Mission and Program Overview

Mission

Project GRAD Atlanta, Inc. implements high school activities and programs in Atlanta Public Schools in order to impact student academic performance, and increase high school graduation, and college attendance and graduation. Project GRAD Atlanta operates three key components to its program: College Readiness and College Access through its High School Programming department; and Scholar Support through its College Programming department, which includes the administration of the Brumley-GRAD Scholarship program. Through services in both of these departments, the focus is squarely on secondary and postsecondary student success. To accomplish its mission, effective June 2015, GRAD is functioning on eight APS high school campuses, which consists of 13 schools.

Major Activities

Activity 2
K-12 Component Quality (College Readiness)- The mission of the College Readiness Division is to provide programs and opportunities for students enrolled in Project GRAD Atlanta middle and high schools (grades 8-12) within the Atlanta Public Schools by engaging students and parents in activities that foster positive attitudes, academic achievement, college preparation, access to financial resources; therefore promoting high school graduation, college enrollment, and college graduation. The specific goals of college readiness are: 90% of entering freshman graduating in four years; 60% of graduating class earning the Dr. George W. Brumley, Jr.-Project GRAD Scholarship; and 80% of Brumley-GRAD Scholars enrolled in college within the first year. The Project GRAD Atlanta College Readiness Division provide Project GRAD middle and high schools with college readiness programs, workshops, college tours, SAT or ACT preparatory classes, tutoring and academic support, college admissions workshops, financial aid and scholarship assistance for students and parents, Summer Institutes for commuter and residential sites, summer enrichment program referrals, and provides additional financial support for school initiatives to include professional development for staff. In addition, the College Readiness curriculum develops and promotes student-centered activities which help Project GRAD students with the college application and preparation processes and foster high school graduation, academic achievement, career development, parental involvement and college attendance. An essential part of College Readiness is promoting the Brumley-GRAD Scholarship for students who maintain an overall 78 or above numeric grade average, complete requisite college preparatory courses, attend two (2) summer institutes, and graduate from a Project GRAD feeder high school on time (within four (4) years). Successful students who meet these criteria earn up to four (4) years of scholarship support to attend an accredited 2- or 4- year college or state-approved technical school of their choice anywhere in the United States. As of June 30, 2013, 258 Project GRAD Scholars from the Class of 2013 qualified for the $4,000.00 Brumley-GRAD Scholarship.
Activity 3
College Access- To expand the program services of Project GRAD Atlanta (PGA) in the Atlanta Public Schools to provide students enrolled in four additional high school; Douglas, Jackson, Mays and Therrell, with the opportunity to receive college access support services in the form of college advisement and a "last dollar" scholarship to help defray the cost of postsecondary education immediately following graduation from high school.

IRS990/Description0Scholar Support & Scholarship Administration- Brumley-GRAD Scholars who successfully complete high school and attend college are provided academic, co-curricular, and mentorship support to assist them in becoming responsible college students who successfully graduate from college. With a goal of fifty percent of Brumley-GRAD Scholars completing college at the Associate or Bachelor degree level, the initiatives of the Scholar Support Division (Scholar Support) are designed to assist in the persistence of Brumley-GRAD Scholars with a focus on financial assistance, academic enhancement as well as personal and professional development. Scholar Support works to ensure the success of the Brumley-GRAD Scholars enrolled in college. In 2012-2013, 746 Brumley-GRAD Scholars were enrolled in a postsecondary institution at some point during the year. The Scholar Support staff members serve as a means of support for Brumley-GRAD Scholars by serving as advocates who assist these students with the resolution of personal adjustment, academic, social, interpersonal, and career-choice challenges. In 2012-2013, the Scholar Support staff visited 60 Brumley-GRAD Scholars at 24 colleges and universities across the nation. These visits are strategic in nature, to successfully impact student retention, persistence, and issues of first-generation college students. Additionally, Brumley-GRAD Scholars enrolled in college, are provided $500 scholarships for up to eight semesters, to help defray tuition expenses. Project GRAD Atlanta disbursed $421,106 in scholarship funds which is the highest amount disbursed to Brumley-GRAD Scholars to date. Project GRAD's Scholar Support programming utilizes a variety of methods to expose GRAD parents and high school senior Scholars to issues relevant to transitioning from high school to college. The Brumley-GRAD Ambassadors (BGA) Program, ensures that the Project GRAD Atlanta presence is visible on college campuses throughout the country where Brumley-GRAD Scholars are enrolled. These twenty-five (25) Ambassadors continued to promote the high standard of the leadership-orientated already established in the Brumley-GRAD Ambassador Program, through the use of innovative activities designed to engage their peers, keep Scholars connected to our organization, and help Scholars adjust to their respective colleges/universities. Additionally, sixteen (16) Brumley-GRAD Scholars were employed as teacher assistants to serve in the classrooms and share their experiences with the high school students that participated in the summer enrichment program. Scholar support aims to aid Project GRAD Senior Scholars with their decision to attend college and make a successful transition from high school to college. In an effort to foster this change, the Senior Scholar Parent Institute (SSPI) exposed 347 Project GRAD Senior Scholars and their parents to the process for accessing the Brumley-GRAD Scholarship, to issues relevant to transitioning from high school to college. A similar program, Winter Social: The Gift of College Conversations, brought 52 Brumley-GRAD Scholars and Alumni and 39 Project GRAD Senior Scholars together to engage in thought-provoking dialogue about the Brumley-GRAD Scholars college experiences.

IRS990/MissionDescription0PROJECT GRAD ATLANTA, INC. IMPLEMENTS ACTIVITIES AND PROGRAMS IN PUBLIC MIDDLE AND HIGH SCHOOLS IN ORDER TO INCREASE STUDENT ACADEMIC PERFORMANCE, HIGH SCHOOL GRADUATION, AND COLLEGE ATTENDANCE AND GRADUATION. PROJECT GRAD ATLANTA OPERATES THREE KEY COMPONENTS TO ITS PROGRAM: COLLEGE READINESS, SCHOLAR SUPPORT, AND THE BRUMLEY-GRAD SCHOLARSHIP PROGRAM, THEREBY SQUARELY FOCUSING ON SECONDARY AND POSTSECONDARY STUDENT SUCCESS. THE ORGANIZATION WAS INITIATED DURING 2000, IN THE NINE ELEMENTARY AND TWO MIDDLE SCHOOLS THAT FEED INTO BOOKER T. WASHINGTON HIGH SCHOOL, AND NOW SERVES 14,000 ECONOMICALLY DISADVANTAGED STUDENTS. THE PROGRAM EXPANDED DURING THE YEAR ENDED JUNE 30, 2002 INTO A SECOND FEEDER SYSTEM AND 1,000 CERTIFIED TEACHERS, AS WELL AS NUMEROUS OTHER ATLANTA PUBLIC SCHOOLS (APS) INSTRUCTIONAL AND ADMINISTRATIVE STAFF. PROJECT GRAD, NOW IN ITS TWELFTH YEAR, IS ACTIVELY BEING IMPLEMENTED IN 35 APS SYSTEM SCHOOLS ENCOMPASSING GRADES K-12.

IRS990ScheduleA/GeneralExplanation0While Project GRAD Atlanta, Inc. ("Project GRAD") failed to meet the mechanical "one-third of support" test in 2012, it clearly satisfied the alternative "facts and circumstances" test outlined in section 1.170A-9(f)(3) of the Treasury Regulations. Specifically, the two required factors are present in this case: 1. The organization must receive at least 10% of its support in the form of public support. As noted in Schedule A to Form 990, in 2012 Project GRAD received approximately 31% of its total support in the form of public support - an amount far in excess of the 10% threshold. 2. The organization must have an active "continuous and bona fide" fundraising program designed to attract new and additional public support. Project GRAD carried on an active and aggressive program of public solicitation in FY2013 that raised over $1,195,000 from more than fifty (50) different sources. In addition, all of the "favorable factors" described in the tax regulations relevant to non-membership organizations are present in this case: 1. The higher the percentage of support above 10%, the lesser the burden of the organization in establishing that it is publicly supported. In this case, Project GRAD's public support percentage is substantially above 10%. (Project GRAD nearly satisfied the mechanical "one-third" test.) 2. The organization receives support from a representative number of persons rather than from members of a single family or from a limited base of support. Over the years, Project GRAD has attracted contributions from a large and varied number of sources, including dozens of the nation's most well-known and respected charities. 3. The composition of the organization's governing body is representative of broad public interests. Project GRAD's Board of Directors has a diverse membership which includes public officials, community leaders, and persons with special expertise in education (e.g., two university presidents, the superintendent of a local school system, the United States Navy Inspector General, a retired executive director of one of the nation's largest community foundations, and several business executives, bankers and attorneys). Its governing body represents the interests of the larger public rather than the personal or private interests of a limited number of donors. 4. The organization conducts programs and activities that are available to and that appeal to the general public. Project GRAD provides scholarship support to all students that meet the application and prerequisites. In the current fiscal year they provided 658 students with financial support and continued academic enhancement through personal and professional development. This is the highest number of recipients of scholarships to date. Scholars attend 24 different colleges throughout the United States. The program has expanded and is now being actively implemented in 35 Atlanta Public Schools. Project GRAD provides essential support to public educational. In sum, the facts and circumstances in this case clearly demonstrate broad public support for, and interest and involvement in, Project GRAD's mission and programs. Therefore, Project GRAD continues to qualify as a "publicly supported charity" described in sections 509(a)(1) and 170(b)(1)(A)(vi) of the Internal Revenue Code.
