine if the organization will enter into the transaction.

The mission is to break the cycle of poverty for low-income families by providing affordable housing and comprehensive support services that are intended to improve the quality of life for residents and their children.

Helping hands owns and operates two apartment communities in central and south phoenix comprised of 120 apartments serving over 300 individuals, more than half of which are children under the age of sixteen. The annual average household income for residents is less than 20,000. Helping hands provides numerous supporting services at both residence communities as well as rent support. On-site program coordinators provide services to improve the lives of adults and children while breaking the cycle of poverty. Programs include family rental assistance, childcare assistance, english as a 2nd language classes, ged referrals, job readiness classes, women's support groups, financial management classes, utility assistance, furniture and clothing donations, transportation assistance and referral, resident councils, life skill classes, food box referrals and deliveries, general referral services, tutoring and pre-school programs, summer reading programs, summer camps, and community activities.
