Mission

Triumph gulf coast, inc. Is a nonprofit corporation organized to oversee the expenditure of 75 percent of all funds recovered by the florida attorney general for economic damages to the state that resulted from the 2010 deepwater horizon oil spill. Triumph gulf coast, inc., is required to administer the distribution of the funds to be used for the recovery, diversification, and enhancement of the eight northwest florida counties disproportionately affected by the oil spill. Those counties include escambia, santa rosa, okaloosa, walton, bay, gulf, franklin and wakulla.

Governance Explanations

Form 990, Part VI, Section A, Line 7A

Triumph gulf coast, inc. Is governed by a seven member board of directors consisting of one member appointed by each of the trustees of the florida state board of administration, the president of the florida senate, and the speaker of the florida house of representatives. The president of the senate and the speaker of the house of representatives shall also appoint one member each from residents of one of the four least populous disproportionately affected counties, but not the same county. Each of the seven appointees shall be from the private sector. Vacancies on the board shall be filled by the officer who originally appointed the member.

Board members are prohibited from participating in any matter which would inure to the board member's special private gain or loss or the special private gain or loss of his or her relative, business associate, or principal. If the board member's participation in any matter would give rise to a conflict of interest, the member must disclose to the board in writing the nature of the conflict of interest. Board members must also file all mandatory financial disclosures in compliance with section 112.3145, florida statutes. Each director, officer, and member of a committee with governing board delegated powers shall annually sign a statement which affirms the person has received a copy of the conflict of interest policy, has read and understands the policy, and has agreed to comply with the policy. Periodic reviews will also be conducted to ensure triumph operates in a manner consistent with charitable purposes and does not engage in activities that could jeopardize its tax-exempt status and result in private inurement to any board member or employee.

The executive director's compensation is approved by the board. The board of directors will appoint an evaluation committee consisting of three persons, at least two of whom will be directors which have served at least one year with the executive director, to evaluate the executive director's performance and make recommendations for salary increases to the board. There were no other employees of the organization in 2017.
