The membership structure of the fra uses a sliding scale for dues based on the operating or gross budgets of the applicant. There are 11 categories of membership ranging from $75,000 and under to $7,500,001 and over. There are also categories for individual, non-profit/main street community, economic development council, university and student.

The board is elected by the membership at their annual meeting. Leadership appointments, vacancies and changes to the by-laws are approved by the board of directors.

The fra board of directors reviews the form 990 on an as-requested basis, at their quarterly board meetings.

THERE ARE THREE CORE COURSES - CRA 101; BUDGETING, FUNDING AND REPORTING; OPERATIONS AND CAPACITY BUILDING. THE SIX ELECTIVE COURSES ARE CREATING & USING REDEVELOPMENT INCENTIVES, CAPITAL PROJECT MANAGEMENT, HOUSING AS A REDEVELOPMENT TOOL, INFRASTRUCTURE 1 - ABOVE GROUND, PLANNING STRATEGICALLY FOR REDEVELOPMENT, AND REDEVELOPMENT PROGRAM MANAGEMENT. THE GRADUATION CEREMONY IS HELD AT THE FRA ANNUAL CONFERENCE, AND EACH GRADUATE RECEIVES AN OFFICIAL CERTIFICATE AND DESIGNATION. THE GRADUATE CAN THEN START USING THE CREDENTIALS OF "FRA-RA OR "FRA-RP" AFTER THEIR NAME. A TOTAL OF 133 INDIVIDUALS PARTICIPATED IN THE ACADEMY COURSES OFFERED THROUGHOUT THE YEAR.
