reviewed by the finance committee which approved the federal form 990 and attached schedules for the final signing by a member of the board of directors.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

Board members complete an annual statement indicating any potential or perceived conflicts of interest. If a conflict arises during the fiscal year, the policy requires the member to advice the executive director who will make a determination of materiality and then advise the full board. The full board has the responsibility to review the potential conflict for materiality. This procedure is entered into the minutes of the board meeting at which it is presented.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

Prior to the initial hiring of the organizations executive director in 2007, a trade-specific salary survey conducted by nonprofit housing association of northern California was consulted for small affordable housing development organizations. The executive directors salary has not increased since this time. The organization conducted a salary survey through review of 990 information for comparably sized organizations in the affordable housing development industry in 2012 and will continue to use this methodology in the future.

Part X : FIN48 Footnote

Management of CHSC considers the likelihood of changes by taxing authorities in its filed tax returns and recognizes a liability for or discloses potential significant changes if management believes it is more likely than not for a change to occur, including changes to CHSCs status as a non-for profit entity. Management believes CHSC met the requirements to maintain it tax-exempt status and has no income subject to unrelated business income tax, therefore no provision for income taxes has been provided in these financial statements. CHSCs tax returns for the past three years are subject to examination by tax authorities, and may change upon examination.

The executive directors salary has not increased since this time. The organization conducted a salary survey through review of 990 information for comparably sized organizations in the affordable housing development industry in 2012 and will continue to use this methodology in the future.
