ONE OF THE MAJOR GOALS OF QUEST IS TO ASSIST RESIDENTS TO BECOME ECONOMICALLY SELF-SUFFICIENT. OUR SUPPORTIVE SERVICES STAFF INCLUDES CASE MANAGERS WHO WORK WITH CLIENTS TO IMPROVE THEIR EMPLOYABILITY, INCREASE THEIR INCOME, HELP THEM ESTABLISH BENEFITS. ALL OF QUEST'S CLIENTS BEGIN THE PROGRAM WITH NO INCOME AT ALL OR ARE EXTREMELY LOW INCOME AND FALL UNDER 100% OF THE FEDERAL POVERTY LEVEL. RESIDENTS AT QUEST HAVE BEEN CHRONICALLY HOMELESS AND OFTEN SUFFER FROM THE CO-MORBID CONDITIONS OF MENTAL HEALTH AND SUBSTANCE ABUSE. NEARLY HALF OF THEM ALSO HAVE SOME FORM OF PHYSICAL DISABILITY, AND TWO-THIRDS HAVE A CHRONIC HEALTH CONDITION SUCH A DIABETES OR ASTHMA. MOST ARE ESTRANGED FROM THEIR FAMILIES, HAVE LITTLE OR NO SOURCE OF INCOME, AND ARE STILL STRUGGLING WITH THEIR ADDICTION. THEY ARE WARY OF TRUSTING OTHERS, HAVE EXTREMELY LOW SELF-ESTEEM, AND NEED TO RE-LEARN SIMPLE LIFE SKILLS SUCH AS BUDGETING, PERSONAL HYGIENE, AND BASIC JOB SKILLS.TRADITIONAL SUPPORTIVE HOUSING PROVIDERS ADOPT STRINGENT PRE-QUALIFICATION CRITERIA PRIOR TO PROVIDING PERMANENT HOUSING AS A MEANS OF GETTING THE HOMELESS PERSON "READY" FOR HOUSING. SUCH CRITERIA MAY INCLUDE CRIMINAL BACKGROUND CHECKS, PRE-DETERMINED TREATMENT GOALS FOR SUBSTANCE ABUSE, MENTAL HEALTH ASSESSMENTS, AND QUALIFICATION FOR PUBLIC ASSISTANCE. QUEST REMOVES ALL SUCH BARRIERS BY RECOGNIZING THAT HOUSING STABILITY IS THE FIRST STEP TOWARDS ASSISTING CONSUMERS IN ACHIEVING SELF-SUFFICIENCY IN THE SHORTEST POSSIBLE TIME.
