Mission and Program Overview

Mission

The National Council of La Raza (NCLR)-the largest national Hispanic civil rights and advocacy organization in the United States - works to improve opportunities for Hispanic Americans. Through its network of nearly 300 affiliated community-based organizations, NCLR reaches millions of Hispanics each year in 41 states, Puerto Rico, and the District of Columbia. To achieve its mission, NCLR conducts applied research, policy analysis, and advocacy, providing a Latino perspective in five key areas - (1) assets/Investments, (2) civil rights /immigration, (3) education, (4) employment and economic status, and (5) health. In addition, it provides capacity-building assistance to its affiliates who work at the state and local level to advance opportunities for individuals and families. Founded in 1968, NCLR is a private, nonprofit, nonpartisan, tax-exempt organization headquartered in Washington, DC, serving all Hispanic subgroups in all regions of the country. Form 990, Part VI, Section B, Line 12C

The conflict of interest policy is distributed annually by the board liaison to board members. All are asked to sign and return a statement identifying any conflicting interests. Conflicts are reviewed by the secretary who recommends action, if any. If a conflict is noted, the board member is permitted to make a presentation at the board or committee meeting. After such presentation, he/she shall leave the meeting during the following discussion and the resulting vote by the board or committee on the noted transaction. The board shall obtain all the facts regarding the transaction and determine if an alternative to the proposed transaction is appropriate. Then the board or committee shall determine by a majority of disinterested members whether the transaction or its proposed alternative is in the organization's best interest.

Form 990, Part VI, Section B, Line 15

Unidosus' compensation committee is charged with oversight for determining the adequacy and reasonableness of the compensation and benefits paid to the chief executive. Within this process, the committee will conduct an annual performance review that will include a review of a chief executive compensation study for comparative purposes. In carrying out its responsibilities, the committee may rely upon reasoned written opinions of legal counsel and of qualified legal, accounting, compensation, and valuation experts. Legal counsel may be in-house or independent.

FORM 990, PART III, LINE 1:

Through its network of nearly 300 affiliated community-based organizations, unidosus reaches millions of latinos each year in 41 states, puerto rico, and the district of columbia. To achieve its mission, unidosus conducts applied research, policy analysis, and advocacy, providing a latino perspective in five key areas: (1) assets/investments; (2) civil rights/immigration; (3) education; (4) employment and economic status; and (5) health. In addition, it provides capacity building assistance to its affiliates who work at the state and local level to advance opportunities for individuals and families.

FORM 990, PART III, LINE 4A:

Education/workforce development - as a result of significant challenges in learning outcomes facing children as a result of the covid-19 pandemic, over the past year unidosus has engaged in work to: 1) increase affordable, high-quality, and culturally responsive opportunities for early childhood education that prepares latino children to enter kindergarten ready; 2) increase equitable access to and completion of high-quality postsecondary pathways aligned to sustaining careers; and 3) expand access to and improve quality of career pathways and supports, enabling more latino youth to obtain, retain, and progress in family sustaining jobs. As a part of its deep investment in early childhood education, unidosus released a latino infant initiative policy agenda that focuses on federal and state policies that ensure all latino infants, toddlers, and their families, regardless of background or circumstances, have equitable access to high-quality, culturally and linguistically responsive programs and services that support their healthy physical, mental, and social development and learning. And finally, unidosus collaborates with other national organizations, higher education intitutions, and community-based organizations to support students in successfully navigating the higher education system with the goal of graduating with a bachelor's degree. Workforce development (wfd). The unidosus wfd team works to transform the workforce ecosystem to ensure latinos have access to quality jobs with clear pathways to prosperity by 1) increasing access to and completion of high-quality and culturally responsive training programs connected to in-demand and emerging industries and 2) influencing employer talent practices to focus on skills-based hiring and continuous employee development. Toward that end, unidosus collaborates with affiliates to establish and strengthen regional workforce systems to train latino workers with in-demand skills through sectoral partnerships. This includes supporting affiliates in providing participants with technical and soft skills training, digital skills training, and supportive services. As a part of its deep investment to improving access to quality jobs for latinos, unidosus is part of a consortium that provides customized support and technical assistance to affiliates, employers, education providers, intermediaries, and government entities to increase the number of latinos accessing registered apprenticeship opportunities and that supports the creation of new or improved registered apprenticeships that provide quality career opportunities for the latinos. Finally, unidosus advises employer partners seeking to hire and retain latino talent to adopt and implement skills-based hiring practices, which focus on an individual's abilities, knowledge, and experience, rather than their education, credentials, or employment history.

Mission - unidosus is the nation's largest hispanic civil rights and social justice organization whose mission is to build a stronger american by expanding opportunities for the nation's 62 million latinos. To advance this mission, unidosus has developed a new strategy that seeks to close economic and social inequities for latinos facing multiple barriers to opportunity in two ways: changing systems (driving shifts in policy, practice, and resources) and building the power of latinos to influence and hold these systems accountable. Specifically, unidosus seeks to drive impact for latinos through: 1) multi-year, comprehensive strategies in core issue areas of wealth (education, housing and economic empowerment, and workforce development) and health, that combine our program/practice expertise, policy and advocacy influence, and affiliate partnerships, and leadership; and 2) strategic and coordinated investments to influence decision-making (build power) in support of creating opportunity for the community.

FORM 990, PART III, LINE 4C:

Housing and financial empowerment (hfe) - the unidosus hfe team works to mobilize affiliates that are service providers in their communities to become channels through which low- and moderate-income latinos can access culturally relevant and linguistically appropriate housing counseling and financial coaching services. The unidosus housing counseling network is made up of nearly 50 hud approved housing counseling agencies serving about 50,000 individuals and families annually through community-based programs that include housing counseling services in pre-purchase, post-purchase, foreclosure prevention, rental, disaster preparedness and recovery and financial capability. In addition, the financial empowerment network (fen) helps thousands of people a year access this essential service and make meaningful changes in their financial lives, supporting thousands more to take steps on their own to improve their financial well-being and educating tens of thousands in the process. In 2023, our hfe program provided professional development to housing counselors, and culturally-appropriate housing counseling and financial coaching for individuals. During the past year, unidosus surpassed its goals, increasing the number of individuals reached via outreach and education by 2.5%; individuals receiving light coaching and completing key actions by 2.5%; individuals screened and referred to financial coaching by 2.8%; individuals receiving ongoing, sustained financial coaching by 2.3%; and individuals achieving meaning financial change outcomes by 1.8%. This work provided more families with the tools, capacity, and support to address rental eviction threats, foreclosure threats, and/or identify a path to save more and improve their credit.

PART X, LINE 2:

Unidosus does not believe there are any material uncertain tax positions and, accordingly, will not recognize any liability for unrecognized tax benefits. Unidosus has filed for and received income tax exemptions in the jurisdictions where it is required to do so. Additionally, unidosus has filed internal revenue form 990 tax returns as required and all applicable returns in those jurisdictions where it is required. Unidosus believes that it is no longer subject to u.s. Federal, state and local, or non-u.s. Income tax examinations by tax authorities for tax years before 2020. However, unidosus is still open to examinations by tax authorities from fiscal year 2020 forward. For the years ended september 30, 2023 and 2022, there were no interest or penalties recorded in the consolidated statements of activities.
