Governance Explanations

Form 990, Part VI, Section B, line 11B

The Finance Committee and Executive Director review and approve the Form 990. Board members are provided a copy before it is filed with the IRS. Board members are asked to confirm their receipt of the document.

Form 990, Part VI, Section B, line 12C

Each staff member is given a copy of the personnel policies and procedures manual which includes the conflict of interest policy. Staff members are required to sign a conflict of interest policy upon hire and once per year during a scheduled staff meeting. Each year in January, board members are required to sign a Conflict of Interest Policy Affirmation and Disclosure Statement.

Form 990, Part VI, Section B, line 15

Compensation for the Executive Director is reviewed by the Operations Committee and approved by the Executive Committee of the Board of Directors during April of each year. Board meeting minutes and notifications of board decisions are kept on record to substantiate any changes in compensation. The Operations Committee and/or Executive Committee of the Board of Directors reviews the pay scale annually for all other employees. Comparability data for all positions is gathered from salary reports of non-profit organizations across the state as well as from salary reports of organizations (both non-profit and for profit) within the Birmingham area.

IRS990/Desc0Better Basics operated afterschool HOPE 21st Century Community Learning Centers at 3 elementary schools in Fairfield, Alabama during the 2018-2019 school year. At the HOPE Centers, we are creating lasting change in the lives of our students, their families, and the community by delivering high-quality afterschool programming that focuses on enriching experiences that empower students to succeed. The HOPE Centers eliminate the disparity in access to academic enrichment that at-risk students often face. A caring and well-trained staff conducts daily activities designed to improve academic achievement in reading and math while encouraging the development of good character. In the 2018-2019 school year, 105 students participated in the program which operated every afternoon during the school year duringthe hours when students are most at risk (2:30 p.m.-5:30 p.m.). With the help of 4 certified teachers and 8 additional on-site staff, 25% of students made improvements in reading. In addition, HOPE Center participants had better rates of school day attendance than their peers not in the program. A total of 281 books were distributed to students and parents.

IRS990/ProgSrvcAccomActy2Grp/Desc0Reading Intervention is designed to help improve the reading skills and abilities of children who are performing below grade level. The program is comprised of two components: Small Group Intervention and Reading Mentors. Small Group Intervention serves students recommended by school faculty and identified by Better Basics staff as needing strategic, explicit reading instruction, with the goal of accelerating reading performance. Better Basics hires certified teachers to instruct selected students three times weekly for 20 weeks. Reading Mentors serve children who are identified by school staff as needing reading support, but who are not able to be served in small group intervention. Volunteer Reading Mentors are trained to provide engaging, one-on-one reading experiences with their students. The goal is to inspire an enjoyment of, and an interest in, reading, while ultimately enhancing their independent reading abilities. In the 2018-2019 school year, 25 certified Reading Intervention teachers instructed 301 students from Grades K-4 in 14 elementary schools and distributed 6,324 books. Outcomes included independent reading gains of 1.4 years and 4.7 book levels for students in Grades 1-4. In addition, 32 volunteer Reading Mentors worked with 46 stundents in 9 elementary schools and distributed 496 books. Outcomes included independent reading gains of 2.6 years and .9 grade levels.

Children from partner sites such as local YMCAs, school systems, churches, camps, etc. receive direct reading and math instruction from certified teachers who deliver an inter-disciplinary curriculum, which incorporates STEM lessons. During the summer of 2019, with the help of 6 certified teachers, Summer Brain Gain worked with 1 community partner to serve 56 at-risk students during a six-week summer program integrated into existing summer camps. A total of 90 books were distributed to students. The average increase in test results were 1.5 months in STAR Reading and 5 months in STAR Math.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Other program services in the 2018-2019 school year included Community-Wide Read-Alouds (which includes Birmingham Reads), Dolly Parton's Imagination Library, Ready 2 Read, Schoolwide Enrichment, 30 A Day and Academic Tutoring, along with program pilots for Wise Words and Mathematics Intervention.The Community-Wide Read-Aloud events ensured 13,190 elementary-aged students throughout a combined 657 classrooms in Birmingham City and Fairfield City Schools had books in their home by providing a new book to every student in pre-k through fifth grade as well as providing 734 community volunteers who served as reading role models.Dolly Parton's Imagination Library mailed 24,958 books to children birth to age five in areas of high poverty within Jefferson County. A total of 2,976 children received books and are building home libraries through this program. In Ready 2 Read, 630 second grade students participated by readingbooks covering a wide range of interest areas from classroom libraries provided by Better Basics. More than 658 volunteer hours were contributed by 31 community volunteers from the Rotaract Club of Birmingham who encouraged students to read books.Schoolwide Enrichment gave 5,679 students in 13 schools the opportunity to benefit from a wide range of arts and cultural programming designed to enhance what is taught in the classroom by building vocabulary, inspiring imaginations, and broadening horizons. Students participated in 109 presentations or field trips from various resources, resulting in 7,856 enrichment experiences.In the summer of 2019, the 30 A Day summer reading program led 130 third through fifth grade students reading 30-minutes per day at 4 community partner sites in order to combat summer learning loss. This book club format allowed students to read for 42 hours, with 850 books being awarded to participants.Academic Tutoring provided one-on-one tutoring to 51 kindergarten and first grade students at 1 local site on difficult-to-learn concepts in the curriculum. 17 pre-service teachers from a local university delivered 504 sessions of structured reading and mathematics content to students three days per week under the supervision of their professor. A total of 295 books were distributed to students.Wise Words uses trained volunteers to serve as mentor readers for first grade students. Volunteers reading aloud to a class model fluency, pronunciation and inflection, while exposing children to vocabulary. The program improves literacy through vocabulary bringing experiences, visual depictions, and background knowledge. In 2018-19, a pilot program was implemented at 1 school. With the help of 3 volunteers providing 12 hours of service, 59 first grade students benefitted from this program, with 59books being distributed to program participants.Mathematics Intervention is a new program that follows the Reading Intervention format. Better Basics developed and piloted Mathematics Intervention in 2018-19 for second grade students who were functioning below grade level. The goal of Mathematics Intervention is for students to grow skills in mathematical reasoning with the goal of reaching grade level. In 2018-19, two certified teachers implemented a pilot program at 1 school, with 13 students benefiting from 325 instructional sessions. Outcomes included students increasing proficiency on concepts from 27% to 67%.Across all programs, Better Basics programming and special projects impacted 23,312 children and awarded 47,143 books to children, parents and teachers in urban, suburban and rural settings, with 1,008 volunteers donating 15,819 hours of community service.
