In accordance with a special provision in the 2012 budget act, the north carolina partnership for children, inc. (ncpc) developed a salary schedule for state funding of smart state executive director (or similarly titled chief excecutive) salaries. The montgomery county partnership for children (mcpc) executive committee reviewed the salary schedule and implementation guidelines provided by ncpc, compared the executive director's current compensation to the new salary schedule, and utilized the organization's 'staff salary computation worksheet' to determine the appropriate salary within the new salary tier/range, taking the executive director's education and experience into consideration as allowed.

Additional Explanations

Form 990, Part XII, Financial Statements and Reporting, Question 1

The organization uses the modified cash basis of accounting for its books and records and also for 990 purposes. This method of accounting is required by the nc state auditors office as well as the north carolina partnership for children, inc. These organizaitons have regulatory oversight of the montgomery county partnership for children inc.

Part XII, 2C

The north carolina general statutes require a bi-annual audit. The north carolina partnership for children, inc oversees a statewide bid process in order to select an independent audit firm. Each local partnership's staff and board assumes the oversite of their audit.

To support the montgomery county partnership for children and its programs

PART X, LINE 2:

The montgomery partnership is exempt from payment of income taxes under the provision of section 501(c)(3) of the internal revenue code, except to the extent of taxes on any unrelated business income. Fasb asc 740 provides guidance for how uncertain tax positions should be recognized, measured, presented and disclosed in the financial statements. Fasb asc 740 requires the evaluation of tax positions taken or expected to be taken in the course of preparing financial statements to determine whether the tax positions are "more-likely-then-not" to be sustained by the applicable tax authority. Management has analyzed the tax positions taken by the montgomery partnership and has concluded that, as of june 30, 2025, there are no uncertain tax positions taken or expected to be taken that would require recognition or disclosure in the financial statements. Income tax returns for 2022 through 2024 remain open to examination by the tax authorities.

THE RAR COORDINATOR WILL HOLD A BACHELOR'S DEGREE IN EARLY CHILDHOOD EDUCATION OR RELATED HUMAN SERVICES FIELD AND IS REQUIRED TO ATTEND THE RAR NATIONAL COORDINATOR TRAINING PRIOR TO INITIAL IMPLEMENTATION. COORDINATORS WILL HOST TWO TRAININGS FOR THE SITE IMPLEMENTERS THAT HAVE BEEN IDENTIFIED TO PARTICIPATE IN THIS PROJECT. IDENTIFIED FAMILIES WILL BE LOANED A BOOK BAG CONTAINING HIGH QUALITY DEVELOPMENTALLY APPROPRIATE CHILDREN'S BOOKS. THE BOOKS WILL BE EXCHANGED EACH WEEK. PARENTS OF THE CHILDREN IN THE PROJEST WILL BE INVITED TO PARTICIPATE IN AT LEAST TWO PARENT WORKSHOPS WHERE THEY WILL LEARN BOOK SHARING STRATEGIES. AT LEAST ONE LIBRARY EVENT WILL BE PROVIDED FOR RAR PARTICIPANTS AND THEIR FAMILIES. FASB ASC 740 PROVIDES GUIDANCE FOR HOW UNCERTAIN TAX POSITIONS SHOULD BE RECOGNIZED, MEASURED, PRESENTED AND DISCLOSED IN THE FINANCIAL STATEMENTS. FASB ASC 740 REQUIRES THE EVALUATION OF TAX POSITIONS TAKEN OR EXPECTED TO BE TAKEN IN THE COURSE OF PREPARING FINANCIAL STATEMENTS TO DETERMINE WHETHER THE TAX POSITIONS ARE "MORE-LIKELY-THEN-NOT" TO BE SUSTAINED BY THE APPLICABLE TAX AUTHORITY. MANAGEMENT HAS ANALYZED THE TAX POSITIONS TAKEN BY THE MONTGOMERY PARTNERSHIP AND HAS CONCLUDED THAT, AS OF JUNE 30, 2025, THERE ARE NO UNCERTAIN TAX POSITIONS TAKEN OR EXPECTED TO BE TAKEN THAT WOULD REQUIRE RECOGNITION OR DISCLOSURE IN THE FINANCIAL STATEMENTS.
