The city fund action hires an independent accounting firm to prepare the federal form 990. Upon submission of the draft, the form 990 is reviewed by the director of finance, managing partner, and board of directors before the return is filed with the internal revenue service.

To ensure the corporation operates in a manner consistent with social welfare purposes and does not engage in activities that could jeopardize its tax-exempt status, periodic reviews shall be conducted. THE MATERIALS WILL FOCUS ON KEY POLICY ISSUES RELATED TO EDUCATIONAL OUTCOMES FOR CHILDREN IN THE NATION'S PUBLIC SCHOOLS. THE CITY FUND ACTION WILL WORK TO IMPROVE SOCIAL WELFARE FOR COMMUNITIES NATION-WIDE ABOUT EDUCATION POLICIES AND SYSTEMS WHICH CAN IMPACT STUDENT AND SCHOOL PERFORMANCE IN MEASURABLE WAYS. THE CITY FUND ACTION WILL ALSO PROVIDE RESOURCES, TRAINING, AND FEEDBACK TO COMMUNITY PARTNER ORGANIZATIONS TO SUPPORT THEM IN ENSURING THAT CHILDREN HAVE ACCESS TO MEANINGFUL EDUCATIONAL OPPORTUNITIES. LOCAL PARTNER ORGANIZATIONS WILL BE COMMUNITY-DRIVEN INITIATIVES THAT ARE THEMSELVES GENERALLY INCORPORATED AS NONPROFIT CORPORATIONS AND RECOGNIZED AS TAX-EXEMPT UNDER INTERNAL REVENUE CODE SECTION 50L(C)(3) OR 501(C)(4). BY WORKING WITH LOCAL PARTNERS, THE CAMPAIGN WILL SCALE THE IMPACT OF DATA-DRIVEN SOLUTIONS TO SEEMINGLY INTRACTABLE PROBLEMS IN THE DELIVERY OF EDUCATION NATIONWIDE. IN ITS EFFORT TO PROMOTE SOCIAL WELFARE, THE CITY FUND ACTION WILL ENGAGE WITH COMMUNITY STAKEHOLDERS AND EDUCATORS TO EDUCATE THE PUBLIC ON EDUCATION POLICY IMPACT.
