Mission

Support for people coming home from prison to reduce chances that they will return to crime and prison. We accomplish this through leadership training, life skills training, mentoring and transition housing. Specifically, we foster one-on-one conversation between ordinary community members (coming into our prison classes as visitors). These conversations are on specific topics in a classroom environment. The conversations are debriefed in the large group. These one-on-one interactions with community members are the bedrock of our work. Prisoners recognize that they can talk to "normal" people when they return to the community. It gives them confidence that they can make it.

We provide support for people coming home from prison to reduce chances that they will return. We accomplish this through leadership and communications training, as well as mentoring and life skills. Specifically, we foster one-on-one conversation between ordinary community members (coming into our prison classes) and prisoners. These conversations are on specific topics in a classroom environment. The conversations are debriefed in the large group. These one-on-one interactions with community members are the bedrock of our work. Prisoners recognize that they can talk to "normal" people when they return to the community. It gives them confidence that they can make it. [Note: We had run a men's transition house for seven years, but had to close it on June 30, 2019. We plan to launch a new housing project in 2021 aimed at placing people with criminal records in permanent housing (rentals).]

In-the-Community Mentor Project - Our Certified Peer Recovery Mentor (CRM) worked with 7 mentees over the course of the year, averaging 14.6 unique contact encounters with each mentee (average 1 hour or more per contact). Additionally each mentee was exposed to several hours of life skills training in the community. This mentorship is focused on recovery from alcohol and drug use, as well as criminality. The CRM regularly checks in with mentees about impulses or cravings toward all three. Regardless of the situation, the mentee creates his or her own plan with the support and guidance of the CRM. The CRM has strong connections in the addiction recovery, health, and mental health communities in case a mentee falls into a crisis situation. Typically, mentoring has involved engagement with the community to create positive social bonds. During the pandemic, opportunities were severely limited. But the CRM stayed connected through telephone calls and texts for moral and social support. When pandemic shut-downs were lifted, the CRM was able to meet with mentees - masked and socially distanced - in outdoor public spaces, like parks. The CRM helps people to find housing, food, clothing; government services - like food stamps and Oregon Health Plan (Medicaid) - when appropriate; and other support services (bus passes, job support) - that will help them start out right and leave crime and prison behind.$0$5,061
Community InReach (In-prison mentoring) - We taught a weekly leadership class in the prison to 26 prisoners over the course of the Covid-shortened year (8.5 months). We convene a leadership class (2 hours) and a communications class (2 hours) each week. There were 1,092 contact hours with students during the year for both classes. Each year we teach an 8-hour leadership intensive that sets the agenda for the class for the rest of the year. This year, Metropolitan Alliance for Common Good (MACG) led it, and we graduated 13 people from the training in August 2019. These students in turn become class leaders and help teach future trainings. If they remain with PHOENIX in the community, they may be eligible to become mentors. The most important characteristic about our prison InReach is that we take community volunteers into almost every single class. Over the course of the year, 62 volunteers came into our classes (in addition to two staff members). These volunteers are OHSU students and professors, National University of Natural Medicine medical students, members of churches, and members of institutions that are part of MACG and other community groups. MACG is a local community organizing collective. We use a version of their leadership training to teach men in prison about personal and community transformation. The focus is a culture of positive relationships built on one-on-one conversations around a directed topic (e.g., what are the pressures in your life?) and reporting out to the large group. These one-on-one conversations with community members normalize community contact before release and give hope that one may become a positive, contributing member of society. In addition, community members are transformed by the experience and are more motivated to work with those coming home - as 95% of all prisoners do - to help them succeed and become actively engaged citizens. When people get out of prison, they may participate in more training and actions through MACG. Pandemic shut-downs meant that we were unable to go into the prison from March 13 to the end of the year. Instead, we sent letters to the men in our class about twice a month. Topics included self-care, writing projects, friendly notes and letters from volunteers, inspirational writing, some of our leadership training pieces, poetry, and reports on our community organizing work.$0$4,250
The Impact of Incarceration on Health: Educating Prisoners & Health Care Providers - we continue to work with the School of Nursing at the Oregon Health & Science University (OHSU), serving as a practicum site for 2-3 student teams (most terms) taking their "Population Health" class - specifically looking at the impact of incarceration on health. Student teams attend PHOENIX classes at the prison and any events or trainings we hold in the community, as well as library research for their final project. This year that was cut short by the pandemic, but before that we still had many students that attended the prison class each week. We also continue to have monthly presentations from medical students from the National University of Natural Medicine to educate the men in the prison class about healthy diet, natural pain management, self-massage and other things they can do right now in the prison - and on their own after they get out - to live healthier lives. This is critical because health problems are staggering for those getting out of prison. They are 12.9% more likely to die within the first two weeks of release from all causes compared to the general population. And one in 12 convicts is hospitalized within 90 days of release from prison. This prisoner health work is geared toward speaking to healthcare professionals and students as well as prisoners. Because of our ongoing work with OHSU School of Nursing, we made a joint presentation about our work to the American Association of Colleges of Nursing in July 2019. This was a prestigious group of deans from schools of nursing from all over the country. Understanding and working to positively impact the social determinants of health - in our case, incarceration - is a cutting edge area of cooperation in modern nursing education settings.$0$1,117
Housing Project - We closed our men's transition house as of June 30, 2019 after operating it for seven years. The owner had wished to sell the property. Because housing costs in the Portland metro area are high, we didn't want to rent another house. We still had a few costs in the current year to close it out. We are planning a new project that should start in early 2021 to help people with criminal records find permanent rental housing that is safe and affordable. We plan to work with a group of landlords and people in our program to identify concerns and solutions. This pilot should help identify common ground for landlords and those with criminal records trying to make a new start.$0$852

We convene a leadership class (2 hours) and a communications class (2 hours) each week. There were 1,092 contact hours with students during the year for both classes. Each year we teach an 8-hour leadership intensive that sets the agenda for the class for the rest of the year. This year, Metropolitan Alliance for Common Good (MACG) led it, and we graduated 13 people from the training in August 2019. These students in turn become class leaders and help teach future trainings. If they remain with PHOENIX in the community, they may be eligible to become mentors. The most important characteristic about our prison InReach is that we take community volunteers into almost every single class. Over the course of the year, 62 volunteers came into our classes (in addition to two staff members). These volunteers are OHSU students and professors, National University of Natural Medicine medical students, members of churches, and members of institutions that are part of MACG and other community groups. MACG is a local community organizing collective. We use a version of their leadership training to teach men in prison about personal and community transformation. The focus is a culture of positive relationships built on one-on-one conversations around a directed topic (e.g., what are the pressures in your life?) and reporting out to the large group. These one-on-one conversations with community members normalize community contact before release and give hope that one may become a positive, contributing member of society. In addition, community members are transformed by the experience and are more motivated to work with those coming home - as 95% of all prisoners do - to help them succeed and become actively engaged citizens. When people get out of prison, they may participate in more training and actions through MACG. Pandemic shut-downs meant that we were unable to go into the prison from March 13 to the end of the year. Instead, we sent letters to the men in our class about twice a month. Topics included self-care, writing projects, friendly notes and letters from volunteers, inspirational writing, some of our leadership training pieces, poetry, and reports on our community organizing work.
IRS990EZ/ProgramSrvcAccomplishmentGrp/DescriptionProgramSrvcAccomTxt2The Impact of Incarceration on Health: Educating Prisoners & Health Care Providers - we continue to work with the School of Nursing at the Oregon Health & Science University (OHSU), serving as a practicum site for 2-3 student teams (most terms) taking their "Population Health" class - specifically looking at the impact of incarceration on health. Student teams attend PHOENIX classes at the prison and any events or trainings we hold in the community, as well as library research for their final project. This year that was cut short by the pandemic, but before that we still had many students that attended the prison class each week. We also continue to have monthly presentations from medical students from the National University of Natural Medicine to educate the men in the prison class about healthy diet, natural pain management, self-massage and other things they can do right now in the prison - and on their own after they get out - to live healthier lives. This is critical because health problems are staggering for those getting out of prison. They are 12.9% more likely to die within the first two weeks of release from all causes compared to the general population. And one in 12 convicts is hospitalized within 90 days of release from prison. This prisoner health work is geared toward speaking to healthcare professionals and students as well as prisoners. Because of our ongoing work with OHSU School of Nursing, we made a joint presentation about our work to the American Association of Colleges of Nursing in July 2019. This was a prestigious group of deans from schools of nursing from all over the country. Understanding and working to positively impact the social determinants of health - in our case, incarceration - is a cutting edge area of cooperation in modern nursing education settings.

The owner had wished to sell the property. Because housing costs in the Portland metro area are high, we didn't want to rent another house. We still had a few costs in the current year to close it out. We are planning a new project that should start in early 2021 to help people with criminal records find permanent rental housing that is safe and affordable. We plan to work with a group of landlords and people in our program to identify concerns and solutions. This pilot should help identify common ground for landlords and those with criminal records trying to make a new start.
