Mission

Cannra is not a cannabis advocacy group and takes no formal position for or against cannabis legalization, but rather seeks to provide government jurisdictions with unbiased information to help make informed decisions when considering whether or how to legalize or expand regulated cannabis. Our mission is to identify and share best practices that safeguard public health and consumer safety, promote equity, and create regulatory certainty for industry participants. We strive to foster harmony and, where possible, standardization across jurisdictions that legalize and regulate cannabis.

Governance Explanations

Form 990, Part VI, Section A, Line 3

Cannra the council of state governments (csg) a management fee to perform an agreed upon list of services. Csg performs management duties of cannra, including financial management, leadership, fundraising, marketing, and other management services. It is csg's responsibility to hire employees and determine compensation. Cannra is not privy to this employee compensation.

Form 990, Part VI, Section A, Line 6

Members are the state or u.s. Territorial government agencies with primary responsibility for the administration of medical or non-medical cannabis laws and regulations. Other government organizations evaluating or exercising regulatory or policy control over cannabis may be associate members. Members are entitled to voice and vote at all meetings of the organization. Associate members do not have a vote. However, two representatives may be appointed by the executive committee from the associate membership to have a voice on any issue.

Form 990, Part VI, Section A, Line 7A

From article iii of cannra's bylaws: elections section 1. The president-elect and the four at-large members shall be elected at the annual conference as set forth in article ii section 1 and shall serve for one year or until their successors are elected. Section 2. The terms of office shall begin on july 1 immediately following the election or appointment. Section 3. In the event of a vacancy in the position of the president, the president-elect shall ascend to the vacant office to complete the remainder of the term and the full term of election. In the event of a vacancy in the position of president-elect, the president shall call a special election to elect a replacement president-elect. In the event of a vacancy in the position of an at-large member, the president shall call a special election to elect a replacement at-large member. However, no special election shall occur if the vacancy occurs within the 30 days immediately before the annual conference. Section 4. An officer may be removed by a 3/4 vote of the executive committee for cause, including gross incompetence, misappropriation of funds, repeated failure to adhere to provisions of the bylaws, or for any other valid reasons that the executive committee feels warrants such action for the preservation of the integrity and continuity of the organization.

The board signs a conflict of interest policy form each year. Any reported or perceived conflicts of interest are discussed by the board of directors in consultation with legal counsel and then addressed directly with the individual.

The organization's management company, the council of state governments, (csg) has the full power, authority and responsibility to employ, train, supervise, evaluate, and discharge staff. All wages, compensation, and benefits provided to staff are determined by csg and are based on qualifications and job performance assessed annually. Csg monitors american society of association executives industry medians for trade association compensation.
