The form 990 is reviewed in detail by the executive committee of the board of directors and then presented to the board of directors as a whole at the next board meeting, prior to filing with the internal revenue service.

PART X, LINE 2:

The agency is required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information.
