IRS990/Desc0Legislative Advocacy:In 2023 NPH Action Fund successfully passed a slate of seven priority bills, which will work to advance stable, affordable, and equitable homes in the state and region. They include the following bills: SB 4 (Wiener): Faith Lands Act (Yes in Gods Backyard) streamlines the process for faith organizations and nonprofit colleges to build affordable housing on their land. SB 423 (Wiener): Extension of SB 35 (2017) to 2036, providing streamlined, ministerial approval of housing developments and resulting in increased affordable housing production.AB 480 (Ting): Strengthens the Surplus Lands Act, AB 1486 (Ting, 2019), which requires localities to allow affordable housing developers to make a first offer on their surplus land.AB 1319 (Wicks): amends the BAHFA legislation (AB 1487) to take advantage of the proposed 2024 state constitutional amendment should it pass to set the voter threshold at 55% and expand eligible uses for GO bonds. AB 529 (Gabriel): Adaptive ReuseAB 572 (Haney): HOA Fee CapsACA 1 (Aguiar-Curry): places a state constitutional amendment on the ballot to set the voter threshold for local housing and infrastructure bonds at 55%. It passed the legislature with a two thirds supermajority vote, demonstrating strong support and setting the stage for follow up legislation with amendments. Passage of this measure would be a landmark change, unlocking billions in much-needed investments in communities throughout California and empowering local voters to decide how best to address the housing and homelessness needs in their own communities.2024 Campaign Strategy: NPH Action Fund advanced an exploratory campaign to pursue a statewide constitutional amendment to set the voter threshold for housing bonds at 55%. With the Bay Area Housing for All Coalition, NPH Action Fund simultaneously continued pursuing a $10-20B regional housing GO bond measure for the Bay Area through the Bay Area Housing Finance Authority (BAHFA). NPH Action Fund, on behalf of the coalitions, brought on campaign consultant teams for the exploratory efforts. For these campaign initiatives, we worked with leadership and strategy teams at the state and regional level to build momentum and political support, advance legislation and policy, grow and strengthen coalitions, and conduct research and fundraising. Our work, if successful, will deliver major resources that allow us to make immediate investments in our communities and set the stage for our next big victories.2023 State Budget Advocacy:With partners, NPH Action Fund organized a broad coalition letter in support of a cohesive set of budget priorities, including many sectors of the housing industry including affordable housing, homelessness, homeownership, housing equity groups, and tenant groups. We advocated and supported each others priorities in meetings with the Governors Office and HCD.2023 Federal Advocacy:Year-End Tax Extension: With our national and state partners, NPH Action Fund continued to pursue the lowering of the 50% bond test and the reinstatement of the 12.5% expansion of the 9% credit. Our efforts included outreach and advocacy from our partners, members, and California mayors to our state's Congressional delegation and submitting letters of support for the Affordable Housing Credit Improvement Act and the inclusion of provisions in other tax legislation.
