Additional Explanations

GENERAL STATEMENT OF COVID-19 IMPACT:

Mtc believes in shattering barriers and opening doors to opportunities for people with disabilities. In response to the pandemic, mtc expanded and elevated services, building skills required for independence and economic mobility through in-person and virtual programming. Intense focus remains on providing safe, healthy and life enriching supports to assist people with disabilities prepare for jobs in the post covid workplace. Due to the underlying health conditions of many students, enrollment across all programs decreased from pre-pandemic levels. The delta and omicron variants delayed a rebound in enrollment and negatively impacted revenues from program reimbursement. Program funding from the division of vocational rehabilitation, the agency for people with disabilities and medicaid are pay for service programs, so revenues from those sources are directly tied to enrollment. Like so many organizations in the nonprofit sector, mtc lost program revenue from in-person fundraising events, while facing increased costs for the pivot to online learning and virtual fundraising, as well as staffing, ppe and cleaning/disinfection to meet the dramatically increased needs of the elderly and medically frail clients in mtc's community living program in quarantine. The need for customized supports continues to rise as people with disabilities remain vulnerable to the virus, and continue to suffer losses in learning, independent living skills, social and emotional skills.

FORM 990, PART XII, LINE 2C:

Macdonald training center, inc. Requires an annual audit by an independent certified public accounting firm selected by the audit committee of the board of directors. Upon completion of the annual audit, the audit committee will meet with the cpa to review the audit findings, the auditor's report, the accompanying financial statements and the management letter and formally recommend it to the full board for approval. This process has not changed from the prior year.

Financial Statement Notes

PART V, LINE 4:

The board of directors of macdonald training center foundation, inc., a related organization, has designated a portion of net assets without donor restrictions as a general endowment fund to support its mission. The foundation's exclusive purpose is to provide support for the mission of macdonald training center, inc. The organization's spending policy allows for an annual distribution equal to 6% of the fair value of the endowment funds as of the prior june 30th of each year. If extraordinary circumstances warrant an additional distribution, the organization's spending policy allows for a maximum distribution up to 10% of the fair value of the endowment funds as of the prior june 30th each year.

PART X, LINE 2:

The organization has been recognized by the internal revenue service as a tax-exempt organization described in section 501(c)(3) of the internal revenue code of 1986. Income earned in furtherance of the organization's tax-exempt purpose is exempt from federal and state income taxes. The organization is treated as a publicly supported organization, and not as a private foundation. Asc topic 740, income taxes, clarifies the accounting and recognition for income tax positions taken or expected to be taken in the organization's income tax returns. The organization's income tax filings are subject to audit by taxing authorities and filings for periods after fiscal 2017 are open for examination. The organization does not believe it has any unrecognized exposure relating to uncertain tax positions at september 30, 2021.

COMMUNICATION AND INTERPERSONAL SKILLS LEADING TO JOB PERFORMANCE; FINANCIAL LITERACY; PUBLIC TRANSPORTATION MANAGEMENT AS WELL AS JOB-SEEKING SKILLS; AND OTHER "SOFT" LIFE SKILLS NECESSARY FOR EMPLOYMENT ARE INTEGRAL TO THE TRAINING PLATFORMS.- PACKAGING, FULFILLMENT AND SHIPPING CONTRACTS WITH VARIOUS BUSINESSES STATEWIDE.- SUNPASS TRANSPONDER PACKAGING: MTC WAS AWARDED THE FLORIDA DEPARTMENT OF TRANSPORTATION CONTRACT TO PACKAGE AND SHIP SUNPASS TRANSPONDERS IN 2007. MACDONALD TRAINING CENTER IS THE SOLE PACKAGER AND DISTRIBUTOR OF SUNPASS TRANSPONDERS. MTC IS DEDICATED TO HELPING THE PEOPLE WE SERVE FIND AND RETAIN COMMUNITY-BASED EMPLOYMENT BY THE ACQUISITION AND REFINEMENT OF BOTH TECHNICAL AND SOCIAL SKILLS. THE CURRICULUM AND TRAINING MATERIALS ARE UTILIZED TO EDUCATE INDIVIDUALS WITH DISABILITIES ON CRITICAL EMPLOYMENT SKILLS AS THEY RELATE TO A PERSON'S ABILITY TO INTERACT EFFECTIVELY WITH CO-WORKERS AND CUSTOMERS. TRANSFERABLE JOB AND SOCIAL SKILLS ARE FOSTERED WITHIN AN ENVIRONMENT OF PRODUCTION QUOTAS AND QUALITY.CURRENT TRAINING CONTRACTS PROVIDE SERVICE TO A WIDE VARIETY OF BUSINESSES, INCLUDING FLORIDA TURNPIKE ENTERPRISES, NESTLE PROFESSIONAL, PIEDMONT NATIONAL, AND TAMPA ELECTRIC COMPANY MANATEE VIEWING CENTER. MANY LOCAL ENTREPRENEURS HAVE ENTRUSTED PACKAGING AND FULFILLMENT FOR THEIR PRODUCTS INCLUDING: BETTER BOAT, BOTTLE CREW, CONSCIOUS COCONUT, DOCKSLOCKS, GURUS' SANDALS AND YOGA MATS, IDEA TWINS' HAPPESEAT CAR SEAT COVERS, LOVE & PIECES, MOLLY'S SUDS, SUNJACK, AND VENTURE WIPES. RESIDENTS AND BUSINESSES IN THE TAMPA BAY AREA CAN ALSO DONATE THEIR ELECTRONICS FOR RESPONSIBLE REFURBISHMENT AND RECYCLING. EQUALITY RECYCLING SOLUTIONS IS AN R2 CERTIFIED ELECTRONIC RECYCLER AND A MICROSOFT REGISTERED REFURBISHER THAT WORKS WITH GOVERNMENT AGENCIES LIKE HOMELAND SECURITY AND THE FEDERAL AVIATION AUTHORITY, AS WELL AS FINANCIAL INSTITUTIONS SUCH AS GTE FINANCIAL AND BANK OF AMERICA. REFURBISHED COMPUTERS ARE SOLD TO CONSUMERS AND BUSINESSES ALIKE THROUGH EQUALITY RECYCLING'S OWN EBAY STORE ALL EQUIPMENT ADHERES TO MICROSOFT'S STANDARDS.
