Empower texans who are blind or visually impaired by developing skills, building careers, and fostering independence.

To develop skills, careers and independence for the blind and visually impaired. We assist people in building or restoring their independence through skills training, education and employment opportunities that encourages them to be gainfully employed, become involved in their local community, and give voice to blind and visually-impaired texans.

A copy of the form 990 was e-mailed to the board of directors for their review, before filing with the irs. For the board members that did not have access to e-mail, a paper copy of the return was faxed or mailed to them.

The organization requires that each member of the board of directors disclose any conflict of interest that may exist.

Form 990, Part VI, Section B, Line 15

The president/ceo's compensation is determined by the board of directors and communicated to him by the chairman of the board each year. The board makes discrete inquiries as to what the compensation is for a president/ceo serving in a similar-sized company. They also look at the performance level for the past year. Another factor is the financial status of our organization. There is a texas organization which includes nine lighthouses and they meet a couple times a year. Compensation is a topic discussed during these meetings. The president/ceo determines the compensation for employees of our organization each year. This is based on performance. However, many employees' compensation are based on the u.s. Department of labor's service contract act rates, predetermined by the federal contracts. The president/ceo relies on the suggestions and recommendations of the supervisors and managers of the organization. This process includes a conscious attempt to "mirror" what similar positions are paid in the greater austin, texas area.

The financial statements were audited by an independent accountant. The audit committee is responsible under its governing documents for overseeing the audit of the financial statements and the selection of an independent accountant. This process has not changed from prior year.

Financial Statement Notes

PART X, LINE 2:

The financial accounting standards board (fasb) provides guidance for how uncertain tax positions should be recognized, measured, disclosed and presented in the financial statements. This requires the evaluation of tax positions taken or expected to be taken in the course of preparing the association's tax return to determine whether the tax positions are more likely than not of being sustained when challenged or when examined by the applicable tax authority. Tax positions not deemed to meet the more likely than not threshold would be recorded as a tax benefit or expense and liability in the current year. Management has determined there are no material uncertain income tax positions.

THE ASSOCIATION ASSISTS THOSE IN NEED BY PURCHASING GLASSES AND READING AIDS. COMPUTER CLASSES ARE CONDUCTED ON A REGULAR BASIS. THE ASSOCIATION PROVIDES HIGHLY QUALIFIED INSTRUCTORS TO TEACH MOBILITY TRAINING AND LONG CANE TRAVEL AND FUNCTIONS. THE ASSOCIATION OPERATES MANUFACTURING FACILITIES THAT PROVIDE TRANSITIONAL AND EXTENDED EMPLOYMENT FOR THE BLIND. THE BLIND WORKERS MANUFACTURE BELTS, KEY CASES, AWARD PLAQUES, AND HAND SOAP AND HAND SANITIZERS, WHICH IT SELLS TO FEDERAL, STATE, AND LOCAL GOVERNMENTS. BLIND WORKERS ARE EMPLOYED IN OUR WAREHOUSING AND DISTRIBUTION CENTER OPERATIONS, FULFILLING CUSTOMER ORDERS THAT ARE SHIPPED TO THE FEDERAL GOVERNMENT. THESE WORKERS USE A VARIETY OF TECHNOLOGY TO ENABLE THEM TO PICK AND PACK ORDERS, OPERATE FORKLIFTS, AND OTHER MATERIAL MOVING EQUIPMENT.
