Following program ceased operations in 2017. Bilingual child passenger safety technician guide: safer developed, produced, and partnered with the national traffic safety publication firm, child safety solutions (i'm safe)to sell and distribute a bilingual child passenger safety (cps) technician guide (bcpstg). The guide is an educational tool designed to assist cps technicians in instructing spanish only speaking parents and/or caregivers with child safety seat installation assistance. The purchase of the bcpstg will allow organizations throughout the nation to customize the guide with their branding.

The board of directors assumes responsibility for oversight of the audit of its financial statements and selection of an independent accountant. This process has not changed from the prior year.

Financial Statement Notes

PART X, LINE 2:

Safer applies the provisions of financial accounting standards board (fasb) accounting standards codification (asc) 740, income taxes. Fasb asc 740 provides detailed guidance for the financial statement recognition, measurement, and disclosure of uncertain tax positions in safer's financial statements. Income tax positions must meet a more-likely-than-not recognition threshold to be recognized. Safer's policy is to classify income tax penalties and interest according to their natural classification rather than as income tax expense. During the years ended december 31, 2017 and 2016, safer recognized no income tax related penalties. As of december 31, 2017, management does not believe safer has any uncertain tax positions that would require financial statement recognition, measurement, or disclosure under fasb asc 740.

SINCE 1997, SAFER HAS SUCCESSFULLY ADMINISTERED THIS PROGRAM (FORMERLY KNOWN AS THE NHTSA STANDARDIZED CPS TECHNICIAN TRAINING). WITH THE HELP OF LAW ENFORCEMENT AGENCIES, FIRE SAFETY PERSONNEL, AND HEALTH CARE AGENCIES STATEWIDE, SAFER CONDUCTS INSPECTION EVENTS, INCLUDING CHILD SAFETY SEAT CLINICS AND FITTING STATIONS, TO EDUCATE PARENTS AND CAREGIVERS ON THE CORRECT SELECTION, INSTALLATION, AND USE OF THEIR CHILD SAFETY SEATS AND VEHICLE SEAT BELTS. ON BEHALF OF THE NMDOT TSD, SAFER COORDINATES A CHILD SAFETY SEAT DISTRIBUTION PROGRAM TO REACH SOME OF THE MORE VULNERABLE CHILDREN IN THE STATE. THE OLDER DRIVER PROGRAM (ODP) WAS IMPLEMENTED IN THE 2014-2015 CONTRACT YEAR, DURING WHICH THE NEW MEXICO DEPARTMENT OF TRANSPORTATION TRAFFIC SAFETY DIVISION CONTRACTED WITH SAFER TO DEVELOP TRAINING CURRICULA AND RESOURCES. THE CURRICULA ARE TARGETED TO THREE LARGE GROUPS OF STAKEHOLDERS: MEDICAL PROVIDERS, LAW ENFORCEMENT, AND SOCIAL AND AGING SERVICE PROVIDERS. DURING THE FOUR-YEAR PHASE IN PERIOD, SAFER WORK TO INCREASE PUBLIC AWARENESS AND MATERIAL OF OLDER DRIVERS AND THEIR FAMILY MEMBERS. JUDGES MAY DEFER FINES IF A DEFENDANT AGREES TO ATTEND AN OPEP CLASS. THIS PROGRAM, WHICH IS ACCREDITED THROUGH THE NMDOT TSD, PROVIDES MOTORISTS WITH OCCUPANT PROTECTION EDUCATION AND ACCESS TO LOW-COST CHILD SAFETY SEATS.

SOME OF THESE TRAININGS ARE ENDORSED BY THE NHTSA AND ALL TRAININGS ARE APPROVED FOR ACCREDITATION BY THE NMDPS LEA.

SAFER'S POLICY IS TO CLASSIFY INCOME TAX PENALTIES AND INTEREST ACCORDING TO THEIR NATURAL CLASSIFICATION RATHER THAN AS INCOME TAX EXPENSE. DURING THE YEARS ENDED DECEMBER 31, 2017 AND 2016, SAFER RECOGNIZED NO INCOME TAX RELATED PENALTIES.
