Big five was organized under the economic opportunity act of 1964 to cooperate and assist governmental and private agencies to identify, address, and eradicate the causes and conditions of poverty within its service area. Big five provides services such as: head start, transportation, weatherization, and developmental disabilities services.

A copy of the completed form 990 was provided to the finance committee for review and approval to file. The form 990 was presented to the board of directors with a recommendation from the finance committee to file the form 990 and all of the attached schedules.

The management team consists of the officers and key employees. The management team monitors the activities of the programs to ensure that a conflict of interest involving any officer or director is in compliance with the policies of big five. The disclosure would be discussed with the executive director and then to the board of directors. The board of directors would determine the next course of action regarding the conflict of interest.

The human resources (hr) department conducts a wage comparability study approximately every three years. The executive director reviews the salaries of the officers and key employees annually. The board of directors review the executive director's salary annually in executive session of the board meeting.

PART X, LINE 2:

Big five qualifies as an organization exempt from income taxes under section 501(c)(3) of the internal revenue code and a similar state statute and is not subject to tax at the entity level for federal and state income tax purposes. B5 is a limited partnership and is not subject to tax at the entity level for federal and state income tax purposes. Rather, income and losses of the partnership are allocated directly to big five. The organization accounts for uncertain tax positions in accordance with the provisions of fasb codification topic income taxes. Fasb codification topic income taxes clarifies the accounting for uncertainty in income taxes and requires the organization to recognize in their financial statements the impact of a tax position taken or expected to be taken in a tax return, if that position is more likely than not to be sustained under audit, based on the technical merits of the position. Management has assessed the tax positions of the organization and determined that no positions exist that require adjustment or disclosure under the provisions of fasb codification topic income taxes. Big five files informational "return of organization exempt from income tax" (form 990) in the u.s. Federal jurisdiction. B5 files partnership income tax returns in the u.s. Federal jurisdiction and in oklahoma. With few exceptions, the organization is no longer subject to u.s. Federal, state or local informational/tax return examinations by tax authorities for the years before 2010.
