Mission

Bcap's mission is to provide support, advocacy and education to those in our community who are living with or affected by hiv, and to serve as an outreach and information center to prevent the further transmission of hiv.

Boulder county aids project (bcap) is committed to ending the negative impact of hiv. We spread information to prevent hiv transmission and serve those whose lives are affected by hiv and aids.

The executive director reviews the draft form 990 and distributes it to the finance/audit committee of the board of directors for review. After committee review, an electronic copy is distributed to the board for review.

Each year board members are asked to review and disclose any conflicts of interest. Members of the management team sign off on the conflict of interest policy each year. Staff and board are required to report conflicts and to disclose if something is questionable. Issues regarding conflict of interest on the staff are reported to the executive director. The executive committee reviews conflict of interest issues raised by board members.

The board sets the salary for the executive director after reviewing comparable salaries available in the nonprofit industry in colorado. Bcap uses the colorado nonprofit association's annual salary survey to assess wages. Bcap is a member of mountain states employer's council and reviews these salary resources annually. A predetermined wage structure is applied to positions other than that of the executive director. This structure is determined by evaluating job descriptions based on comparable industry data and is reviewed annually.

In 2015. Bcap services are focused to support optimal individual and community health and expand self-sufficiency. Over 225 people living with hiv are served each year with individualized comprehensive case management services. Bcap helps people living with hiv overcome obstacles that impact health outcomes and reduces the transmission of hiv to others. Obstacles that effect successful treatment include homelessness, lack of food, mental illness and addiction. Case managers support individuals to overcome obstacles through assessment, wellness planning, emergency financial assistance and referrals to healthcare, dental care, psychotherapy, treatment for addiction and housing. Individuals who enter medical treatment, remain adherent on antiretroviral medication and have stable living situations are more likely to suppress or control hiv. The viral suppression of hiv is clinically referred to as reaching an undetectable viral load. Research has shown that persons who have an undetectable viral load have better health outcomes and are less likely to infect others. From 2012-2015, bcap conducted an evaluation of data that revealed 75% of persons living with hiv enrolled in medical case management in the study's sample were able to reach an undetectable viral load. In 2015, of the 1.2 million people living with hiv in the u.s., only 25% reached an undetectable viral load.

5,000 contacts, and distributed over 30,000 safer sex supplies including condoms and lubrication to prevent the transmission of hiv. In its evidence-based interventions to populations at high risk of hiv, bcap focuses on youth, men who have sex with men, and people who inject drugs. Youth in high schools are trained as sexual health peer educators to increase awareness about sexual health and medically accurate information about hiv and aids to their peers. The sexual health and aids prevention education (shape) program was a collaborative effort with boulder valley women's health center. Bcap's atlas program focuses on hiv prevention among men who have sex with men (msm). Volunteers in atlas model knowing their own hiv status and promoting safer sex practices. In 2015, atlas volunteers worked over 3,850 hours at public events, community workshops and one-on- one sessions to distribute risk reduction materials, encourage testing and share information. Since may 2013 bcap has provided syringe access service to individuals in boulder and the surrounding area. Bcap distributed over 23,000 syringes to persons who inject drugs in 2015. Over 125 individuals who inject drugs came to our agency for the "works" program, which provides syringe access and harm reduction education and supplies, so they do not contract hiv or hepatitis c and to learn how to prevent overdose from opiate drugs.

Volunteers in 2015, logging a total of 14,579 hours. In 2015 the market value of the volunteer hours totalled 453,425. This significant investment of charitable time by community volunteers makes bcap's services possible. Positions which provide direct services to persons living with hiv or skilled hiv testing services to the public require a minimum of fifteen hours of hiv and inclusivity training. Other positions, such as special events do not require completion of this training. A substantial number of individuals from the local community provide professional pro bono services to bcap's clients. Included are attorneys, licensed psychotherapists & therapeutic massage therapists, nutritional counselors and acupuncturists. Diversity and inclusiveness are highly valued at bcap. In order to stop the transmission of hiv and to competently serve persons living with hiv bcap creates a safe and inclusive place where all can feel welcomed and have their experiences honored. Staff, volunteers and board members complete an eight hour training on race, ethnicity, gender, gender expression, sexual orientation, socioeconomic status and topics relevant to the social determinants of health and hiv.

Bcap follows accounting for uncertainty in income taxes accounting standard which clarifies the accounting and reporting for uncertainties in income tax law and prescribes a recognition threshold and measurement attribute for the financial statement recognition and measurement of a tax position taken or expected to be taken in an impact of the tax position if that position will more likely than not be sustained on audit, based on the technical merits of the position. The tax benefit to be recognized is measured as the largest amount of benefit that is greater than fifty percent likely of being realized upon settlement, presuming the tax position is examined by the appropriate taxing authority that has knowledge of all relevant information. During the year ended december 31, 2015, bcap performed an evaluation of uncertain tax positions and did not note any matters that would require recognition or which may have an effect on its tax-exempt status.

BCAP SERVICES ARE FOCUSED TO SUPPORT OPTIMAL INDIVIDUAL AND COMMUNITY HEALTH AND EXPAND SELF-SUFFICIENCY. OVER 225 PEOPLE LIVING WITH HIV ARE SERVED EACH YEAR WITH INDIVIDUALIZED COMPREHENSIVE CASE MANAGEMENT SERVICES. BCAP HELPS PEOPLE LIVING WITH HIV OVERCOME OBSTACLES THAT IMPACT HEALTH OUTCOMES AND REDUCES THE TRANSMISSION OF HIV TO OTHERS. CASE MANAGERS SUPPORT INDIVIDUALS TO OVERCOME OBSTACLES THROUGH ASSESSMENT, WELLNESS PLANNING, EMERGENCY FINANCIAL ASSISTANCE AND REFERRALS TO HEALTHCARE, DENTAL CARE, PSYCHOTHERAPY, TREATMENT FOR ADDICTION AND HOUSING. INDIVIDUALS WHO ENTER MEDICAL TREATMENT, REMAIN ADHERENT ON ANTIRETROVIRAL MEDICATION AND HAVE STABLE LIVING SITUATIONS ARE MORE LIKELY TO SUPPRESS OR CONTROL HIV. THE VIRAL SUPPRESSION OF HIV IS CLINICALLY REFERRED TO AS REACHING AN UNDETECTABLE VIRAL LOAD. RESEARCH HAS SHOWN THAT PERSONS WHO HAVE AN UNDETECTABLE VIRAL LOAD HAVE BETTER HEALTH OUTCOMES AND ARE LESS LIKELY TO INFECT OTHERS. FROM 2012-2015, BCAP CONDUCTED AN EVALUATION OF DATA THAT REVEALED 75% OF PERSONS LIVING WITH HIV ENROLLED IN MEDICAL CASE MANAGEMENT IN THE STUDY'S SAMPLE WERE ABLE TO REACH AN UNDETECTABLE VIRAL LOAD. IN 2015, OF THE 1.2 MILLION PEOPLE LIVING WITH HIV IN THE U.S., ONLY 25% REACHED AN UNDETECTABLE VIRAL LOAD.

BCAP ADMINISTERED 608 FREE HIV TESTING AND RISK REDUCTION COUNSELING SESSIONS IN 2015. BCAP PROVIDED EDUCATIONAL SERVICES WHICH INCLUDED OUTREACH EDUCATION; HIV 101 PRESENTATIONS AND FIRST HAND ACCOUNTS OF PEOPLE LIVING WITH HIV; INDIVIDUALIZED, CONFIDENTIAL RISK REDUCTION COUNSELING AND DISTRIBUTION OF RISK REDUCTION SUPPLIES. IN 2015, BCAP STAFF AND VOLUNTEERS PARTICIPATED IN 40 OUTREACH EVENTS REACHING OVER 3200 PEOPLE, CONDUCTED 220 EDUCATIONAL PRESENTATIONS (MOSTLY IN MIDDLE AND HIGH SCHOOL CLASSROOMS) REACHING OVER 5,000 CONTACTS, AND DISTRIBUTED OVER 30,000 SAFER SEX SUPPLIES INCLUDING CONDOMS AND LUBRICATION TO PREVENT THE TRANSMISSION OF HIV. IN ITS EVIDENCE-BASED INTERVENTIONS TO POPULATIONS AT HIGH RISK OF HIV, BCAP FOCUSES ON YOUTH, MEN WHO HAVE SEX WITH MEN, AND PEOPLE WHO INJECT DRUGS. YOUTH IN HIGH SCHOOLS ARE TRAINED AS SEXUAL HEALTH PEER EDUCATORS TO INCREASE AWARENESS ABOUT SEXUAL HEALTH AND MEDICALLY ACCURATE INFORMATION ABOUT HIV AND AIDS TO THEIR PEERS. THE SEXUAL HEALTH AND AIDS PREVENTION EDUCATION (SHAPE) PROGRAM WAS A COLLABORATIVE EFFORT WITH BOULDER VALLEY WOMEN'S HEALTH CENTER. BCAP'S ATLAS PROGRAM FOCUSES ON HIV PREVENTION AMONG MEN WHO HAVE SEX WITH MEN (MSM). VOLUNTEERS IN ATLAS MODEL KNOWING THEIR OWN HIV STATUS AND PROMOTING SAFER SEX PRACTICES. IN 2015, ATLAS VOLUNTEERS WORKED OVER 3,850 HOURS AT PUBLIC EVENTS, COMMUNITY WORKSHOPS AND ONE-ON- ONE SESSIONS TO DISTRIBUTE RISK REDUCTION MATERIALS, ENCOURAGE TESTING AND SHARE INFORMATION. SINCE MAY 2013 BCAP HAS PROVIDED SYRINGE ACCESS SERVICE TO INDIVIDUALS IN BOULDER AND THE SURROUNDING AREA. BCAP DISTRIBUTED OVER 23,000 SYRINGES TO PERSONS WHO INJECT DRUGS IN 2015. OVER 125 INDIVIDUALS WHO INJECT DRUGS CAME TO OUR AGENCY FOR THE "WORKS" PROGRAM, WHICH PROVIDES SYRINGE ACCESS AND HARM REDUCTION EDUCATION AND SUPPLIES, SO THEY DO NOT CONTRACT HIV OR HEPATITIS C AND TO LEARN HOW TO PREVENT OVERDOSE FROM OPIATE DRUGS.

IRS990/ProgSrvcAccomActy3Grp/Desc0VOLUNTEER PROGRAM INNUMBERABLE COMMUNITY PARTNERS, VOLUNTEERS AND DONORS CAME TO BCAP IN 2015 TO HELP US REALIZE OUR MISSION BY SERVING ON COMMITTEES, DELIVERING GROCERIES TO HOMEBOUND CLIENTS, STAFFING OUR FRONT DESK AND HELPING CLIENTS IN THE FOOD PANTRIES. BCAP RELIES ON VOLUNTEER SUPPORT TO PROVIDE SERVICES TO OUR COMMUNITY. VOLUNTEERS DONATE THEIR TIME AND TALENTS TO HIV CARE SERVICES, HIV PREVENTION SERVICES, RESOURCE DEVELOPMENT AND OPERATIONS. BCAP RECEIVED SUPPORT FROM MORE THAN 250 ACTIVE VOLUNTEERS AND MORE THAN 250 SHORT-TERM VOLUNTEERS IN 2015, LOGGING A TOTAL OF 14,579 HOURS. IN 2015 THE MARKET VALUE OF THE VOLUNTEER HOURS TOTALLED 453,425. THIS SIGNIFICANT INVESTMENT OF CHARITABLE TIME BY COMMUNITY VOLUNTEERS MAKES BCAP'S SERVICES POSSIBLE. POSITIONS WHICH PROVIDE DIRECT SERVICES TO PERSONS LIVING WITH HIV OR SKILLED HIV TESTING SERVICES TO THE PUBLIC REQUIRE A MINIMUM OF FIFTEEN HOURS OF HIV AND INCLUSIVITY TRAINING. OTHER POSITIONS, SUCH AS SPECIAL EVENTS DO NOT REQUIRE COMPLETION OF THIS TRAINING. A SUBSTANTIAL NUMBER OF INDIVIDUALS FROM THE LOCAL COMMUNITY PROVIDE PROFESSIONAL PRO BONO SERVICES TO BCAP'S CLIENTS. INCLUDED ARE ATTORNEYS, LICENSED PSYCHOTHERAPISTS & THERAPEUTIC MASSAGE THERAPISTS, NUTRITIONAL COUNSELORS AND ACUPUNCTURISTS. DIVERSITY AND INCLUSIVENESS ARE HIGHLY VALUED AT BCAP. IN ORDER TO STOP THE TRANSMISSION OF HIV AND TO COMPETENTLY SERVE PERSONS LIVING WITH HIV BCAP CREATES A SAFE AND INCLUSIVE PLACE WHERE ALL CAN FEEL WELCOMED AND HAVE THEIR EXPERIENCES HONORED. STAFF, VOLUNTEERS AND BOARD MEMBERS COMPLETE AN EIGHT HOUR TRAINING ON RACE, ETHNICITY, GENDER, GENDER EXPRESSION, SEXUAL ORIENTATION, SOCIOECONOMIC STATUS AND TOPICS RELEVANT TO THE SOCIAL DETERMINANTS OF HEALTH AND HIV.
