Mission and Program Overview

Mission

The mission of the council is to help elderly individuals maintain their dignity and independence in their homes and communities through comprehensive, coordinated, and cost-effective systems of long-term care, and livable communities in caddo parish. The council does this by serving as the parish agency responsible for advancing the concerns and interests of older people and their caregivers, and by working with and through the aging services network to promote the development of a comprehensive and coordinated system of home and community-based long-term care that is responsive to the needs and preferences of older people and their family caregivers.

Form 990, Part VI, Section B, Line 12C

All board members shall avoid conflicts between their personal interests and the interests of the council. Conflicts of interest include situations wherein a board member: 1. Is involved in a council decision or action regarding another entity in which the member or a member of his/her immediate family has a financial interest, is an employee, is a director or is a consultant; or 2. Discloses information relating to the business of the council, which can be used by another entity to the detriment of the council. Other entities include any organization or individual, which does business or seeks to do business with the council or competes with the council. Immediate family is defined as follows: husband, wife, father, mother, sister, brother, son, daughter, grandmother, grandfather, father-inlaw, mother-in-law, sister-in-law, brother-in-law, son-in-law, and daughter-in-law. Disclosure. If a board member is aware of any personal interest related to an issue that exists or is under consideration by the council, the individual shall immediately and prior to the discussion about or action on the issue: 3. Disclose the existence of all personal interests; and 4. Abstain from voting and/or attempting to influence the decision.

The personnel committee interviews and recommends candidates for the executive director's position; and recommends salaries and adjustments for the executive director. It shall develop personnel policies, which ensure compliance with all pertinent federal and state laws and regulations pertaining to labor standards including employee rights, compensation, insurance, retirement, social security and other benefits. The finance committee review salaries for the agency.

PART V, LINE 4:

Caddo council on aging has two endowment funds: elizabeth hawkins dunn fund for support of the programs operated by the entity, and the meals on wheels permanent endowment fund for administering the meals on wheels program.

PART X, LINE 2:

As a nonprofit, privately supported organization, caddo council on aging is exempt from income taxation under section 501(c)(3) of the internal revenue code, but must file an annual return with the internal revenue service that contains information on its financial operations. The council is required to review various tax positions it has taken with respect to its exempt status and determine whether in fact it continues to qualify as a tax-exempt entity. It must also consider whether it has nexus in jurisdictions in which it has income and whether a tax return is required in those jurisdictions. In addition, as a tax-exempt entity, the council must assess whether it has any tax positions associated with unrelated business income subject to income tax. The council does not expect any of these tax positions to change significantly over the next twelve months. Any penalties related to late filing or other requirements would be recognized as penalties expense in the council's accounting records. Caddo council on aging is required to file u. S. Federal form 990 for informational purposes. Its federal income tax returns for the tax fiscal years 2017 and beyond remain subject to examination by the internal revenue service.
