A copy of the 990 is distributed to the members of the executive and fiscal/contracts committees for review prior to the filing of the return with the internal revenue service. In accordance with a special provision in the 2012 budget act, the north carolina partnership for children, inc. (ncpc) developed a salary schedule for state funding of smart state executive director (or similarly titled chief excecutive) salaries. The montgomery county partnership for children (mcpc) executive committee reviewed the salary schedule and implementation guidelines provided by ncpc, compared the executive director's current compensation to the new salary schedule, and utilized the organization's 'staff salary computation worksheet' to determine the appropriate salary within the new salary tier/range, taking the executive director's education and experience into consideration as allowed. The recommendation to adjust the executive director's salary was voted on and unanimously approved, as recorded in the mcpc executive committee minutes dated january 8, 2013.

The organization uses the modified cash basis of accounting for its books and records and also for 990 purposes. This method of accounting is required by the nc state auditors office as well as the north carolina partnership for children, inc. These organizaitons have regulatory oversight of the montgomery county partnership for children inc.

The north carolina general statutes require a bi-annual audit. The north carolina partnership for children, inc oversees a statewide bid process in order to select an independent audit firm. Each local partnership's staff and board assumes the oversite of their audit.

PART X, LINE 2:

The montgomery partnership is exempt from payment of income taxes under the provision of section 501(c)(3) of the interal revenue code, except to the extent of taxes on any unrelated business income. Fasb asc 740 provides guidance for how uncertain tax positions should be recognized, measured, presented and disclosed in the financial statements. Fasb asc 740 requires the evaluation of tax positions taken or excpected to be taken in the course of preparing financial statements to determine whether the tax positions are "more-likely-than-not" to be sustained by the applicable tax authority. The montgomery partnership does not believe there are any unrecognized tax benefits or costs as of june 30, 2021. Income tax returns from 2018 through 2020 are open for examination by the tax authorities.

THE PARTICIPATING TRAINED MEDICAL CARE PROVIDERS WILL VOLUNTARILY INCORPORATE REACH OUT AND READ (ROR), AN EVIDENCE-BASED MODEL, INTO YOUNG CHILDREN'S REGULAR PEDIATRIC CHECKUPS OR WELL-CHILD VISITS. THE MEDICAL CARE PROVIDERS WILL IMPLEMENT ROR IN THEIR PRACTICES ACCORDING TO THE NATIONAL ROR GUIDELINES. DURING EACH OF THE ROUTINE VISITS, CHILDREN WILL RECEIVE A NEW, CULTURALLY- AND DEVELOPMENTALLY-APPROPRIATE BOOK TO TAKE HOME AND READ WITH THEIR PARENTS. FASB ASC 740 PROVIDES GUIDANCE FOR HOW UNCERTAIN TAX POSITIONS SHOULD BE RECOGNIZED, MEASURED, PRESENTED AND DISCLOSED IN THE FINANCIAL STATEMENTS. FASB ASC 740 REQUIRES THE EVALUATION OF TAX POSITIONS TAKEN OR EXCPECTED TO BE TAKEN IN THE COURSE OF PREPARING FINANCIAL STATEMENTS TO DETERMINE WHETHER THE TAX POSITIONS ARE "MORE-LIKELY-THAN-NOT" TO BE SUSTAINED BY THE APPLICABLE TAX AUTHORITY. THE MONTGOMERY PARTNERSHIP DOES NOT BELIEVE THERE ARE ANY UNRECOGNIZED TAX BENEFITS OR COSTS AS OF JUNE 30, 2021.
