Is governed by a seven member board of directors consisting of one member appointed by each of the trustees of the florida state board of administration, the president of the florida senate, and the speaker of the florida house of representatives. The president of the senate and the speaker of the house of representatives shall also appoint one member each from residents of one of the four least populous disproportionately affected counties, but not the same county. Each of the seven appointees shall be from the private sector. Vacancies on the board shall be filled by the officer who originally appointed the member.”
