Governance Explanations

Form 990, Part VI, Section B, line 11B

The Finance Committee and Executive Director review and approve the Form 990. Board members are provided a copy before it is filed with the IRS. Board members are asked to confirm their receipt of the document.

Form 990, Part VI, Section B, line 12C

Each staff member is given a copy of the personnel policies and procedures manual which includes the conflict of interest policy. Staff members are required to sign a conflict of interest policy upon hire and once per year during a scheduled staff meeting. Each year in January, board members are required to sign a Conflict of Interest Policy Affirmation and Disclosure Statement.

Form 990, Part VI, Section B, line 15

Compensation for the Executive Director is reviewed by the Operations Committee and approved by the Executive Committee of the Board of Directors during April of each year. Board meeting minutes and notifications of board decisions are kept on record to substantiate any changes in compensation. The Operations Committee and/or Executive Committee of the Board of Directors reviews the pay scale annually for all other employees. Comparability data for all positions is gathered from salary reports of non-profit organizations across the state as well as from salary reports of organizations (both non-profit and for profit) within the Birmingham area.

IRS990/Desc0The HOPE 21st Century Community Learning Centers, Better Basics' largest program, served the Fairfield City School System. It provided education and enrichment services throughout the school year and during the summer for 263 students at all three elementary schools and during the school year only for Fairfield High Preparatory School. Better Basics' goal is to advance learning and curiosity during out-of-school hours in an under-resourced community. The HOPE program provided children with homework assistance, physical fitness, enrichment, STEM (science, technology, engineering, and math), and service-learning activities, all in a safe and nurturing environment. Due to COVID-19, certified teachers delivered quality virtual instruction. Community partners and professional vendors delivered enrichment activities virtually.

Better Basics' goal is to reverse Summer Learnings Loss and instead help students demonstrate reading and mathematical growth. Better Basics delivered reading and math instruction by certified teachers to third through fifth-graders. Better Basics provided an interdisciplinary curriculum with a STEAM (science, technology, engineering, arts, and mathematics) focus. STEAM lessons addressed deficits and helped make students college-and-career ready. Students' independent reading skills increased by 0.8 years and 0.6 grade levels.

Community-Wide Read-Alouds are one-day events that occur in kindergarten through fifth-grade classrooms in area school systems. The program typically engages volunteers to read to children in hundreds of classrooms across the community. Better Basics' goal is to elevate the importance of reading with and to children in the wider community. This year, due to COVID-19, Better Basics linked students to video recordings of volunteers reading high-interest children's books. Better Basics' then provided each child with a copy of an age-appropriate book for their home libraries. Better Basics impacted 5,600 students.Dolly Parton's Imagination Library targets children from birth to five years of age in lower-income neighborhoods. Better Basics faciliated the distribution of a free, high-interest, age-appropriate book to each registered child's home every month. Better Basics' goals are to get books into the hands of young children and to equip their caregivers to help them enjoy and engage in reading activities. Better Basics delivered 19,050 free, high-interest, age-appropriate books to the children in the program.Reading Mentors compliments Reading Intervention. Better Basics trained and oversaw volunteers who provided one-on-one instruction to students whose skill level was too low to qualify for Reading Intervention and who needed an increased level of support. Better Basics' goal is for students to reach toward the 25th percentile in state testing and qualify for inclusion in Reading Intervention. Due to COVID-19, mentors delivered quality virtual tutoring. They met once a week with 38 students during the academic year for 20 sessions each. Students' independent reading skills increased by 1.9 years and .5 grade levels.Mathematic Intervention mirrors the Reading Intervention program. Better Basics employed and trained certified teachers who delivered small-group math instruction to students who were functioning below grade level. Better Basics' goal is for students to grow skills in mathematical reasoning and problem solving and reach toward grade level on state testing. Due to COVID-19, certified teachers delivered quality virtual instruction. Teachers met three times a week with 102 students during the academic year for 40 sessions. Students demonstrating mastery and partial mastery of concepts grew from 42% to 87%.30-A-Day promotes reading over the summer months. We partnered with Camp Fletcher to serve 90 kindergarten through sixth graders primarily from lower-income families. Students read a designated book for 30 minutes each day and discussed it in a unique book-club format. After reading, students took roles (such as the summarizer, questioner, or connector) to discuss what they read. Students built reading stamina, fluency, comprehension, and reading enjoyment.Academic Tutoring delivered one-on-one tutoring in foundational reading and mathematical concepts to elementary-school students, primarily K-1st graders. Tutors collaborated with classroom teachers to target students' literacy needs. Volunteers delivered individualized content to students using lesson plans developed by certified early childhood and elementary-education teachers. Better Basics' goal is to identify where students are encountering difficulty and equip them with skills to overcome reading and mathematical problem areas. Due to COVID-19, tutors delivered quality virtual individualized sessions in collaboration with classroom teachers and public-school personnel. Better Basics served 29 students weekly for up to 20 sessions during the academic year.
