Mission

Founded in 1974, FRA is a not-for-profit organization dedicated to assisting Florida professionals and volunteers in community revitalization efforts. With its mission of transforming spaces, revitalizing places, FRA is committed to providing a forum for its more than 300 members to share knowledge and common experiences regarding revitalization opportunities and issues throughout Florida. FRA encourages adoption of legal and financial tools and programs favorable to community growth and serves as a statewide clearinghouse for redevelopment information.

Governance Explanations

Form 990, Part VI, Section A, line 4

The Bylaws were amended with these 2 items: ARTICLE VII - GENERAL PROVISIONS Section 2. Budget. The Treasurer, in consultation with the Executive Director, shall prepare and, after review by the Finance Committee, submit to the Board of Directors at the beginning of each fiscal year a budget setting forth the anticipated income of the Association from all sources and setting forth allocations for anticipated operating expenditures, reserve requirements and contingent funds required for the ensuing fiscal year. The Board of Directors shall approve or amend such budget, which thereafter shall constitute an allotment of funds for carrying on the Association's operation; provided, however, that provision shall be made for the maintenance of a reserve fund balance equal to twelve months operating costs. The Board of Directors may amend the budget and reapportion funds during the year. The books and accounts of the Association, and all special funds coming under its control or supervision, shall be audited annually. ARTICLE IX - TEMPORARY EXTENSION OF TERMS Notwithstanding any other provision of these Bylaws, including any term limits, all Officers, At-Large Directors and Elected Official Directors whose term would expire in the 2020 calendar year shall have their term extended for an additional year. This extended term shall operate in the same manner as if the term had originally been scheduled to expire in the 2021 calendar year. The additional year shall count against any applicable term limits.

Form 990, Part VI, Section A, line 6

The membership structure of the FRA uses a sliding scale for dues based on the operating or gross budgets of the applicant. There are 11 categories of membership ranging from $75,000 and under to $10,000,000 and over. There are also categories for individual, Non-Profit/Main Street Community, Economic Development Council, university and student.

The board is elected by the membership at their annual meeting. Leadership appointments, vacancies and changes to the by-laws are approved by the Board of Directors.

IRS990/Desc0Annual Conference - In October, 436 attendees spent two and one-half days attending sessions on topics relating to engaging the underserved community, the CRA role in resiliency, filling vacant storefronts, joint planning between CRAs and cities, FCRA for Florida's CRAs, storm redevelopment, bank partnerships, land use basics, ethics laws and legal reporting requirements for CRAs. As in the past, continuing education credits were available - for members of the American Institute of Certified Planners for the CM program, for members of the Florida Bar for CLE, and by the International Economic Development Council for recertification of Certified Economic Developers.

IRS990/ProgSrvcAccomActy2Grp/Desc0The Florida Redevelopment Association Awards program recognizes the best in redevelopment in Florida. It is open to any member of the association. To recognize the projects and people involved in redevelopment throughout the state, three awards series have been established. The Roy F. Kenzie and Thomas J. Mills Awards are given for outstanding examples of redevelopment and leadership, respectively, in Florida. Additionally, the President's Award is given for the "Best of the Best," to honor the top project across all categories. A winning entry acknowledges excellence in an organization's work. There are 14 award categories and 67 entries were received this year. The winners are published in the Best Book, which highlights the quality entries received as a celebration of the innovative redevelopment work that has transformed Florida.
IRS990/ProgSrvcAccomActy3Grp/Desc0Redevelopment Academy - The Academy is a unique educational program, designed to promote a prerequisite level of knowledge and professionalism in the field of community redevelopment. The courses are open to anyone interested in learning more about redevelopment practice in Florida. If a member is interested, they may take all the required courses to achieve a "designation" - there are two designations - "administrator or "professional". Only FRA members in good standing are eligible for a designation. Five courses are required for graduation/designation. There are three core courses - Redevelopment 101; Budgeting, Funding and Reporting; Operations and Capacity Building. The five elective courses are Incentives, Capital Project Management, Redevelopment Housing, and Project Management and Strategic Planning. The graduation ceremony is held at the FRA Annual Conference, and each graduate receives an official certificate and designation. The graduate can then start using the credentials of "FRA-RA or "FRA-RP" after their name.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0The Bylaws were amended with these 2 items: ARTICLE VII - GENERAL PROVISIONS Section 2. Budget. The Treasurer, in consultation with the Executive Director, shall prepare and, after review by the Finance Committee, submit to the Board of Directors at the beginning of each fiscal year a budget setting forth the anticipated income of the Association from all sources and setting forth allocations for anticipated operating expenditures, reserve requirements and contingent funds required for the ensuing fiscal year. The Board of Directors shall approve or amend such budget, which thereafter shall constitute an allotment of funds for carrying on the Association's operation; provided, however, that provision shall be made for the maintenance of a reserve fund balance equal to twelve months operating costs. The Board of Directors may amend the budget and reapportion funds during the year. The books and accounts of the Association, and all special funds coming under its control or supervision, shall be audited annually. ARTICLE IX - TEMPORARY EXTENSION OF TERMS Notwithstanding any other provision of these Bylaws, including any term limits, all Officers, At-Large Directors and Elected Official Directors whose term would expire in the 2020 calendar year shall have their term extended for an additional year. This extended term shall operate in the same manner as if the term had originally been scheduled to expire in the 2021 calendar year. The additional year shall count against any applicable term limits.

There are 11 categories of membership ranging from $75,000 and under to $10,000,000 and over.
