IRS990/Desc0STATE AND REGIONAL CAMPAIGN2024 Campaign Strategy: NPH Action Fund advanced an exploratory campaign plan withcoalition partners to pursue a statewide constitutional amendment to lower the voter threshold for housing bonds to a simple majority, while simultaneously pursuing a $10-20B regional housing GO bond measure in 2024 for the Bay Area. In June, MTC and ABAG reaffirmed their commitment to pursue a regional housing measure in 2024 as the top priority for the region. Regional Campaign for 2024 Regional MeasureNPH Action Fund and the Bay Area Housing for All Coalition (BAHA) focused on coalition building toward a big tent coalition, engaging coalition members and conducting county-by-county stakeholder conversations.We also worked in partnership with BAHFA on a bill to amend AB 1487 (the 2019 enabling legislation for BAHFA and its authority to generate revenue on the ballot). This bill will enable BAHFA to take full advantage of the proposed 2024 state constitutional amendment should it pass to lower the voter threshold and expand eligible uses for GO bonds.State Campaign for 2024 State Measure State Campaign and Coalition-Building: Throughout 2022, we made meaningful progresson state coalition building, engaging likely coalition partners in every major region of the state. NPH Action Fund and NPH worked to cultivate collective statewide ownership. We assessed campaign strategies including a legislative and an initiative path to qualify for the ballot.We developed our big tent coalition strategy, and focused on assembling a unified institutional and electoral coalition across business, labor, grassroots, and affordable housing and homeless advocates. We also focused our engagement on local coalitions who might consider placing a local housing bond or other housing revenue measure on the ballot in 2024, or in future cycles.We issued an RFP in mid-December 2022 for campaign consultants, and received more than half a dozen strong proposals from top-tiered, experienced and reputable firms/teams. We assembled an RFP selection committee of trusted leaders/partners to drive this process, representing philanthropy, housing/homelessness advocacy, grassroots organizing, labor and business.By the end of 2022, the campaign raised c3 seed funding of nearly $5 million and also received $5M to NPH Action Fund from CZI for capacity building. We prepared to begin resourcing a consultant team and campaign activities by partnering with local coalitions and groups.Expanded Uses of Bond Funding: Nixon Peabody produced a legal brief on includingexpanded eligible bond uses in the Constitutional Amendment to include services, operations, rental assistance and homelessness prevention programs with a slice of the bond revenue. This opens the door for PSH and ELI housing to be more possible.2022 ELECTORAL WRAP-UPIn addition to our support, messaging and calls to action for or in opposition to various affordable housing related ballot measures this election cycle, NPH Action Fund doorknocked, fundraised for and also directly supported the two local infrastructure and affordable housing bond measures with financial contributions: We contributed to the Berkeley Yes on Measure L campaign and the Oakland Yes on Measure U campaign.Oaklands Measure U campaign won with 75% of voter support, raising $350M for affordable housing. Berkeleys Measure U campaign won nearly 60% of the vote, but failed to achieve a ? supermajority. This loss underscores the challenges of achieving this high voter threshold.2022 LEGISLATIVE WRAP-UPAB 2011 (Wicks)NPH Action Fund successfully worked to advance Assembly Bill 2011. The culmination of 3 years of coalition work on housing and labor issues, the bill was signed into law on 9/28/22. The bill pairs new opportunities to build affordable housing on underutilized commercial sites with labor standards that ensure construction workers earn prevailing wages and receive health benefits, as well as promote apprenticeship utilization.
