Mission

The mission of new vista of the bluegrass, inc. (new vista) is to assist individuals and families in the enhancement of their emotional, mental and physical well-being by providing mental health, substance abuse, and intellectual and developmental disability services. We recognize our responsibility to serve those who have limited options for meeting their needs, we plan with our communities, develop innovative programs to respond rapidly to needs and, as appropriate, help influence community priorities to ensure that individual and community service gaps are addressed.

To assist individuals and families in the enhancement of their emotional, mental and physical well-being by providing mental health, substance abuse and intellectual and developmental disability services.

Governance Explanations

Form 990, Part VI, Section B, Line 11

A draft of the return is reviewed first by internal management. After internal management has reviewed the return and any changes are made, a draft is made available for review by the board of directors.

Form 990, Part VI, Section B, Line 12C

Each board member signs the conflict of interest statement annually and has a brief overview of the requirement to disclose. New board members have an orientation which includes the details of the policy. Key employees are given a review of the policy annually and new key employees are educated on the policy in day two of orientation.

Form 990, Part VI, Section B, Line 15

The compensation of the president/ceo is reviewed at initial appointment and annually thereafter. Nationwide surveys are used which include the state of kentucky and other not for profit organizations. The board of directors is given this information which is reviewed and discussed. The board then determines the salary of the president/ceo. For other officers or key employees national and local survey information is reviewed by the human resources director to assist in determining salaries. When broad salary adjustments are deemed necessary in order to be in line with local markets, the information is reviewed and approved by the board of directors.

Audited financial statements are submitted to both the commonwealth of kentucky as required by contract and to the federal clearinghouse as required. Governing documents, conflict of interest policy, and financial statements are available upon request at the corporate location.

And affiliates consolidated financial statements. The organization has an audit/finance committee that oversees the audit of the financial statements and the selection of the independent auditor.

Financial Statement Notes

PART X, LINE 2:

The organization is exempt from federal, state and local income taxes as a not-for-profit organization as described under internal revenue code section 501(c)(3). The organization files an informational tax return in the u.s. Federal jurisdiction and with the kentucky office of the attorney general. However, income from certain activities not directly related to the organizations tax-exempt purpose may be subject to taxation as unrelated business income. Management does not believe that the organization has unrelated business income for the years ended june 30, 2016 and 2015. As of june 30, 2016 and 2015, the organization did not have any accrued interest or penalties related to income tax liabilities, and no interest or penalties have been charged to operations for the years then ended.

STAFF DEVELOPMENT HAS FOCUSED ON ENHANCEMENT OF PCOMS, DIALECTICAL BEHAVIOR THERAPY, MOTIVATIONAL INTERVIEWING, TREATMENT PLANNING, COLLABORATIVE DOCUMENTATION, AND ILLNESS MANAGEMENT AND RECOVERY ALL OF WHICH ARE EVIDENCE BASED APPROACHES. COMPREHENSIVE TRAININGS HAVE BEEN DEVELOPED AND IMPLEMENTED TO SUPPORT EACH OF THESE INITIATIVES.MENTAL HEALTH (CHILDREN):THIS YEAR BLUEGRASS CHILDREN'S SERVICES CONTINUED TO PROVIDE ACCESS TO TRADITIONAL FORMS OF SERVICES THROUGHOUT THE REGION IN FORM OF MEDICALLY NECESSARY OUTPATIENT, CASE MANAGEMENT AND PRESCRIBER SERVICES AS HAS HISTORICALLY BEEN THE CASE. RECENT STRUCTURE CHANGES HAVE OCCURRED TO ALLOW FOR "ANCHOR SITE AND "SATELLITE SITE" LOCATIONS TO FURTHER ENHANCE SERVICE ACCESS IN EFFICIENT WAYS ACROSS OUR REGION. CHILDREN'S SERVICES HAVE ALSO EMBARKED UPON EXPANSION OF NEW PROVIDER TYPES ALONG WITH COMMUNITY FOCUS ON SUPPORTS AND SERVICES FOR TRANSITION AGED YOUTH AND FAMILIES. WORKFORCE DEVELOPMENT EFFORTS HAVE CENTERED UPON WORKING THROUGH ALL THE NECESSARY STEPS FOR ADDING COMMUNITY SUPPORT ASSOCIATES AND YOUTH AND FAMILY PEER SUPPORTS TO OUR CONTINUUM OF CARE. THESE ARE NEW PROVIDER TYPES WHO WILL SERVE AS ADDITIONAL SUPPORTS TO CHILDREN AND FAMILIES IN NEED OF SUPPORT IN ADDITION TO CLINICAL SERVICES. WORK HAS BEEN DONE TO ESTABLISH A LEXINGTON AREA TRANSITION AGED YOUTH COALITION, MADE UP OF KEY COMMUNITY STAKEHOLDERS AND TRANSITION AGED YOUTH PEERS WITH LIVED EXPERIENCE. THIS EFFORT HAS CULMINATED IN PLANNING EFFORTS FOR THE FIRST EVER TRANSITION AGED YOUTH ANNUAL CONFERENCE HELD IN SEPTEMBER AT THE MARRIOTT GRIFFIN GATE RESORT. BLUEGRASS HELPED PLAN, PROVIDE TRAINERS AND A BOOTH FOR THIS VERY SIGNIFICANT EVENT IN PARTNERSHIP WITH STATE DEPARTMENT OF BEHAVIOR HEALTH REPRESENTATIVES. ADDITIONAL FOCUS ON THIS TARGET POPULATION HAS OCCURRED IN EFFORTS TO SECURE COLLABORATIVE PARTNERSHIPS WITH 2 ESTABLISHED YOUTH DROP-IN CENTERS WITHIN OUR COMMUNITY. CURRENTLY PLANS ARE BEING MADE TO HELP PROVIDE BLUEGRASS PEER SUPPORTS TO ASSIST WITH REDUCING BARRIERS AND BETTER ENGAGEMENT STRATEGIES WITH HOMELESS AND TRANSITION AGED YOUTH AND TEENS IN AND THROUGH THOSE LOCATIONS. THERE HAVE BEEN EFFORTS THIS YEAR TO ESTABLISH A PARTNERSHIP WITH THE UNIVERSITY OF KENTUCKY COUNSELING AND SCHOOL PSYCHOLOGY DEPARTMENTS TOWARD TRAINING AND SERVICES FOR CHILDREN WITH AUTISM. PLANNING IS CURRENTLY UNDER WAY TO HELP SHAPE A UNIQUE CONCEPT THROUGH THIS PARTNERSHIP TO EVENTUALLY BE IN A SOLID POSITION TO OFFER AUTISM DIAGNOSTICS AND ONGOING SERVICES THAT ARE BADLY NEEDED IN KENTUCKY. THE EFFORT BEGUN DURING THE PRIOR YEAR TOWARD BECOMING A TRAUMA TRANSFORMED ORGANIZATION HAS CONTINUED TO EVOLVE. THE ESTABLISHMENT OF THE FIRST EVER BLUEGRASS TRAUMA INFORMED CARE STEERING COMMITTEE ALONG WITH A CADRE OF TRAUMA INFORMED CARE STAFF VOLUNTEER "AMBASSADORS" SUPPORT AN ORGANIZATION WIDE MOVEMENT THAT HAS TAKEN HOLD AND GAINING MOMENTUM. THIS WILL ENSURE THAT CHILDREN/FAMILIES ALONG WITH BLUEGRASS STAFF EXPERIENCE AN ENVIRONMENT OF CARE THAT IS TRUSTING, SAFE, AND TRANSPARENT AND ONE THAT OFFERS TRAUMA-INFORMED PRACTICES. FINALLY, INITIATIVES HAVE EVOLVED OVER THE PAST COUPLE OF YEARS IN FORM OF SAFESPACE, PRACTICEWISE AND HIGH FIDELITY WRAPAROUND GUIDED SERVICES HAVE TAKEN SHAPE AND ALLOWED BLUEGRASS CHILDREN'S SERVICES TO HAVE SEVERAL OPTIONS FOR MEETING THE DIVERSE NEEDS OF COMPLEX CHILDREN AND FAMILIES. WITH THESE ADVANCEMENTS AND THE ABOVE NEW EVIDENCE INFORMED ENDEAVORS, BLUEGRASS CHILDREN'S SERVICES IS POISED TO RESPOND TO THE NEEDS OF CHILDREN AND FAMILIES THROUGHOUT OUR REGION WITH HIGH INTEGRITY
