Will: promote and advocate for sustainability and disaster resistance, provide education programs, develop mentoring relationships, reconize and celebrate community efforts, act as a clearing house for expertise and information.
The mission of the disaster resilience network is to form partnerships between the public and private sectors that will facilitate the development of resilient communities through educating, mentoring, and advocating for the most effective ways to strengthen homes, schools, businesses, and communities against, and otherwise prepare for, disruptions and disasters, natural and man-made.

| THE DISASTER RESILIENCE NETWORK (DRN) PROMOTES ITS MISSION THROUGH A VARIETY OF COLLABORATIVE EFFORTS OF PUBLIC OUTREACH COORDINATED BY OUR PAID STAFF, WITH LEADERSHIP FROM VOLUNTEERS AND THE INVOLVEMENT OF ORGANIZATIONAL PARTNERS. WE HAVE THREE CORE PROGRAMS, EACH LED BY A MULTI- SECTOR COUNCIL. -ONE DRN PROGRAM IS THE DISASTER RESILIENT CROSS-CULTURAL COUNCIL. A GRASSROOTS NETWORK OF MULTICULTURAL AND MULTILINGUAL GROUPS, THE CROSS- CULTURAL COUNCIL WORKS WITH THESE MANY COMMUNITIES TO HELP THEIR MEMBERS PREPARE FOR DISASTERS, AND TO HELP ALL PEOPLE RECEIVE EMERGENCY COMMUNICATIONS IN A WAY THEY CAN UNDERSTAND. WE HAVE CONTINUED MONTHLY MEETINGS OF OUR COUNCIL TO COORDINATE ACTIVITIES AMONG THE DIFFERENT CULTURAL COMMUNITIES ON PREPAREDNESS. THE CROSS-CULTURAL COUNCIL MAJOR FOCUS THIS YEAR IS THE "EMERGENCY PREPAREDNESS: REAL STORIES" VIDEO SERIES SPONSORED BY AND DEVELOPED IN CONJUNCTION WITH TCC'S CENTER FOR CREATIVITY. IN THESE RECORDINGS, A COMMUNITY REPRESENTATIVE PRESENTS EITHER A PERSONAL OR COMMUNAL EXPERIENCE WITH DISASTER IN THE HOME LANGUAGE OF THE TARGET AUDIENCE. WHEN THESE VIDEOS ARE SCREENED AT A COMMUNITY EVENT, A SUBJECT MATTER EXPERT, WITH AN INTERPRETER, RESPONDS TO QUESTIONS AND SHARES INFORMATION ON EMERGENCY PREPAREDNESS. THESE VIDEOS HAVE BEEN PRODUCED IN AMERICAN SIGN LANGUAGE (ASL), ARABIC, BURMESE (ZOMI) ENGLISH, RUSSIAN, SPANISH AND URDU AND HAVE BEEN SHOWN TO OVER 500 PEOPLE AT LOCAL CHURCHES AND COMMUNITY MEETINGS ARRANGED WITH COMMUNITY STAKEHOLDERS, WITH MORE PLANNED IN THE COMING YEAR. AS IN PREVIOUS YEARS, THE CROSS-CULTURAL COUNCIL HAS CONTINUED TO HAVE BOOTHS AT MULTICULTURAL EVENTS LIKE THE COALITION OF HISPANIC ORGANIZATION'S HEALTH FAIR AND THEIR BACK TO SCHOOL EXPO, THE ASIAN AMERICAN FESTIVAL, THE CINCO DE MAYO FESTIVAL AND OTHER EVENTS USING VOLUNTEERS FROM OUR PARTNERS AND FROM THE OKLAHOMA MEDICAL RESERVE CORPS. -ANOTHER DRN PROGRAM IS LED BY OUR DISASTER RESILIENT BUSINESS COUNCIL. OUR FISCAL YEAR BEGAN WITH AN EF2 TORNADO ON AUGUST 6, 2017 PRIMARILY AFFECTING BUSINESSES ALONG A CORRIDOR IN OUR MIDTOWN AREA, INCLUDING ONE BUSINESS HIGH-RISE. THIS LED INTO OUR PREVIOUSLY-PLANNED A DAY WITHOUT BUSINESS SYMPOSIUM IN SEPTEMBER 2017, WHICH INCLUDED AT LEAST ONE BUSINESS REPRESENTATIVE ON THE PANEL FROM THE AFFECTED AREA. IT WAS HELD IN COLLABORATION WITH THE CHILD CARE RESOURCE CENTER WHO HAS GRANT FUNDING TO PROMOTE RESILIENT COMMUNITIES WITH CHILD CARE SERVING AS A HUB. THIS EVENT PROVIDED EMERGENCY PREPAREDNESS / BUSINESS CONTINUITY INFORMATION FOR 50 REPRESENTATIVES OF BUSINESSES, NONPROFITS AND CHILD CARE PROVIDERS. WE ALSO HAD A TABLE AT THE TULSA SMALL BUSINESS SUMMIT IN THE FALL OF 2017. THE DRBC COLLABORATED WITH THE CROSS- CULTURAL COUNCIL AND TULSA COMMUNITY COLLEGE TRANSLATING SKILLS PROGRAM ON TRANSLATING THE IBHS OPEN FOR BUSINESS EZ INTO SPANISH, WHICH WILL THEN BE USED NOT ONLY LOCALLY BUT BY IBHS NATIONWIDE. ALTHOUGH NOT ADMINISTERED BY THE DRBC, THE DISASTER RESILIENCE NETWORK HELD TWO DISASTER MANAGEMENT FOR LONG TERM CARE FACILITIES WORKSHOP IN NORMAN AND GLENPOOL IN OKLAHOMA IN THE FALL OF 2017, WITH BETWEEN 85 TO 100 LONG TERM CARE AND ASSISTED LIVING ADMINISTRATORS AND STAFF AT EACH EVENT, TO ADDRESS THE UPCOMING CHANGES IN THE CENTER FOR MEDICARE AND MEDICAID SERVICES EMERGENCY PREPAREDNESS FINAL RULE. THIS WAS COORDINATED WITH MULTIPLE STAKEHOLDERS. THE DRBC IS LISTED IN THE CITY OF TULSA PROGRAM FOR PUBLIC INFORMATION AS ASSISTING WITH SHARING INFORMATION WITH BUSINESSES ON PLANNING FOR FLOODS AND OTHER DISASTERS. -ANOTHER DRN PROGRAM IS COORDINATED BY THE DISASTER RESILIENT HOUSING COUNCIL. THE HOUSING COUNCIL IS A COLLABORATIVE VENTURE TO HELP PEOPLE LIVE SAFELY AND IN HARMONY WITH NATURE AND IS PARTICULARLY FOCUSED ON STRONGER BUILDING STANDARDS AND LOW IMPACT DEVELOPMENT. IT WANTS TO PROMOTE A "RESILIENCE FOR ALL" APPROACH THAT MAKES SURE EVERYONE HAS ACCESS TO RESILIENT HOMES. A MAJOR FOCUS OF THIS YEAR FOR THE HOUSING COUNCIL, AS WITH THE LAST TWO YEARS, HAS BEEN THE PARTNERSHIP WITH THE INSURANCE INSTITUTE FOR BUSINESS AND HOME SAFETY (IBHS) ON IMPLEMENTING THEIR FORTIFIED HOME HIGH WIND / HIGH WIND AND HAIL PROGRAM IN OKLAHOMA, WHICH CERTIFIES THAT A HOME HAS MET THE IBHS STANDARDS AT A BRONZE, SILVER OR GOLD LEVEL. JUST PRIOR TO THE START OF OUR FISCAL YEAR IN MAY 2017 OKLAHOMA HOUSE BILL 1720 CONCERNING INSURANCE INCENTIVES FOR FORTIFIED HOMES WAS SIGNED BY THE GOVERNOR. THE BILL WENT INTO EFFECT IN APRIL 2018, WITH 15 INSURANCE COMPANIES AND 2 INSURANCE ASSOCIATIONS BEING ANNOUNCED IN AN ARTICLE THE OKLAHOMAN THAT THEY WERE OFFERING INSURANCE PREMIUM DEDUCTIONS. (SOME COMPANIES RECEIVED DEFERRALS DUE TO NOT HAVING ENOUGH ACTUARIAL DATA YET.) ACTIVITIES FOR THE YEARS FOCUSED ON EDUCATING PROFESSIONALS AND CONSUMERS ON FORTIFIED HOMES AND THE UPCOMING INSURANCE INCENTIVES AND CREATING OPPORTUNITIES FOR DEMONSTRATION PROJECTS, ESPECIALLY FOR LOW TO MODERATE INCOME, A FOCUS OF ONE OF OUR FUNDERS, STATE FARM. EDUCATIONAL BOOTHS WERE ARRANGED AT THE JULY TULSA HOME AND GARDEN EXPO, THE OKLAHOMA EMERGENCY MANAGEMENT ASSOCIATION, THE CENTRAL OKLAHOMA EMERGENCY MANAGEMENT ASSOCIATION CONFERENCE, THE NATIONAL TORNADO SUMMIT, THE GREATER TULSA HOME AND GARDEN SHOW, THE PENN SQUARE MALL AND WOODLAND HILLS MALL EMERGENCY PREPAREDNESS EXPOS (WITH OTHER COUNCILS), THE OKLAHOMA ROOFING CONTRACTORS ASSOCIATION, AND THE INTER-TRIBAL EMERGENCY MANAGEMENT COALITION SUMMIT. LUNCH AND LEARNS AND PRESENTATIONS BY DRN AND IBHS STAFF WERE HELD AT A WORKSHOP IN ELK CITY IN WESTERN OKLAHOMA IN JULY AFTER THEIR RECENT EF 2 TORNADO, FOR THE US GREEN BUILDING COUNCIL, OKLAHOMA EMERGENCY MANAGEMENT ASSOCIATION, THE SOUTHWEST CODE COUNCIL, THE AIA CENTRAL OKLAHOMA CHAPTER, THE OKLAHOMA ROOFING CONTRACTORS ASSOCIATION, THE ITEMC, A GROUP OF LENDERS AND REALTORS, AND SIX PRESENTATIONS ACROSS THE STATE OF OKLAHOMA THROUGH THE OKLAHOMA FLOODPLAIN MANAGERS ASSOCIATION'S ADVANCED TRAINING COURSES. THE HOUSING COUNCIL ALSO SUPPORTED THE PROMOTION OF IBHS FORTIFIED WISE ROOFER, ASSOCIATE, PROFESSIONAL AND EVALUATOR CLASSES IN OKLAHOMA. THIS INCLUDED A CLASS FOR CITY OF TULSA ROOFING CONTRACTORS PAID FOR WITH GRANT FUNDS FROM STATE FARM VIA DRN SO THEY COULD PARTICIPATE IN THE CITIES OF SERVICE RESILIENT AMERICORPS HOME RESILIENCE PROGRAM IN TULSA WHERE TWO IBHS FORTIFIED HOME BRONZE ROOFS WERE PLANNED AS A PILOT FOR THE CITY OF TULSA HUD CDBG FUNDED HOME REPAIR PROGRAM AND WHICH THE CITY IS HOPING TO CONTINUE BY SEEKING ADDITIONAL GRANT FUNDING. “The disaster resilience network (drn) promotes its mission through a variety of collaborative efforts of public outreach coordinated by our paid staff, with leadership from volunteers and the involvement of organizational partners. We have three core programs, each led by a multi- sector council. -one drn program is the disaster resilient cross-cultural council. A grassroots network of multicultural and multilingual groups, the cross- cultural council works with these many communities to help their members prepare for disasters, and to help all people receive emergency communications in a way they can understand. We have continued monthly meetings of our council to coordinate activities among the different cultural communities on preparedness. The cross-cultural council major focus this year is the "emergency preparedness: real stories" video series sponsored by and developed in conjunction with tcc's center for creativity. In these recordings, a community representative presents either a personal or communal experience with disaster in the home language of the target audience. When these videos are screened at a community event, a subject matter expert, with an interpreter, responds to questions and shares information on emergency preparedness. These videos have been produced in american sign language (asl), arabic, burmese (zomi) english, russian, spanish and urdu and have been shown to over 500 people at local churches and community meetings arranged with community stakeholders, with more planned in the coming year. Because a number of people within the spanish-speaking communities believe that they should leave their homes during tornado warnings and seek shelter elsewhere instead of sheltering in place, we developed tornado preparedness cards in english and spanish with a volunteer meteorologist and emergency manager who wrote the english messaging, volunteer spanish translators and a volunteer graphic artist who did the layout. Our local electric utility pso donated the printing of 5000 cards each in english and spanish and 50 posters each. In 2017 we completed work with locally-owned key plus broadcasting in doing spanish language radio ads on emergency preparedness. As in previous years, the cross-cultural council has continued to have booths at multicultural events like the coalition of hispanic organization's health fair and their back to school expo, the asian american festival, the cinco de mayo festival and other events using volunteers from our partners and from the oklahoma medical reserve corps. -another drn program is led by our disaster resilient business council. The drbc is a public/private partnership designed to educate businesses and nonprofits about the need for emergency and continuity planning, to offer networking opportunities for those interested in business emergency and continuity planning, and to assist in promoting the critical role of businesses and nonprofits in a community's disaster resiliency. Our fiscal year began with an ef2 tornado on august 6, 2017 primarily affecting businesses along a corridor in our midtown area, including one business high-rise. This led into our previously-planned a day without business symposium in september 2017, which included at least one business representative on the panel from the affected area. It was held in collaboration with the child care resource center who has grant funding to promote resilient communities with child care serving as a hub. This event provided emergency preparedness / business continuity information for 50 representatives of businesses, nonprofits and child care providers. IN THESE RECORDINGS, A COMMUNITY REPRESENTATIVE PRESENTS EITHER A PERSONAL OR COMMUNAL EXPERIENCE WITH DISASTER IN THE HOME LANGUAGE OF THE TARGET AUDIENCE. WHEN THESE VIDEOS ARE SCREENED AT A COMMUNITY EVENT, A SUBJECT MATTER EXPERT, WITH AN INTERPRETER, RESPONDS TO QUESTIONS AND SHARES INFORMATION ON EMERGENCY PREPAREDNESS. AS IN PREVIOUS YEARS, THE CROSS-CULTURAL COUNCIL HAS CONTINUED TO HAVE BOOTHS AT MULTICULTURAL EVENTS LIKE THE COALITION OF HISPANIC ORGANIZATION'S HEALTH FAIR AND THEIR BACK TO SCHOOL EXPO, THE ASIAN AMERICAN FESTIVAL, THE CINCO DE MAYO FESTIVAL AND OTHER EVENTS USING VOLUNTEERS FROM OUR PARTNERS AND FROM THE OKLAHOMA MEDICAL RESERVE CORPS. -ANOTHER DRN PROGRAM IS LED BY OUR DISASTER RESILIENT BUSINESS COUNCIL. THE DRBC IS A PUBLIC/PRIVATE PARTNERSHIP DESIGNED TO EDUCATE BUSINESSES AND NONPROFITS ABOUT THE NEED FOR EMERGENCY AND CONTINUITY PLANNING, TO OFFER NETWORKING OPPORTUNITIES FOR THOSE INTERESTED IN BUSINESS EMERGENCY AND CONTINUITY PLANNING, AND TO ASSIST IN PROMOTING THE CRITICAL ROLE OF BUSINESSES AND NONPROFITS IN A COMMUNITY'S DISASTER RESILIENCY. OUR LOCAL ELECTRIC UTILITY PSO DONATED THE PRINTING OF 5000 CARDS EACH IN ENGLISH AND SPANISH AND 50 POSTERS EACH. IN 2017 WE COMPLETED WORK WITH LOCALLY-OWNED KEY PLUS BROADCASTING IN DOING SPANISH LANGUAGE RADIO ADS ON EMERGENCY PREPAREDNESS. AS IN PREVIOUS YEARS, THE CROSS-CULTURAL COUNCIL HAS CONTINUED TO HAVE BOOTHS AT MULTICULTURAL EVENTS LIKE THE COALITION OF HISPANIC ORGANIZATION'S HEALTH FAIR AND THEIR BACK TO SCHOOL EXPO, THE ASIAN AMERICAN FESTIVAL, THE CINCO DE MAYO FESTIVAL AND OTHER EVENTS USING VOLUNTEERS FROM OUR PARTNERS AND FROM THE OKLAHOMA MEDICAL RESERVE CORPS. -ANOTHER DRN PROGRAM IS LED BY OUR DISASTER RESILIENT BUSINESS COUNCIL. THE DRBC IS A PUBLIC/PRIVATE PARTNERSHIP DESIGNED TO EDUCATE BUSINESSES AND NONPROFITS ABOUT THE NEED FOR EMERGENCY AND CONTINUITY PLANNING, TO OFFER NETWORKING OPPORTUNITIES FOR THOSE INTERESTED IN BUSINESS EMERGENCY AND CONTINUITY PLANNING, AND TO ASSIST IN PROMOTING THE CRITICAL ROLE OF BUSINESSES AND NONPROFITS IN A COMMUNITY'S DISASTER RESILIENCY. OUR FISCAL YEAR BEGAN WITH AN EF2 TORNADO ON AUGUST 6, 2017 PRIMARILY AFFECTING BUSINESSES ALONG A CORRIDOR IN OUR MIDTOWN AREA, INCLUDING ONE BUSINESS HIGH-RISE. THIS LED INTO OUR PREVIOUSLY-PLANNED A DAY WITHOUT BUSINESS SYMPOSIUM IN SEPTEMBER 2017, WHICH INCLUDED AT LEAST ONE BUSINESS REPRESENTATIVE ON THE PANEL FROM THE AFFECTED AREA. IT WAS HELD IN COLLABORATION WITH THE CHILD CARE RESOURCE CENTER WHO HAS GRANT FUNDING TO PROMOTE RESILIENT COMMUNITIES WITH CHILD CARE SERVING AS A HUB. THIS EVENT PROVIDED EMERGENCY PREPAREDNESS / BUSINESS CONTINUITY INFORMATION FOR 50 REPRESENTATIVES OF BUSINESSES, NONPROFITS AND CHILD CARE PROVIDERS. WE ALSO HAD A TABLE AT THE TULSA SMALL BUSINESS SUMMIT IN THE FALL OF 2017. BEGINNING IN THE SPRING OF 2018, WE HELD A SERIES OF SMALL BUSINESS SEMINARS FOR BOTH BUSINESSES AND NONPROFITS ON DEVELOPING BUSINESS CONTINUITY USING THE INSURANCE INSTITUTE FOR BUSINESS AND HOM |
