Governance Explanations

The board of directors consists of up to thirteen members, one of which is designated by the county judge of dallas county, one by each of the four dallas county commissioners, and eight by the directors in office at the time of the designation or appointment. One of the eight members designated by the directors is the chairman of the dallas county historical commission or such chairman's designee from the members of the dallas county historical commission. At the end of fy 2019, eleven board members have been seated in the board.

Financial Statement Notes

PART III, LINE 1A:

The museum added 2,025 and 738 individual objects to the collection during the years ended september 30, 2019 and 2018, respectively, through gifts, transfers, or purchases. There were 901 and 2,656 items approved for deaccession during the years ended september 30, 2019 and 2018, respectively.

PART X, LINE 2:

The museum is exempt from federal income taxes under section 501(c)(3) of the internal revenue code (the code), except to the extent it has unrelated business income. In addition, the museum has been classified as a public charity under the code. For the years ended september 30, 2019 and 2018, the museum had no net unrelated business income. Accordingly, no provision for income taxes has been made in the accompanying financial statements. Should the museum engage in activities unrelated to the purpose for which it was created, taxable income could result. Gaap requires the evaluation of tax positions taken or expected to be taken in the course of preparing the museum's tax returns to determine whether the tax positions are more likely than not of being sustained by the applicable tax authority. Tax positions not deemed to meet the more-likely-than-not threshold would be recorded as a tax benefit or expense in the current year. Reconciliation is not provided herein, as the beginning and ending amounts of unrecognized benefits are zero, with no interim additions, reductions, or settlements. The museum is relying on its tax-exempt status and its adherence to all applicable laws and regulations to preserve that status. However, the conclusions regarding the uncertainty in income taxes will be subject to review and may be adjusted at a later date based on factors including, but not limited to, ongoing analysis of tax laws, regulations and interpretations thereof. The museum recognizes interest and penalties, if any, related to uncertain tax positions as income tax expense. The museum's informational returns are generally subject to examination for three years after the later of the due date or date of filing. As a result, the museum is no longer subject to income tax examinations by tax authorities for years prior to fiscal year 2015.

SCH D, PART III, LINE 1A:

Reporting works of art, historical treasures, or other similar assets: the museum has a collection of artifacts and other historical materials that it protects and preserves. The collection provides a foundation for exhibitions, research, and educational and public programming. The museum has a registrar (under the responsibilities of the director of collections and intellectual property) to ensure that the collection is protected and preserved, and has a detailed collections management policy which governs the stewardship of these collections. The museum accounts for artifacts and other historical materials as collection items if they meet the definition of a collection according to the criteria for recognition under financial accounting standards board ("fasb") accounting standards codification ("asc") 958-360-25-3, not-for-profit entities - property, plant, and equipment. The criteria state that to be a collection the assets are (1) held for public exhibition, (2) protected and preserved, and (3) are subject to an organizational policy that requires proceeds from the sale of artifacts to be used to acquire other items for collections absent any donor imposed restrictions. The museum has a policy of not capitalizing the collection of historic material in its financial statements. Accordingly, no collection items are recognized as assets, whether they are purchased or received as a donation. Purchases of collection items reduce unrestricted net assets in the period when purchased. Proceeds from deaccessions or insurance recoveries are reflected as increases in appropriate net asset class. The museum added 2,025 and 738 individual objects to the collection during the years ended september 30, 2019 and 2018, respectively, through gifts, transfers, or purchases. The museum's policy requires that any proceeds generated by the licensing of historic images, film and footage from the collection are designated as part of a special fund to be used for special acquisitions for the collection and the direct care and support of those acquisitions.

Description of the organization's collections & further the exempt purpose: the sixth floor museum at dealey plaza holds more than 90,000 artifacts in its collections related to the assassination and legacy of president john f. Kennedy, with supplementary collections focused on the social history of mid-20th century dallas both before and after the assassination, the cultural history of the assassination, and the history of dealey plaza, the texas school book depository and dallas' john f. Kennedy memorial. The collections include primary documents, three-dimensional artifacts, newspapers and magazines from around the world, photographs, more than 1,800 recorded oral histories, and 300 hours of recorded media relating to the assassination including home movies made by eyewitnesses, and television and radio broadcasts from local stations. One of the world's largest sources of artifacts, documents, audio and visual recordings and other documentation of the assassination and legacy of president john f. Kennedy, the collections reinforce the museum's mission through identification, acquisition, interpretation and preservation of the documentary, photographic and artifactual record of the assassination of president john f. Kennedy and its continuing impact. The museum actively strives to further develop its collections and related research materials for study and interpretation. These collections provide a foundation for the museum's exhibitions, educational and public programming, research and other interpretive activities.
