A copy of the form 990 was e-mailed to the board of directors for their review, before filing with the irs. For the board members that did not have access to e-mail, a paper copy of the return was faxed or mailed to them.

The organization requires that each member of the board of directors disclose any conflict of interest that may exist.

The executive director's compensation is determined by the board of directors and communicated to him by the chairman of the board each year. The board makes discrete inquiries as to what the compensation is for executive directors serving in a similar-sized company. They also look at the performance level of the executive director for the past year. Another factor is the financial status of our organization. There is a texas organization which includes eleven lighthouses and they meet a couple times a year. Executive director compensation is a topic discussed during these meetings. The executive director determines the compensation for employees of our organization each year. This is based on performance. However, many employees' compensation are based on the u.s. Department of labor's service contract act rates, predetermined by the federal contracts. The executive director relies on the suggestions and recommendations of the supervisors and managers of the organization. This process includes a conscious attempt by the executive director to "mirror" what similiar positions are paid in the greater austin, texas area.

THE ASSOCIATION ALSO PROVIDES HIGHLY QUALIFIED INSTRUCTORS TO TEACH MOBILITY TRAINING AND LONG CANE TRAVEL AND FUNCTIONS. THE ASSOCIATION OPERATES A SHELTERED WORKSHOP THAT PROVIDES TRANSITIONAL AND EXTENDED EMPLOYMENT FOR THE BLIND. THE BLIND WORKERS MANUFACTURE BELTS, STRAPS, 3 RING BINDERS, KEY CASES, AWARD PLAQUES AND VARIOUS OTHER PRODUCTS WHICH IT SELLS TO FEDERAL, STATE, AND LOCAL GOVERNMENTS. BLIND WORKERS ARE ALSO EMPLOYED IN OUR DISTRIBUTION CENTER AND PERFORM PICKING AND PACKING FUNCTIONS OF PRODUCTS WHICH ARE SHIPPED TO THE FEDERAL GOVERNMENT. THESE WORKERS ARE ALL TRAINED ON HOW TO USE THE VOCOLLECT SYSTEM (ALSO KNOWN AS TALKMAN).
