The Organizations Bylaws and Articles of Incorporation were amended to establish COPA Health, Inc. COPA to be the Sole Member of Marc Community Resources, Inc MCR. At all times, the Directors and Officers of COPA will be the Directors and Officers of MCR. Additionally, MCR assigned COPA the control of its related subsidiaries Partners in Recovery, LLC, Village at Oasis Park Phase 1, Village at Oasis Park Phase 2, Advocates for the Disabled, and The Marc Foundation.

Each year, the Board approves performance goals for the CEO based primarily on the Board approved strategic plan. At the end of the year, the board chair completes a performance evaluation. The board of directors maintains a compensation committee to determine CEO compensation. Periodically, the organization contracts with an independent organization to conduct a formal compensation study to provide the compensation committee with benchmark data for the CEO and other certain other officer positions and provide independent assurance that compensation is reasonable based on IRS guidelines. GuideStar Compensation Studies are also used from time to time. All components of comprehensive compensation for the CEO, including bonuses to the CEO or officers are approved by the board prior to payments being disbursed.

Program Service Expenses 5,606,334, Grants and allocations 0, Revenue 4,528,548 Day Programs Community Day Services CDS Programs served 175 members with intellectual developmental disabilities. CDS programs help keep the family unit intact by allowing parents to work while their child participates in meaningful day activities focusing on living skills, socialization community integration. 100 of individuals served were satisfied with services 98 of service participants expressed that services met or exceeded their expectations. With so many members unable to participate in person due to the pandemic, CDS programs introduced telehealth to provide music therapy, Zumba classes, story sharing, art non-bake cooking classes. Our behavioral health day programs Villages served 367 members. The Villages have been successful in assisting members in their personal recovery process through an integrated services package in which members are provided with opportunities to be actively involved in determining their learning, working recreational activities. Our Villages remained open all during COVID providing our members a safe environment.

These therapies are known to effectively address symptoms of trauma, anxiety, depression and significant maladaptive behaviors that are barriers to employment, relationships and activities of daily living.

IRS990/Desc0Community Living Services Marc Community Resources served 188 individuals in developmental disability group homes or behavioral health Residential programs. Without such programs, the vulnerable individuals that we serve would be at high risk of being placed in costly institutional care such as skilled nursing facilities also known as ICF/MRs, hospitals or jails or made to be homeless. By avoiding skilled nursing care in an ICF/MR, taxpayers saved over 6 million in this past year. Over 90 of those receiving services expressed satisfaction with the quality of programs and also experienced a progressive move or maintained residency in the most optimal setting during the program year.
