The organization has members: the organization is a mobile home park cooperative recognized as a non-profit corporation to provide housing for low and moderate income persons. As a cooperative, membership is a requirement for occupancy of a mobile home or dwelling unit within the park.

Members of the organization elect the governing body: the board of directors are elected by the members at an annual meeting of the members of the mobile home park.

Decisions of the governing body are subject to approval by members: under the bylaws, the governing body is prohibited from taking any of the following actions, except with the vote or written assent of a majority of the voting power of the cooperative: (1) incurring aggregate expenditures for capital improvements in any fiscal year in excess of 5% of the budgeted gross expenses for the fiscal year; (2) selling during any fiscal year property of the cooperative having an aggregate fair market value greater than 5% of the budgeted gross expenses for that fiscal year; (3) filling of a vacancy on the board created by the removal of the board member by a vote of the membership; (4) use of the cooperative equity without the vote or written consent of a two-thirds majority of the voting power of the cooperative.
