Mission and Program Overview

Mission

Project GRAD Atlanta, Inc. implements high school activities and programs in Atlanta Public Schools in order to impact student academic performance, and increase high school graduation, and college attendance and graduation. Project GRAD Atlanta operates three key components to its program: College Readiness and College Access through its High School Programming department; and Scholar Support through its College Programming department, which includes the administration of the Brumley-GRAD Scholarship program. Through services in both of these departments, the focus is squarely on secondary and postsecondary student success. To accomplish its mission, effective June 2015, GRAD is functioning on eight APS high school campuses, which consists of 13 schools.

To help low-income and first generation students graduate from high school "college ready" and ultimately complete college and/or certificate programs

The organization's form 990 is reviewed and approved by all members of the board finance committee, prior to filing with the irs. All members of the project grad atlanta board of directors are sent an email (prior to the filing of the form 990 with irs), which provides password protected access to a file containing the complete form 990 with all associated schedules.

During the year ended June 30, 2015, the organization's board of directors approved a resolution to legally dissolve the organization and to merge certain services, programs, events, and all of its remaining net assets into a new college access and scholarship-granting organization named Achieve Atlanta, a supporting organization of the community foundation for greater Atlanta. The dissolution became effective as of the close of business on June 30, 2015, and, at such time, Achieve Atlanta assumed control of the net assets of the organization and oversight of the transition plan.

During the current year, an adjustment was made to the estimates used to calculate the present value of current grants paid to individuals. This resulted in a current year adjustment of $756,000 which reduced the accrued grants paid in the current year. Because of this adjustment, no grants are being shown on schedule i. Describe the organization's procedures for monitoring the use of grant funds in the united states: project grad atlanta provides grants to students enrolled in accredited two-year or four-year colleges across the nation. In georgia, qualified institutions include only those accredited colleges or universities which are eligible for participation in the georgia hope scholarship program. In other states, the institutions must be fully accredited by regional accrediting bodies pre-approved by the project grad atlanta board of directors. Grant payments in increments of $500 per semester are paid to postsecondary institutions where brumley-grad students are enrolled, for up to eight semesters, for a total per student scholarship amount of $4,000. Project grad maintains paper and electronic student files and financial records to record, track, monitor, and manage the distribution of scholarship funds to eligible students. Project grad atlanta has instituted a system of rigorous checks and balances requiring at least two staff reviews and signatures for the request of scholarship payments to institutions of higher education. These requests are then approved by the executive director and or his or her designee. In like fashion, all checks are reconciled to the organization's bank statements and accounting system. Students must request each semester's scholarship payment by submitting academic transcripts and /or course schedules which confirm that the student is enrolled full-time (which by grad standards consists of at least 12 credit hours per semester), are enrolled in no more than two semesters of remedial or learning support courses, and are in good academic standing for the semester for which funds are requested. These submissions are reviewed by up to three grad staff persons. Students who do not meet these criteria, may submit a request for review of the extenuating circumstances which precluded their meeting the criteria, to the grad scholarship appeal committee. All decisions by the appeal committee are final and binding for the distribution or non-distribution of the scholarship, in the context of the dr. George w. Brumley-project grad atlanta scholarship policies & procedures.

Project grad established a quasi-endowment in february 2007, with restricted and unrestricted donations from funders. These funds are primarily used to pay for scholarships for brumley-grad scholars, however, any unrestricted funds within the quasi-endowment may be used to cover the organization's operating expenses, pending board approval. All restrictions of funds have in this account fund have been satisfied, the balance of funds in this acount are unrestricted in nature.

The organization is exempt from income taxes under section 501(c)(3) of the internal revenue code. Accordingly, no provision for income taxes has been reflected in the financial statements. The organization annually evaluates all federal and state income tax positions. This process includes an analysis of whether these income tax positions the organization takes meet the definition of an uncertain tax position under the income taxes topic of the financial accounting standards codification. Organization management believes it is no longer subject to income tax examinations for years prior to june 30, 2012.

IRS990/MissionDesc0Project GRAD Atlanta, Inc. implements high school activities and programs in Atlanta Public Schools in order to impact student academic performance, and increase high school graduation, and college attendance and graduation. Project GRAD Atlanta operates three key components to its program: College Readiness and College Access through its High School Programming department; and Scholar Support through its College Programming department, which includes the administration of the Brumley-GRAD Scholarship program. Through services in both of these departments, the focus is squarely on secondary and postsecondary student success. To accomplish its mission, effective June 2015, GRAD is functioning on eight APS high school campuses, which consists of 13 schools.

IRS990/ProgSrvcAccomActy2Grp/Desc0College Readiness: The mission of the College Programing department is to provide programs and opportunities for students enrolled in Project GRAD Atlanta high schools (grades 9-12) within the Atlanta Public Schools by engaging students and parents in activities that foster positive attitudes, academic achievement, college preparation, access to financial resources; therefore promoting high school graduation, college enrollment, and college graduation. The specific goals of college readiness are: 90% of entering freshman graduating in four years; 60% of graduating class earning the Dr. George W. Brumley, Jr.-Project GRAD Scholarship; and 80% of Brumley-GRAD Scholars enrolled in college within the first year. The Project GRAD Atlanta High School Programming department is to provide Project GRAD high schools with college readiness programs, workshops, college tours, SAT or ACT preparatory classes, tutoring and academic support, college admissions workshops, financial aid and scholarship assistance for students and parents, Summer Institutes for commuter and residential sites, summer enrichment program referrals, and provides additional financial support for school initiatives to include professional development for staff. In addition, the curriculum develops and promotes student-centered activities which help Project GRAD students with the college application and preparation processes and foster high school graduation, academic achievement, career development, parental involvement and college attendance. An essential part of College Readiness is promoting the Brumley-GRAD Scholarship for students who maintain an overall 78 or above numeric grade average, complete requisite college preparatory courses, attend two (2) summer institutes, and graduate from a Project GRAD feeder high school on time (within four (4) years). Successful students who meet these criteria earn up to four (4) years of scholarship support to attend an accredited 2- or 4- year college or state-approved technical school of their choice anywhere in the United States. As of June 30, 2015, 170 Project GRAD Scholars from the Class of 2015 qualified for the $4,000.00 Brumley-GRAD Scholarship.

In an effort to foster this change, during the summer of 2015, for the first time, the College Programming department will offer a "summer melt workshop" to encourage all Brumley-GRAD Scholars slated to attend college for fall semester, to follow-through with those plans. Brumley-GRAD Scholars who successfully complete high school and attend college are provided various forms of personal and group assistance in becoming responsible college students who successfully graduate from college. With a goal of fifty percent of Brumley-GRAD Scholars completing college at the Associate or Bachelor degree level, the initiatives of the College Programming department impact college students' persistence. College Programming works to ensure the success of the Brumley-GRAD Scholars enrolled in college. In 2014-2015, 887 Brumley-GRAD Scholars were enrolled in a postsecondary institution at some point during the year. Additionally, Brumley-GRAD Scholars enrolled in college, are provided $500 scholarships for up to eight semesters, to help defray tuition expenses. In FY2015 Project GRAD Atlanta disbursed $444,512 in scholarship funds. Additionally, eight (8) Brumley-GRAD Scholars were employed as teacher assistants to serve in the classrooms and share their experiences with the high school students that participated in the 2015 College Institute.
