Governance Explanations

Form 990, Part VI, Section B, line 11B

The Finance Committee and Executive Director review and approve the Form 990. Board members are provided a copy before it is filed with the IRS. Board members are asked to confirm their receipt of the document.

Form 990, Part VI, Section B, line 12C

Each staff member is given a copy of the personnel policies and procedures manual which includes the conflict of interest policy. Staff members are required to sign a conflict of interest policy upon hire and once per year during a scheduled staff meeting. Each year in January, board members are required to sign a Conflict of Interest Policy Affirmation and Disclosure Statement.

Form 990, Part VI, Section B, line 15

Compensation for the Executive Director is reviewed by the Operations Committee and approved by the Executive Committee of the Board of Directors during April of each year. Board meeting minutes and notifications of board decisions are kept on record to substantiate any changes in compensation. The Operations Committee and/or Executive Committee of the Board of Directors reviews the pay scale annually for all other employees. Comparability data for all positions is gathered from salary reports of non-profit organizations across the state as well as from salary reports of organizations (both non-profit and for profit) within the Birmingham area.

IRS990/Desc0Better Basics operated afterschool HOPE 21st Century Community Learning Centers at 3 elementary schools and 1 high school in Fairfield, Alabama during the 2019-2020 school year and a summer camp in July of 2020. At the HOPE Centers, we are creating lasting change in the lives of our students, their families, and the community by delivering high-quality afterschool programming that focuses on enriching experiences that empower students to succeed. The HOPE Centers eliminate the disparity in access to academic enrichment that at-risk students often face. A caring and well-trained staff conducts daily activities designed to improve academic achievement in reading and math while encouraging the development of good character. During the 2019-2020 school year (until the COVID-19 pandemic caused schools to shut down), the afterschool program operated every afternoon during the school year during the hours when students are most at risk (2:30 p.m. - 5:30 p.m.). A team of certified teachers, additional program staff and volunteers worked with participating students to make improvements in their reading. In the summer of 2020, Better Basics provided a 4-week summer camp to students in the Fairfield City Schools system with the help certified teachers working onsite with students and a certified teacher working virtually with students. Between the afterschool and summer programs, a total of 289 students and parents participated, and 624 books were distributed.

IRS990/ProgSrvcAccomActy2Grp/Desc0Reading Intervention helps improve the reading skills and abilities of children who are performing below grade level. The program is comprised of two components: Small Group Intervention and Reading Mentors. Small Group Intervention serves students recommended by school faculty and identified by Better Basics staff as needing strategic, explicit reading instruction, with the goal of accelerating reading performance. Better Basics hires certified teachers to instruct selected students three times weekly for 20 weeks. Reading Mentors serve children who are identified by school staff as needing reading support, but who are not able to be served in small group intervention. Better Basics trains volunteer Reading Mentors to provide engaging, one-on-one reading experiences with their students. The goal is to inspire an enjoyment of, and an interest in, reading, while ultimately enhancing their independent reading abilities. In the 2019-2020 school year, 22 certified Reading Intervention teachers instructed 319 students from Grades K-4 at 10 elementary schools and distributed 5,344 books. In addition, 51 community volunteers worked as Reading Mentors, serving 51 students at 9 elementary schools and distributing 714 books. The Covid-19 crisis presented significant difficulty measuring outcomes for 2019-2020. More importantly, Better Basics was able to complete all project services to the recipient children and caregivers despite school closings. However, it was impossible to conduct program post-tests and measure the program outcomes based on them.

Children from partner sites such as local YMCAs, school systems, churches, camps, etc. receive direct reading and math instruction from certified teachers who deliver an inter-disciplinary curriculum, which incorporates STEM lessons. During the summer of 2020, Summer Brain Gain worked with 10 partner sites to serve 135 at-risk students during a summer program integrated into existing summer camps.

Special projects included Habitat for Humanity, Books for Birmingham, and Book Nooks.The Community-Wide Read-Aloud events enabled 12,259 elementary-aged students throughout a combined 605 classrooms in Birmingham City Schools and the surrounding area to have books in their homes by providing a new book to each student in pre-k through fifth grade. Better Basics recruited 715 community volunteers to serve as reading role models.Dolly Parton's Imagination Library mailed 18,657 books to children birth to age five in areas of high poverty within Jefferson County. A total of 2,551 children received books and are building home libraries. Ready 2 Read inspires second-grade students to read for pleasure. Members of Rotaract Club of Birmingham volunteer to read high-interest books to students bi-monthly and conduct simple comprehension and vocabulary lessons. Young professional Rotaract volunteers not only model fluency, pronunciation, and inflection while reading, they indirectly expose children to a variety of career possibilities. In addition, students develop writing skills by responding to a prompt related to each high-interest book. In the 2019-20 school year, 655 students in 13 schools participated in Ready 2 Read by reading books covering a wide range of interest areas from classroom libraries provided by Better Basics. Students in 31 second-grade classrooms were encouraged to read books by 38 Rotaract volunteers.As an additional component to our 2020 Summer Brain Gain program, Better Basics' 30 A Day summer reading led approximately 135 participating students to read 30-minutes per day in a book club format at 5 community partner sites in order to combat summer learning loss. A total of 855 books were distributed to children participating in 30 A Day.Academic Tutoring provided one-on-one instruction to 150 students in Grades K-5 at 3 local elementary schools on difficult-to-learn concepts in the curriculum. A total of 150 tutors, consisting of pre-service teachers from a local university along with community volunteers, delivered 1,571 sessions of structured reading and mathematics content to students three days per week under the supervision of the university professor or a Better Basics program coordinator. Better Basics distributed 763 books to students.Wise Words uses trained volunteers to serve as mentor readers for first grade students. Volunteers reading aloud to a class model fluency, pronunciation and inflection, while exposing children to vocabulary. The program improves literacy through vocabulary bringing experiences, visual depictions, and background knowledge. With the help of 18 volunteers providing 126 hours of service, 299 first grade students in 15 classrooms benefitted from Wise Words. Better Basics distributed 299 books to program participants.Mathematics Intervention follows the Reading Intervention format. The goal is for students to grow skills in mathematical reasoning with the goal of reaching grade level. Last year, Better Basics developed and piloted Mathematics Intervention for second grade students who were functioning below grade level, and this year, Better Basics introduced a pilot program for third grade students. This past school year, 8 certified Mathematics Intervention teachers provided 4,748 instructional sessions to 98 students in Grades 2 and 3 at 6 elementary schools. In addition, 2 students at 1 elementary school who were struggling in Mathematics received help from 2 community volunteer mentors.
