The mission of Alachua Conservation Trust (ACT) is to protect the natural, historic, scenic and recreational resources in and around Alachua County, Florida. ACT protects land through purchase, donation, and conservation easements.

ACT has amended the bylaws on several occassions over the years. ACT has increased the board membership limit to 19; established board attendance rules; approved a process for board votes without a physical meeting; established term limits; updated committee titles, structure, and functionality as well as allowing for participation on committees by individuals who are not board members. The drafted Form 990 is circulated to Board members via email in advance of a pending Board meeting. The Form 990 is reviewed by the full Board at the first board meeting following its email distribution where members can ask questions about the document before voting its approval for submission to the IRS.

It is incumbent upon ACTs Board members to self-disclose contemporaneously should they feel that any personal/business relationship or specialized knowledge/information of an ACT program or acquisition project they have might possibly present a conflict of interest. This may be done privately with staff in advance of a Board meeting at which the issue would come up for a vote, or at the meeting itself, and the expectation is that that Board member will abstain from voting on the issue. Also, staff circulates the Governance Questionnaire to all Board members annually, at which they may document any potential conflicts of interest.

The Executive Director and Finance Manager survey local government and other SE US land trust/non-profit salary data periodically (every 2-3 years) to determine market rate for all ACT employment positions, both hourly and salaried. That data is utilized by the Executive Director to set initial compensation rates for new staff positions, grant funded positions and existing staff positions, as well as to determine annual increases across all positions based on successful performance of work in the previous year. Recommended annual increases are included in the organizations proposed annual budget, which is reviewed by both the Finance & Governance Committee as well as the full Board of Directors, and thereafter approved for the upcoming year by the full Board.

Financial Statement Notes

Easement policy or policies (Part II, line 5)

Section 11 of ACTs Policy Manual covers Conservation Easement Stewardship. Under ACTs policy, ACT is required to monitor its conservation easements by inspecting them in person at least once a year. ACT sends a letter to the landowner and then follows up with the landowner by phone or email to set up an inspection date. Ideally the landowner or one of their land managers accompanies ACT during the inspection. In the event that ACT believes the landowner has violated or potentially violated the easement, ACT advises the executive director who then investigates further and, if necessary, advises ACTs stewardship committee of the results of the investigation. If the stewardship committee determines there is an actual violation of the easement, then they make a recommendation to the full ACT Board of Directors to undertake the appropriate easement enforcement.

Reports conservation easements (Part II, line 9)

The Corporation purchases, or receives via donation, conservation easements from property owners. Conservation easements restrict the owners use of the land in perpetuity or for a designated period of time. Some allow the Corporation to conduct research and studies on the properties. Since the Corporation does not receive any rights to the property, the Corporation assigns only a nominal value of $1 per acre.

Haile Historic Homestead is a Pre-Civil War plantation house that has cultural and historical value and is operated as a museum.

IRS990/Desc0Land Protection: In late 2019 and early 2020, ACT purchased 254 acres along the upper Santa Fe River. Known as Santa Fe Springs Preserve, this property protects two freshwater springs and 1.3 miles along the upper Santa Fe River and Olustee Creek. Funding for the purchase of the property was provided via private donations, a private foundation, and bridge loans, which will ultimately be paid off utilizing state springs funding and funding from the Suwannee River Water Management District. In 2020, ACT also received grant funding from a private foundation to assist the St. Johns River Water Management District with the acquisition of a 103-acre addition to Silver Lake State Forest located in Marion County, Florida. Through its partnership with Horse Farms Forever, and with grant funding support from a private foundation, ACT began outreach in 2020 to agricultural landowners to place conservation easements on farms located in the Farmland Preservation Area in Marion County. ACT also continued its partnership with Alachua County to provide land acquisition negotiation services utilizing sales tax revenue through the Wild Spaces & Public Places (WSPP) program with the shared goal to protect as much of the remaining environmentally sensitive lands in the County as possible. That program resulted in an additional 617 acres of conservation lands acquired for County ownership in 2020. In addition, ACT placed a conservation easement on an 82.75-acre property donation in Lake County. Additionally, ACT received 4 new donated conservation easements for properties in diverse areas of North Central Florida totally nearly 750 acres. Federal grant funding through the Natural Resources Conservation Service was also utilized to purchase a 518-acre agricultural land easement, which became the first recorded Grassland of Special Environmental Significance in the state of Florida.

IRS990/ProgSrvcAccomActy2Grp/Desc0Property Management: ACT actively manages twelve major preserves along with several smaller conservation properties across North Central Florida including Santa Fe Springs Preserve starting in early 2020 as well as J.H. Anderson, Jr. Memorial Park at Rock Bluff Springs on behalf of the Suwannee River Water Management District. ACTs land management activities include forest, groundcover, and wetlands restoration, creating and maintaining public trails and informational kiosks, the application of prescribed fire, and exotic plant species control. Prior to the Covid-19 shutdown, ACT benefitted from the use of volunteers from the University of Florida, Santa Fe College, Middlebury College, Emory University Alumni, local businesses, and the community at large to help complete these management activities alongside staff. In 2020, ACTs Women in the Woods Resource Management Internship program, which is specifically tailored for young women (but also includes young men) in an effort to improve their hiring prospects in this traditionally male-oriented conservation career path, served 5 young women and 1 young man over the spring and fall semesters. In total, the program has served more than 30 young women and men since it began in 2017. In total, interns and volunteers contributed more than 1,900 hours of service to the organization. In 2020 alone, ACT planted over 94,000 trees in ACTs Santa Fe River Preserve and additional partner sites with contributions from Publix Supermarkets through the Arbor Day Foundation. Despite having to cancel the in-person component due to the Covid-19 pandemic, the annual Tree Fest event organized by Swamp Head Brewery & Solar Impact, Inc. raised additional funds in 2020 to plant 62,300 trees at ACTs Little Orange Creek Preserve. ACT utilized prescribed fires to burn hundreds of acres in furtherance of its long-term habitat restoration goals, and installed an additional 1.5 miles of hiking trails at its Blues Creek Ravine and Fox Pen preserves and other amenities to enhance recreational enjoyment for the general public from all across North Central Florida.

IRS990/ProgSrvcAccomActy3Grp/Desc0Education and Outreach: ACT was able to host several select educational and outreach workshops at its Prairie Creek, Little Orange Creek, and Serenola preserves in early 2020, prior to the Covid-19 shutdown. Those events focused on volunteer engagement and conservation activities to support the organizations mission and goals. Following the Covid-19 shutdown, which prevented ACT from conducting much of its planned programming for 2020, ACT moved all of its education and outreach online. ACT hosted monthly webinars and generated educational content about conservation through its Keep Florid Wild Virtual Series. These videos and webinars reached over 1,700 viewers both within ACTs working area and beyond. Through these virtual outreach efforts, ACT was able to partner with state and local agencies, individuals, and other local nonprofits, including Conservation Burial, Inc., the Ocala Longleaf Implementation Team, The Marjories, Florida State Parks, and the Florida Forest Service. In the fall, ACT was able to host several outdoor paddling outreach events to its Santa Fe Springs Preserve with strict safety measures in place. Throughout the year, ACT continued its traditional outreach via two semi-annual print newsletters and maintained a comprehensive website, which was updated regularly throughout 2020. ACT also relied heavily on its social media channels and regular monthly emails to provide educational content to the public and promote ACTs mission and work. These channels reached over 10,000 subscribers in 2020 on such topics as ecology, wildlife, organizational activities, staff notes from the field, natural history, and upcoming ACT virtual events. Due to the pandemic and to ensure the health and safety of the community, ACT was not able to host some of its regular outreach events, including its annual Conservation Stewards Awards event, which was expected to attract over 500 guests in 2020 prior to its cancellation at the outset of the pandemic.
