Staffing for francis house, inc. Was contracted through an employee leasing company through mid august 2013. Management and staff were under the direction of, and reported directly to, the board of directors of francis house, inc. Accordingly, those staff costs have been reported here as salaries (and related costs) in part ix statement of functional expenses. Effective in august 2013, fhi became the employer of management and staff.

The review process used by the organization for form 990 is the tax preparer provides a draft for review by the executive director and the outside accountant. The completed form 990 is reviewed and approved by the board prior to filing with the irs.

All new board members complete a conflict of interest statement. All board members are required to notify the executive director of any potential conflicts.

An independent source/consultant is contacted periodically (generally bi-annually)to determine whether the executive director's salary and benefit arrangement is commensurate with salaries of other similarly situated not for profit groups in the the tampa area. The board reviews the ed annually and sets her salary based on performance and for purposes of the annual budget. The executive director recommends all other salaries and they are subject to board approval.
