Mission and Program Overview

Mission

Support for people coming home from prison to reduce chances that they will return to crime and prison. We accomplish this through leadership training, life skills training, mentoring and transition housing. Specifically, we foster one-on-one conversation between ordinary community members (coming into our prison classes as visitors). These conversations are on specific topics in a classroom environment. The conversations are debriefed in the large group. These one-on-one interactions with community members are the bedrock of our work. Prisoners recognize that they can talk to "normal" people when they return to the community. It gives them confidence that they can make it.

We provide support for people coming home from prison to reduce chances that they will return. We accomplish this through leadership and communications training, as well as mentoring and life skills. But we have not been able to go into the prison since March 12, 2020 due to pandemic restrictions. Our community work with mentees continued on a limited basis, but contracts that supported that work sunsetted on 6/30. Overall, we were using the pandemic interruption to define new work areas: 1) using community organizing to address housing disparities for ex-cons; 2) opening a thrift shop. These two projects have, however, been on the back burner. We instead worked on a ballot measure that treated addiction as a health rather than criminal issue. We also were awarded a large grant from Oregon Health Authority to assist people who needed to quarantine or isolate after leaving prison. That has taken up most of our time, though it was mostly onboarding and planning during 2020-2021 year.

In-the-Community Mentor Project - Our Certified Peer Recovery Mentor (CRM) worked with 3 mentees over the course of the year, averaging 19.3 unique contact encounters with each mentee (average 1 hour or more per contact). This mentorship is focused on recovery from alcohol and drug use, as well as criminality. The CRM regularly checks in with mentees about impulses or cravings toward all three. Regardless of the situation, the mentee creates his or her own plan with the support and guidance of the CRM. The CRM has strong connections in the addiction recovery, health, and mental health communities in case a mentee falls into a crisis situation. Typically, mentoring has involved engagement with the community to create positive social bonds. During the pandemic, opportunities were severely limited. But the CRM stayed connected through telephone calls and texts for moral and social support. When pandemic shut-downs were lifted, the CRM was able to meet with mentees - masked and socially distanced - in outdoor public spaces, like parks. The CRM helps people to find housing, food, clothing; government services - like food stamps and Oregon Health Plan (Medicaid) - when appropriate; and other support services (bus passes, job support) - that will help them start out right and leave crime and prison behind.$0$4,097
The Impact of Incarceration on Health - though we continued to work with current and former nursing students in a volunteer capacity, we were again limited by Covid-19 because it prevented students from entering the prison. This is a critical part of their experience in understanding incarceration as a social determinant of health. We did not have student teams completing their practicum experiences with us during the year. However, two former nursing students worked with us on a project to explore housing options for people with criminal records. We have renewed our contract with OHSU School of Nursing and continue to explore possible ways to provide a practicum experience in community settings, but this has not happened this year. We have made presentations to medical providers. Because of this work, another huge area opened up for us. In early 2021, we began a dialogue with Oregon Health Authority about working with people who need to be in quarantine or isolation after leaving prison. They awarded us a grant to help folks during quarantine and in obtaining wraparound services when that is complete. Though we received the announcement in April 2021, we did not receive actual funding until after July 1st - so this work will show up in next year's 990.$0$3,103
Housing Project - Since we closed our transition house on June 30, 2019, we were looking for other avenues to assist people coming home from prison with housing. We did have one final cost toward our old housing project in this fiscal year. Two nursing students helped us launch a new project in early 2021 to help people with criminal records find permanent rental housing that is safe and affordable. We had planned to work with a group of landlords and people in our program to identify concerns and solutions when it comes to renting to folks with criminal records. This pilot should help identify common ground for landlords and those with criminal records trying to make a new start. However, because the new project from OHA was a huge leap for us, we decided to put this project on hold for the time being. We still plan to come back to it.$0$2,132
Community InReach (In-prison mentoring) - Normally we teach a weekly leadership class in the prison and a creative writing class. Because of Covid-19, we were not allowed to go into the prison at all during 2020-2021 year. In lieu of this, we wrote letters to our class members still inside. We wrote to 9 prisoners sending 57 letters. Only one person from our class in March 2020 remains incarcerated, so we will have to rebuild our InReach classes from scratch when we are allowed to go inside once again. We check in regularly with the prison for word of when we can return. We are considering sending in slide shows or videos, but these projects are still in the works. This has been extremely frustrating for us because InReach projects are the foundation of our work - especially in terms of bringing a variety of community members into the class. These interactions help incarcerated people to feel more confident, and to discover how they can fit in to the community in a pro-social way.$0$2,122
Thrift Shop - We had planned to open a thrift shop. We identified several positives for that: 1) It would create 2-3 jobs for those in our mentor project; 2) It would bring us a public face, including meeting and office space (currently our office is in our director's home); and 3) it would raise some money for the organization. We applied to a local church for a grant to open a place. They gave us funds in April, and we thought we would be able to open something in the summer when many people were getting vaccinated. However, we were hesitant when the Delta variant started spiking in Oregon, so we decided to open the shop online for now - meaning fall 2021 - so again, it will be in next year's 990.$0$1,126
