“Heppner community foundation's (hcf) new program service is to improve the economic vitality of the heppner community. In furthering its primary charitable purpose of lessening the burdens of government, the foundation provides administrative services to special districts and small non-profits. The goal of the foundation's services is to keep vital community services operational, help them to meet their present needs. Instead of struggling to find employees for several part-time positions, this model consolidates several organizations with similar needs into several diverse employees and allows the districts and nonprofits to have access to a pool of high-quality employees. We provide: * public records, public meetings, and contracting services * marketing and advertising * website development and compliance * board meeting compliance and secretarial duties * general administration * financial management * accessible office space and presence in community heppner is a very rural city with a population of approximately 1,300. Larger communities are more than 50 to 100 miles away. The services hcf provides are challenging to find and maintain in a frontier community. Heppner is over 50 miles from a larger rural area where some of these types of services may be available. It is doubtful that a contracted service would commute 100 miles weekly to attend evening meetings and take notes. Our team is also actively involved in our community and understands the needs, interests and challenges of our community organizations. We provide these services that are not available in our community at costs plus 10-15% for overhead costs. This model has assisted these organizations with meeting regulatory requirements such as adhering to public meeting laws, budget laws, website accessibility and a myriad of other requirements. It has also allowed the general public better access to these organizations. In addition to these contracted services, hcf provides free consultation, marketing and grant writing services to a variety of community programs and organizations. In 2023 alone, hcf served the heppner little league, willow creek park district, heppner daycare, morrow county school district, south morrow county seniors matter, heppner housing authority, south morrow county neighborhood center, and more at no charge. This new program service improves the economic well-being of the community, provides a vital community service to special districts and nonprofits, and encourages employment opportunities in the heppner community.”
