The non-profit corporate bylaws were amended and restated february 23, 2016, largely for purposes to clarify wording and updating to current requirements of the montana code annotated and relevant federal regulations. The following items are some of the updates: public official trustees terms were extended to three years from one year; board trustees may serve three consecutive one year terms in the same board officer position; and clarifications were made as to how and when officers may be removed. The amended and restated bylaws are available upon request at the hrdc's business office.

FORM 990 - ORGANIZATION'S MISSION

In addition to work place assistance, and 4,798.54 in direct supportive services and intensive case management targeted towards completion of education and involvement community service activities. Ten youth graduated, obtained their ged or entered post secondary schooling.

Weatherization services increased heating efficiency and reduce utility bills for low income eligible participants. Low income eligible participants were assisted through approximately 801,197.70 in insulating as well as door, window and furnace repair and replacement. An estimated 175 eligible homes were assisted or 411 people.

Emergency food and housing -- this service group provides housing, food and other emergency services to eligible recipients. Transitional living services helped homeless pregnant and/or parenting youth ages 18-21 in a safe living environment. Housing services consist of counseling, emergency payments, and housing placement services to assist low income and homeless populations. Approximately, 311 individuals completed certified homebuyer education, 195 individuals received homebuyer pre-purchase counseling, and 54 individuals received rental counseling. Volunteers donated 34 hours during the year. Housing programs aided 164 households (371 individuals) in receiving section 8 housing valued at 735,304. Approximately 55,534.29 was provided to 73 households in the form of housing payments and supportive services to assist clients in maintaining or moving into permanent housing. Sixty four households received deposit assistance totaling 38,043. Harmony house served 10 pregnant and parenting youth. The participants received 1,830.50 in direct supportive services. Food assistance is provided through the distribution of food to eligible families living on the crow indian reservation. Monthly, food commodities were distributed to approximately 430 individuals or 202 crow tribe families for a total annual value of 180,002.25 community development -- this program provides a wide range of services to the agency's five county area communities and eligible participants. Most services in this group are provided through the community service block grant (csbg), which directly or indirectly supports all programs and services the agency provides through education, low income and crisis advocacy, coordination, and the promotion of self sufficiency. Other programs consist of: 1) wheels to work, 2) individual development accounts (ida) for low income participants to learn financial literacy skills and save for eligible asset goals such as first time home purchases, secondary education, and business capitalization, 3) general relief program for providing rents and basic needs for disabled individuals unable to work, 4) yellowstone county burial program for the indigent population, and 5) volunteer income tax assistance (vita) program providing low to moderate income participants free tax assistance to file income tax returns. Fourty one households received assistance for vehicle repairs totaling 17,662.23. Three hundred ninety-four bus passes and gas vouchers were given out totaling 5,960. A total of 54 family saving for tomorrow participants enrolled and completed 175 hours of financial education during the fiscal year. This year, participants saved 27,795.00 and accumulated 111,180 in match. A total of 10 participants completed the savings program and purchased their asset. Sixteen households received rent, basic needs assistance, and supportive services totaling 52,431.55. Financial assistance totaling 112,130 was provided for 73 burials. The vita site prepared 1,678 total tax returns saving the clients approximately 419,500 in preparation fees. The clients received 2,504,967 in refunds and certified volunteers donated 1,928 hours during the tax season.

MONTHLY, FOOD COMMODITIES WERE DISTRIBUTED TO APPROXIMATELY 430 INDIVIDUALS OR 202 CROW TRIBE FAMILIES FOR A TOTAL ANNUAL VALUE OF 180,002.25 COMMUNITY DEVELOPMENT -- THIS PROGRAM PROVIDES A WIDE RANGE OF SERVICES TO THE AGENCY'S FIVE COUNTY AREA COMMUNITIES AND ELIGIBLE PARTICIPANTS. MOST SERVICES IN THIS GROUP ARE PROVIDED THROUGH THE COMMUNITY SERVICE BLOCK GRANT (CSBG), WHICH DIRECTLY OR INDIRECTLY SUPPORTS ALL PROGRAMS AND SERVICES THE AGENCY PROVIDES THROUGH EDUCATION, LOW INCOME AND CRISIS ADVOCACY, COORDINATION, AND THE PROMOTION OF SELF SUFFICIENCY. OTHER PROGRAMS CONSIST OF: 1) WHEELS TO WORK, 2) INDIVIDUAL DEVELOPMENT ACCOUNTS (IDA) FOR LOW INCOME PARTICIPANTS TO LEARN FINANCIAL LITERACY SKILLS AND SAVE FOR ELIGIBLE ASSET GOALS SUCH AS FIRST TIME HOME PURCHASES, SECONDARY EDUCATION, AND BUSINESS CAPITALIZATION, 3) GENERAL RELIEF PROGRAM FOR PROVIDING RENTS AND BASIC NEEDS FOR DISABLED INDIVIDUALS UNABLE TO WORK, 4) YELLOWSTONE COUNTY BURIAL PROGRAM FOR THE INDIGENT POPULATION, AND 5) VOLUNTEER INCOME TAX ASSISTANCE (VITA) PROGRAM PROVIDING LOW TO MODERATE INCOME PARTICIPANTS FREE TAX ASSISTANCE TO FILE INCOME TAX RETURNS. FOURTY ONE HOUSEHOLDS RECEIVED ASSISTANCE FOR VEHICLE REPAIRS TOTALING 17,662.23. THREE HUNDRED NINETY-FOUR BUS PASSES AND GAS VOUCHERS WERE GIVEN OUT TOTALING 5,960. A TOTAL OF 54 FAMILY SAVING FOR TOMORROW PARTICIPANTS ENROLLED AND COMPLETED 175 HOURS OF FINANCIAL EDUCATION DURING THE FISCAL YEAR. THIS YEAR, PARTICIPANTS SAVED 27,795.00 AND ACCUMULATED 111,180 IN MATCH. A TOTAL OF 10 PARTICIPANTS COMPLETED THE SAVINGS PROGRAM AND PURCHASED THEIR ASSET. SIXTEEN HOUSEHOLDS RECEIVED RENT, BASIC NEEDS ASSISTANCE, AND SUPPORTIVE SERVICES TOTALING 52,431.55. FINANCIAL ASSISTANCE TOTALING 112,130 WAS PROVIDED FOR 73 BURIALS. THE VITA SITE PREPARED 1,678 TOTAL TAX RETURNS SAVING THE CLIENTS APPROXIMATELY 419,500 IN PREPARATION FEES. THE CLIENTS RECEIVED 2,504,967 IN REFUNDS AND CERTIFIED VOLUNTEERS DONATED 1,928 HOURS DURING THE TAX SEASON.
