Part III/Line 28 - In 2023, the foundations programmatic work continued to be guided by the framework established by the restructuring initiated in the final quarter of 2021. The foundation continued administration of the WRF Resilience Fund with a disbursement in the amount of $8,472.52. As in years past, these funds were made accessible to program leaders through pre-paid house accounts for 4 tribal programs; Eastern Shoshone Tribal Health, Eastern Shoshone Recovery (Doya Natsu Healing Center), Wind River Cares (Northern Arapaho Tribal Health) and White Buffalo Recovery and Youth Prevention (Northern Arapaho Recovery). The foundation also maintained limited operation of the Community Partners Program and the Indigenous Cultural Connections Program, while implementing the initial stages of an incremental winding down of these program operations. These aspects of the foundations work are reflected in a portion of CEO compensation allocated to the restructuring. *** The foundation continued to apply a portion of the restructuring grant to compensate an independent contractor to continue their work, establishing avenues of support and opportunity for contemporary Indigenous artists. In 2023, this work built on previous years accomplishments, resulting in multiple ongoing opportunities for Indigenous artists and culminated in the development of institutional partnerships which produced the first Indigenous Art Market in Jackson, Wyoming in September of 2023. With the objectives of this aspect of the restructuring achieved, this portion of the program was completed as of December 2023. The 2023 program expenditure for the restructuring was $13,497.23. *** In 2023, the Indigenous Cultural Connections Program engaged a second collaboration with the National Museum of Wildlife Art to host a museum First Sundays event called True Voices. As with the previous year, the foundation provided introductions, facilitation and funding for the event with 311 public attendees. The foundation also continued working toward restructuring goals by providing connections, consultation, resources and relationship brokering to a small number of nonprofits and organizations in Teton County. This program expense was $8,657.33. *** In 2023, the foundation restructuring process established the aim of the final phase would be to move toward continued incremental closing of all program operations by 2024. In 2024, restructuring objectives include making final distributions through the WRF Resilience Fund and the Community Partners Program, and the completion of the Indigenous Cultural Connections Program. The foundation plans the final winding down of both program and administrative operations to be completed in 2024.
