The board has members who control or are employed by area financial institutions, law firms, consulting firms and various other business enterprises. Throughout the year, various officers, directors, trustees and key employees have business relations with these organizations in the normal course of their business and personal lives.

The form 990 is reviewed and approved by the cfo and president & ceo prior to its filing. Further, the form 990 is reviewed by the organization's audit & finance committee.

Form 990, Part VI, Section B, Line 12C

Board members are required to sign an annual acknowledgement they have read the conflict of interest policy and disclose any potential conflicts. The conflict of interest forms are distributed annually by the executive assistant to employees, management and board members for completion and signature. The executive assistant and the general counsel ensure all forms are returned and any potential conflicts are addressed.

FORM 990, PART I, LINE 1, DESCRIPTION OF ORGANIZATION MISSION:

Cddc continues with the implementation of the strategic business plan developed with community input and promulgated by the mayor and city council. These efforts include the renovation of a former downtown department store into premier office and retail space, development of downtown parks through the oversight of the scioto mile park and the scioto greenways project, the construction of a new national veterans memorial and museum and the development of the downtown scioto peninsula. In 2022, construction started on our first affordable housing project, topiary park crossing.

FORM 990, PART V, LINES 2A & 2B: THROUGH ITS RELATED ENTITY, CAPITOL SOUTH

Through its related entity, capitol south, the organization contracts with resourcing edge, to perform workforce management services, including payroll services, administration of benefit and workers' compensation plans, and management of human resource processes.

FORM 990, PART XII, LINE 2C: THE ORGANIZATION HAS AN AUDIT REVIEW COMMITTEE

Which oversees the audit process, ultimately approving the audited financial statements and presenting them to the board. This committee also coordinates the process for the selection of the independent accountant. This process remains unchanged from the prior year.

Financial Statement Notes

PART V, LINE 4:

The scioto mile endowment fund was established in 2007 by cddc to provide assistance with operational maintenance and programming costs of the scioto mile park. The national veterans memorial and museum major maintenance and capital endwoment fund was established in 2019 to provide for major maintenance and capital costs of the national veterans memorial and museum.

PART X, LINE 2:

The corporation is exempt from federal income tax under section 501(c)(3) of the internal revenue code. The corporation has adopted the provisions of the fasb accounting standards codification relating to uncertain tax positions. The corporation does not believe its financial statements include any uncertain tax positions.

THE PHASE 1 OFFICE SITE OPENED IN 2022, WHILE THE RESIDENTIAL AND HOTEL SITES OPENED IN 2023.PLANNING AND DEVELOPMENT OF THE REMAINING COMPONENTS OF THE SCIOTO PENINSULA MASTER PLAN WILL CONTINUE INTO 2024 AND BEYOND.IN RESPONSE TO A PRIORITY IDENTIFIED BY THE CITY OF COLUMBUS, CDDC ACQUIRED .72 ACRES OF LAND AT 497 EAST TOWN STREET IN DOWNTOWN COLUMBUS IN FEBRUARY 2021. CDDC IS DEVELOPED A 98 UNIT AFFORDABLE AND WORKFORCE HOUSING PROJECT, TOPIARY PARK CROSSING, ON THE SITE. THE PROJECT WAS FUNDED THROUGH A COMMERCIAL REAL ESTATE LOAN, GRANTS FROM THE CITY OF COLUMBUS AND CAPITOL SOUTH AND AN EQUITY INVESTMENT FROM THE CORPORATION. CONSTRUCTION OF THE FACILITY STARTED IN 2022. THE FACILITY OPENED IN FALL OF 2023.IN 2021, THE CITY OF COLUMBUS REQUESTED CDDC TO LEAD THE DEVELOPMENT OF A NEW DOWNTOWN STRATEGIC PLAN. CDDC ENGAGED CONSULTANTS AND HAS SCHEDULED A SERIES OF PUBLIC FORUMS IN 2022 IN ORDER TO RECEIVE INPUT FROM DOWNTOWN STAKEHOLDERS AND THE GENERAL PUBLIC. THE FINAL PLAN WAS ISSUED IN LATE 2022. IMPLEMENTATION OF THE 2022 DOWNTOWN STRATEGIC PLAN CONTINUED INTO 2023 AND BEYOND.IN 2022, CDDC AND THE CITY OF COLUMBUS ENTERED INTO A GRANT AGREEMENT WHICH PROVIDED CDDC THE FUNDING FOR THE PURCHASE OF THE DOWNTOWN YMCA AND THE PURCHASE OR RENOVATION OF OTHER REAL PROPERTY ASSETS IN DOWNTOWN COLUMBUS. CDDC ENTERED INTO A PURCHASE AND SALE AGREEMENT FOR THE YMCA IN OCTOBER 2022, WITH CLOSING OF THE PURCHASE EXPECTED TO BE COMPLETED IN EARLY 2025.IN DECEMBER 2022, CDDC ENTERED INTO AN AGREEMENT WITH THE CITY OF COLUMBUS FOR THE RE-DESIGN AND RECONSTRUCTION OF THE SCIOTO MILE FOUNTAIN. CDDC RECEIVED A GRANT FROM THE CITY FOR HALF OF THE EXPECTED PROJECT COST. CONSTRUCTION COMMENCED IN 2023 AND A GRAND RE-OPENING OF THE FOUNTAIN TO THE PUBLIC WAS HELD IN MAY 2024.
