Once the review by the ceo/president and cfo/executive vice president, finance, is complete, the form is reviewed by the finance committee of the board and any questions or concerns are addressed to the cfo/executive vice president, finance and, if needed, to the tax preparer.”

No board member, officer, employee, or agent shall participate in hacs's selection, award, or administration of any contract or grant when a real or apparent conflict of interest is involved.”

“Delegation of authority: the executive committee is composed of the president, vice president, secretary, and treasurer. The executive committee may have full power in emergencies and may act for the board during the interim periods between board meetings. The committee must act consistently with established board policies and/or direction. All executive committee action must be ratified and approved by a quorum of the full board of directors at the next regularly scheduled monthly meeting.”
