990 REVIEW PROCESS. The Chair and the Finance Committee will review the draft 990, and then present it to the full Board for approval. If any changes are made during discussions, the final 990 will be emailed to all board members before filing.

Form 990, Part VI, Section B, Line 12C

CONFLICT OF INTEREST POLICY MONITORING. The conflict of interest policy covers officers, directors, members of committees of the board, and employees. Determinations of whether a conflict exists and the review of actual conflicts are made at the board level. If the board determines that a conflict exists, it shall follow these procedures. The interested person may make a presentation to the board, but will recuse themselves from any vote on the transaction involving the conflict. The board will investigate alternatives to the proposed arrangement. After exercising due diligence, the board shall determine whether the transaction is fair to the corporation. The transaction must be approved by a majority of a quorum of the board who have no direct or indirect interest in the transaction.

AHB is a collaboration of seasoned volunteer organizers with a mission to expand and protect voter participation in swing states to bolster the capacity and leadership of local organizations to better advance progressive activism after the November elections and to increase voter registration in North Carolina. AHB maintained relationships with partner organizations in North Carolina, Pennsylvania and Wisconsin laying the groundwork for voter programs in 2022.

NATIONAL CAMPAIGN FOR TRANSIT JUSTICE. CONT. Campaign activities included Thirteen organizations engaged local transit authorities, city council members members of Congress to raise up the national principles on how to work to expand transit service meet the needs of riders who are primarily low-income people of color. Coordinated a national effort to meet with over 20 local agencies to talk about the use of COVID relief dollars to better serve the needs of communities by expanding hours, establishing fair fares, expanding routes, addressing accessibility, etc. Released several sign-on letters-- a national letter to President Biden, Majority Leader Schumer House Speaker Pelosit in support of Rep. Johnsons transit operations bill with 150 organizations a letter with 130 groups supporting the Invest Act. Held meetings with members of the Congressional Black Caucus supporting 7 priorities in the Invest Act. Worked with the House Transportation Infrastructure Committee to coordinate twitter visibility, leveraging rider organization, labor unions, APTA NACTO to raise key transit priorities addressed in the Invest Act. Released 7 state reports CO, NC, FL, OH, TN, MI PA titled Invest In Transit Service for Opportunity, Freedom Racial Justice on the importance of transit equity. Generated broad media coverage built an active online list of 150,000 transit activists.

COMMUNITIES FOR OUR COLLEGES. CONT. C4C supported HB 1835 and SB 5789, both bills were designed to increase outreach and enrollment in the Community College system, with an emphasis on reaching BIPOC communities. In addition, C4C fought and won a provision to the supplemental budget directing the WSAC to undertake a review of residency requirements that impede access to educational opportunities for undocumented students.

Congress passed a 1.5 trillion bipartisan infrastructure bill that included a 39 billion historic investment in public transit. The Campaign supports a network of over 60 local state riders organizations, smart growth advocates, community-based organizations, labor environmental groups. The Campaign has organizations from 19 states CA, CO, DC, FL, GA, IL, LA, MI, MN, MD, NC, NJ, NY, OH, OR, PA, VA, TX, WA.The Campaign worked to build the capacity of its partners by convening national calls that educated partners about national transit policy worked with organizations individually to build out their campaign activities developed materials that empower local organizations to act. C4C is a WA State campaign to reverse the trend of declining public funding for community colleges the resulting poor student completion rate. The campaign invested in outreach to labor, community, faith, racial justice student organizations, recruited invested in a core of 50 student leaders, mobilizing over 1300 individual supporters. The C4C coalition decided to pursue an effort to institute a cost-free college program in WA State. C4C published a report Our Colleges Our Future 2021-22 Legislative Storybook and Policy Recommendations allianceforajustsociety.org. The report used research student stories to advocate for the creation of a cost-free college system. C4C endorsed testified in favor of HB 1659 for creating grants for wraparound services increasing the eligibility for tuition aid. Even though the bill passed both houses, it eventually died. NOA-AF advocates and supports grassroots-driven social change rooted in Native traditional practices and values to advance sovereignty and the health and wellbeing of rural and urban Native communities and reservations across Indian Country. NOA-AF is building advocacy and campaign infrastructure, data collection and building power in frontline Native communities to connect local Native communites and tribal issues with state and national advocacy campaigns, and with non-Native allies. In 2021, through a series of media campaigns, NOA-AF advocated for the protection of Bears Ears, an intertribal sacred place. NOA-AF supported urban and tribal community outreach in 9 states on the Indigenous Futures Survey, the second year of the first-ever Native survey of Native communities. NOA-AF partnered with Brave Heart Society, on the Yankton Sioux Reservation, SD to support voter registration and voter mobilization in school board elections.

Worked with the House Transportation Infrastructure Committee to coordinate twitter visibility, leveraging rider organization, labor unions, APTA NACTO to raise key transit priorities addressed in the Invest Act. Released 7 state reports CO, NC, FL, OH, TN, MI PA titled Invest In Transit Service for Opportunity, Freedom Racial Justice on the importance of transit equity. Generated broad media coverage built an active online list of 150,000 transit activists.
