Cipc promotes and protects safety, health and public benefits for immigrants. It is the premiere immigrant rights organization that effectively combines legislative and policy advocacy, strategic communications, organizing and capacity building to pursue its mission. It is powered by a staff of policy experts and advocates; a steering committee composed of 14 statewide organizations; 85 member organizations; and nine regional coalition partners spanning southern and northern california, the central coast and the central valley.

KEY ACCOMPLISHMENTS FOR THE ORGANIZING AND POLICY TEAM INCLUDE TRACKING 56 BILLS IN THE STATE LEGISLATURE AND PROVIDING MEANINGFUL ANALYSIS INCLUDING BACKGROUND INFORMATION AND BUDGET CONSIDERATIONS TO MEMBERS OF THE LEGISLATURE AND THEIR STAFF. EQUALLY SIGNIFICANT IS THE TRAINING OUR TEAMS PROVIDE TO OUR NETWORK OF COMMUNITY-BASED ORGANIZATIONS SO THAT THEY MAY REMAIN WELL INFORMED ABOUT THE ACTIVITIES IN THE STATEHOUSE AND THE PROCESS A BILL UNDERGOES TO BECOME AN EFFECTIVE LAW.IN 2019, CIPC HAS CONVENED THE CALIFORNIA PROTECTING IMMIGRANT FAMILIES (CA PIF), A COALITION OF OVER 100 ORGANIZATIONS, THAT TOOK THE LEAD IN DRIVING THE STRATEGY AND DIRECTION OF THE STATEWIDE PUBLIC CHARGE CAMPAIGN. CIPC PRIORITIZED RAPID RESPONSE COMMUNITY EDUCATION AND OUTREACH AND TECHNICAL ASSISTANCE TO UNDERSERVED REGIONS, SERVICE PROVIDERS AND LOCAL AGENCIES, AND STAKEHOLDERS. OUR DIRECT OUTREACH AND ADVOCACY EFFORTS WERE EFFECTIVE IN DISSEMINATING VALUABLE AND ACCURATE INFORMATION SO THAT IMMIGRANT POPULATIONS CONTINUE TO ENROLL FOR SERVICES AVAILABLE TO THEM. FRONTLINE COUNTY-LEVEL STAFF RECEIVED CRITICAL INFORMATION AND TIMELY UPDATES ON PUBLIC CHARGE, ENABLING THEM TO BETTER EDUCATE AND PREPARE THE AFFECTED COMMUNITIES THEY SERVE. CIPC PROVIDED EXTERNAL TECHNICAL ASSISTANCE AND TRAININGS ON APPROXIMATELY 75 OCCASIONS FOR THE MEDI-CAL EXPANSION, PUBLIC CHARGE, AND CALIFORNIA'S INDIVIDUAL MANDATE.EACH YEAR, CIPC HOSTS THE LARGEST CIVIC ENGAGEMENT AND ADVOCACY DAY IN SACRAMENTO. NEARLY 1,100 IMMIGRANT RIGHTS' LEADERS AND ADVOCATES, REPRESENTING MORE THAN 75 ORGANIZATIONS THROUGHOUT THE STATE, RALLY IN MAY DEMANDING COURAGEOUS ACTION FROM OUR STATE GOVERNMENT TO PRESERVE AND EXPAND HEALTH AND OTHER SOCIAL SAFETY NET PROGRAMS, IMMIGRANT INCLUSION INVESTMENTS AND DETENTION AND DEPORTATION RELATED JUSTICE. CIPC ALSO LED THE ONE CA COALITION IN ADVOCATING FOR THE ONGOING FUNDING AT $45 MILLION ANNUALLY AND PROPOSING STRUCTURAL MODIFICATIONS TO IMPROVE ADMINISTRATION OF THE PROGRAM. AS A RESULT, CIPC SUCCESSFULLY GUIDED THE COALITION TO PRIORITIZE BOTH DACA REIMBURSEMENTS AND FUNDING FOR OUTREACH AND EDUCATION SERVICES IN RESPONSE TO PUBLIC CHARGE. CIPC HELPED TO SECURE A COMBINED $65 MILLION INVESTMENT IN IMMIGRATION-RELATED LEGAL SERVICES, WHICH INCLUDES PILOTS TO PROVIDE MENTAL HEALTH ASSESSMENTS AND CREATE A NAVIGATOR MODEL FOR WRAP-AROUND SERVICES. WE HAVE SERVED AS THE COMMUNICATIONS DEPARTMENT FOR THE IMMIGRANT RIGHTS MOVEMENT IN CA FOR NEARLY A DECADE. IN 2019 WE FORMALIZED OUR TECHNICAL ASSISTANCE WORK BY DEVELOPING A RAPID RESPONSE COMMUNICATIONS STRATEGY WITH PARTNERS. WE ALSO CREATED A COMMUNICATIONS TOOL-KIT TO TRAIN AND COACH STAFF OF REGIONAL PARTNERS WHO OFTEN HAVE LIMITED RESOURCES AND DEDICATED COMMUNICATIONS CAPACITY, SO THAT THEY CAN ELEVATE THE STORIES OF IMPACTED PEOPLE AND EXPRESS THEIR PERSPECTIVE ON STATE AND LOCAL POLICY ISSUES AS THEY IMPACT THE MOST VULNERABLE IMMIGRANTS. IN ADDITION TO TRAINING AND PROVIDING SPECIFIC MESSAGING SUPPORT, CIPC IS ALSO INVESTED IN DEEPLY UNDERSTANDING THE ANTI- IMMIGRANT SENTIMENT IN THE US. IN 2018 WE CONDUCTED POLLING, PHONE BANKING, FOCUS GROUPS AND DOOR TO DOOR CANVASSING TO UNDERSTAND WHAT LANGUAGE IS EFFECTIVE IN COMPELLING PEOPLE TO BE SYMPATHETIC VS WHAT TRIGGERS PEOPLE'S ANXIETY. THE MULTIYEAR PROJECT ACCOMPLISHED THE FOLLOWING IN ITS FIRST YEAR: 1. INCREASED CAPACITY AMONG FIELD TESTING ORGANIZATIONS IN IMPLEMENTING A "DEEP CANVASS" APPROACH TO DOOR-TO-DOOR CANVASSING. THE FRESNO FIELD TEAM APPLIED ELEMENTS OF DEEP CANVASSING INTO THEIR FALL 2018 CIVIC ENGAGEMENT CAMPAIGN THROUGH THE WAY THAT THEY STRUCTURED THEIR SCRIPT AND BY ADDING SPECIFIC QUESTIONS TO ELICIT A STORY FROM THE VOTER. THEY ALSO EXPANDED THEIR REACH INTO GEOGRAPHIC AREAS WHERE THEY HADN'T PREVIOUSLY HAD A PRESENCE, INCLUDING NORTH FRESNO AND CLOVIS. THE FRESNO TEAM ENVISIONS INCLUDING DEEP CANVASSING IN FUTURE TRAININGS, IN HOW THEY SHAPE CANVASSING SCRIPTS, COACH GRASSROOTS LEADERS AROUND CIVIC ENGAGEMENT, THINK ABOUT CAMPAIGNS, AND TEST MESSAGING THAT BUILDS BRIDGES. THE ORANGE COUNTY FIELD TEAM HAS TAKEN THE KEY LEARNINGS FROM THIS PROJECT TO INFORM THEIR STRATEGIC PLANNING. THEY ALSO INCORPORATED DEEP CANVASSING LESSONS INTO FALL 2018 CIVIC ENGAGEMENT CAMPAIGNS, INCLUDING SCRIPT DEVELOPMENT AND CONVERSATIONAL TECHNIQUES FOR STATE BALLOT PROPOSITIONS. 2. INCREASED CAPACITY IN FIELD TESTING SITES IN IMPLEMENTING A "DEEP CANVASS" APPROACH TO DOOR-TO-DOOR CANVASSING. BOTH THE FRESNO AND TENNESSEE CANVASS TEAMS HIRED FORMER CANVASSERS INTO FULL TIME STAFF POSITIONS FOLLOWING THE SUMMER CANVASS AND MORE THAN HALF OF THE ORANGE COUNTY CANVASS TEAM HAS COMMITTED TO RETURNING TO DEEP CANVASSING FOR FUTURE CAMPAIGNS. AN ELITE TEAM OF ORANGE COUNTY CANVASSERS DEEPENED THEIR CAPACITY THROUGH POST-CAMPAIGN VIDEO CANVASSING BETWEEN JANUARY-MARCH 2019. QUOTES FROM CANVASSERS 3. NEW KNOWLEDGE AND HYPOTHESES ABOUT THE CHARACTERISTICS OF INTERNAL CONFLICT ABOUT IMMIGRATION AMONG VOTERS.THE FIELD TESTING TEAM COMPLETED "ITERATIVE AND "MEASUREMENT" CANVASSES IN ORANGE COUNTY, FRESNO COUNTY, AND GREATER NASHVILLE, TENNESSEE. DURING THE ITERATIVE PHASE OF CANVASSING, THE THREE CANVASS TEAMS DID INCREDIBLE WORK: APPROXIMATELY 402 DEEP CANVASS CONVERSATIONS, CONDUCTED 30 CANVASSES, GENERATED 25 SCRIPT ITERATIONS, AND ACHIEVED A 38% AVERAGE AT-THE-DOOR PERSUASION RATE. THROUGH ITERATION ALL THREE TEAMS ARRIVED AT SCRIPTS THAT THEY ASSESSED WERE EFFECTIVE FOR "MOVING" CONFLICTED VOTERS. WE HAVE SERVED AS THE COMMUNICATIONS DEPARTMENT FOR THE IMMIGRANT RIGHTS MOVEMENT IN CA FOR NEARLY A DECADE. RELEASED IN MARCH 2019, TRANSFORMING OUR NARRATIVE FOR A NEW ERA, CIPC'S COMMUNICATIONS TOOLKIT FEATURES A SECTION ON FRAMES, MESSAGES, AND RESOURCES ABOUT KEY IMMIGRATION ISSUES. CIPC HAS CONTINUED TO WIDELY DISSEMINATE THE TOOLKIT ACROSS ESSENTIAL LISTSERVES AND KEY INFLUENCERS. THE REPORT HAS BEEN SHARED WITH OVER 300 ORGANIZATIONS REPRESENTED BY CIPC'S DIVERSE COALITION PARTNERS. ON DECEMBER 6, CIPC CONVENED 100 ADVOCATES, ACTIVISTS, AND COMMUNICATORS FROM ACROSS THE STATE FOR ITS SECOND STATEWIDE COMMUNICATIONS CONVENING, "OUR STORIES, OUR POWER." HELD AT THE LA PLAZA DE CULTURA Y ARTES IN LOS ANGELES, ADVOCATES AND COMMUNICATORS CAME TOGETHER TO DISCUSS WAYS IN WHICH NARRATIVE FRAMES THAT CRIMINALIZE AND MINIMIZE IMMIGRANT COMMUNITIES PERSIST IN THE MEDIA, AND THE MOST EFFECTIVE STRATEGIES ADVOCATES AND MEDIA CAN USE IN COMBATTING THESE HARMFUL NARRATIVE FRAMES. SINCE 2017, CIPC AND ITS COMMUNICATIONS DEPARTMENT HAS ADMINISTERED THE IMMIGRATION STRATEGIC MESSAGING PROJECT (ISMP), A GROUND-BREAKING COLLABORATIVE RESEARCH EFFORT TO GAIN A DEEPER AND BROADER UNDERSTANDING OF HOW AMERICANS THINK ABOUT IMMIGRANTS. AMONG ITS UNIQUE ATTRIBUTES, THE PROJECT EMPLOYS TRADITIONAL AND COMMUNITY-BASED RESEARCH METHODS, PRIORITIZING THE FOUNDATIONAL ROLE OF GRASSROOTS, COMMUNITY-BASED LEADERS AT EVERY STAGE OF PROJECT IMPLEMENTATION IN THREE RESEARCH SITES: FRESNO COUNTY (CA), ORANGE COUNTY (CA), AND MIDDLE TENNESSEE. IN 2018, THE PROJECT COMPLETED THE FIRST DEEP CANVASS ON IMMIGRATION ISSUES, WERE THE FIRST TO USE TWO-WAY TEXTING TO TARGET DEEP CONVERSATIONS TO PERSUADABLE VOTERS, AND HAVE CONDUCTED SOME OF THE MOST EXTENSIVE VIDEO TESTING IN THE IMMIGRANT RIGHTS MOVEMENT. IN 2019, PHASE II OF THE PROJECT HAS SHOWN IT IS POSSIBLE TO DEEPEN THE RELEVANCE, RESILIENCE, AND SCALABILITY OF A DEEP CANVASS PROGRAM, WHILE RETAINING CONVERSATION QUALITY AND MOVEMENT IMPACTS ON VOTERS. WE EXPLORED HOW "CONFLICTED" AUDIENCES IN 10 STATES AND 2 CALIFORNIA COUNTIES RESPONDED TO THE MESSAGING PRIORITIES AND OVERALL CONTENT THROUGH THREE DISTINCT TESTS, INCLUDING A FIRST-OF-ITS-KIND ADDRESSABLE TV AD FIELD TEST. IN THE LAST 2.5 YEARS, WE ESTIMATE THAT THE PROJECT HAS INTERACTED WITH APPROXIMATELY 9,000 CENTRAL VALLEY RESIDENTS (MOST FROM FRESNO COUNTY), VIA RESEARCH PROCEDURES, ONE-ON-ONE DEEP CANVASS OR DEEP CALLING CONVERSATIONS, TWO-WAY TEXT MESSAGING, OR TV AD PLACEMENT, AND WE SEE ENCOURAGING PUBLIC OPINION SHIFTS AMONG THESE AUDIENCES. WE ARE ALSO SEEING EXCITING RESULTS WITH VIDEO TESTING. IN TWO DIFFERENT TESTS WITH TV ADS, PARTICIPANTS ALSO SELF-REPORTED BECOMING MORE AWARE OF THE FACT THAT UNDOCUMENTED IMMIGRANTS PAY TAXES (WHICH THE ADS MENTIONED 1-3 TIMES), A CRITICAL PIECE OF GOOD INFORMATION THAT OUR RESEARCH SUGGESTS MAY BE IMPORTANT FOR AUDIENCES TO MOVE ALONG THE SPECTRUM OF SUPPORT. THROUGHOUT THE JOURNEY, OUR AMBITION HAS BEEN TO CENTER THE VOICES, STORIES, AND EXPERIENCES OF ADVOCATES AND DIRECTLY IMPACTED COMMUNITY MEMBERS, WHILE BUILDING ON THE LESSONS AND GUIDANCE OF PEERS AND PARTNERS FROM BEYOND THE IMMIGRANT RIGHTS MOVEMENT WHO HAVE ACHIEVED IMPORTANT MESSAGING WINS. |
