Resplandecer Coalicion operates the Casa de Ester program, a residential safe home for teenage victims of sexual violence and trafficking; as well as the Casa Legado transition home program for graduating residents of the Casa de Ester program. The support of Radiate Coalition provided for budgeted operations and specific special projects for the Casa de Ester and Casa Legado programs, including university scholarships for residents of the Casa Legado program and graduates of the Casa de Ester program. We will also, at our discretion, conduct the following to verify and ensure that funds are used appropriately and safely: require regular updates, including detailed reports on funds, receipts, and progress pertaining to the project(s) and goal(s) of the designated contribution(s); conducting a reasonable search of publicly available information to determine whether the recipient is suspected of activity relating to terrorism, including terrorist financing or other support; as a precondition to the issuance of a charitable contribution, we will require the recipient to certify that they are in compliance with all laws, statues. These fund disbursements and non-cash assistance are reported on this Form 990 as "Other Assistance". Radiate Coalition takes into consideration the tax-exempt status, overall financial standing of the recipient, and we inquire about: the recipient's name; the jurisdictions in which the recipient maintains a physical presence; any reasonably available historical information about the recipient that assures us of the recipient's identity and integrity; the available postal, email addresses, website addresses, and phone number of each place of business of the recipient; a statement of the principal purpose of the recipient, including a detailed report of the recipient's projects and goals; copies of any public filings or releases made by the recipient, including the most recent official registry documents, annual reports, and annual filings as applicable; and the recipient's sources of income, such as official grants, private endowments, and commercial activities. Radiate Coalition generally will not contribute to any organization unless we have the ability to oversee distribution of funds. The board of directors will conduct due diligence and maintain control of any funds contributed to any organizations and will comply with all applicable laws and guidelines. We will also, at our discretion, conduct the following to verify and ensure that funds are used appropriately and safely: require regular updates, including detailed reports on funds, receipts, and progress pertaining to the project(s) and goal(s) of the designated contribution(s); conducting a reasonable search of publicly available information to determine whether the recipient is suspected of activity relating to terrorism, including terrorist financing or other support; as a precondition to the issuance of a charitable contribution, we will require the recipient to certify that they are in compliance with all laws, statues. Although adherence and compliance with the US Department of the Treasury's publication the "Voluntary Best Practice for US Based Charities" is not mandatory, the directors of Radiate Coalition willfully and voluntarily recognize and put to practice these guidelines and suggestions to reduce, develop, re-evaluate, and strengthen a risk-based approach to guard against the threat of diversion of charitable funds or exploitation of charitable activity by terrorist organizations and their support networks. |

The Board of Directors held a special sessions to discuss compensation based on the organization's current size and financial position in comparison with independent nonprofit analytics for CEO/President compensation (for example, reports by Guidestar and Excellence in Giving) and voted to establish initial compensation. The Board of Directors also voted to task the Executive Committee with the quarterly establishment of performance goals and annual review of compensation packages for the CEO/President (as well as any key employees and/or contractors), with decisions to be subject to review by Board of Directors. The CEO/President is available to the Board of Directors and Executive Committee for discussion regarding role, responsibilities, and compensation, but is recused from all related motions and voting. The Board of Directors voted and approved CEO/President compensation as an independent contractor to begin in October 2020. Compensation was reviewed by the Executive Committee in 2021 before the Annual Meeting. The Board of Directors approved the MOU and compensation for the independent contractor of Marketing Director beginning January 2021. Compensation will be reviewed by the Executive Committee in 2021 before the Annual Meeting. At the 2021 Annual Meeting (Q4), the Board of Directors discussed, voted for, and approved compensation for the Vice President as an independent contractor reporting to the Executive Committee.
