Apartment building scheduled to open in 2014. The center will not only provide program space for the existing after school program and weekly education classes for all residents but an early childhood development center, dining hall, classrooms, media center, kitchen and a chapel are also planned for the community center. The center will complete phase two of the campaign with the third apartment building being a part of the final phase (phase three) of the campaign. Each phase has been completely funded before construction began in order for rainbow village to remain debt-free. Upon completion of the campaign, projected for 2015, rainbow village will serve 30 families with children, or approximately 120 family members, for a one to two year period to break the cycles of homelessness, poverty, and domestic violence.

Attend classes, maintain employment and reliable transportation, establish a savings account and debt repayment plan, and pay 30% of their income for rent. 10% of the rent payments are held in savings to add to the amounts families are able to save. Savings will provide the necessary funds to secure and maintain permanent housing. All adults must be willing and able to work and have reliable transportation to participate. Over 800 volunteers offered assistance for rainbow village for programs, meals, special events,children and youth programs and home and grounds maintenance in 2013. 21 families, 22 adults ages 21 - 54, and 47 children ages 3 mos - 18 were served in 2013. Six families were able to secure and maintain housing without subsidy upon graduating from rainbow village in 2013. 3 families left for non-compliance. 90% of 2013 residents increased their income. Rainbow village is community development at its finest, engaging people from all walks of life to participate. Safe, stable home and community environments, the attainment of new life skills, breaking with old patterns of behavior, accountability and initiative are keys to success for families to permanaently break the cycles of homelessness, poverty and domestic violence.

Other volunteers provided activities for arts, crafts, and special events. The importance of play and reclaiming their childhoods, not only at after school, but one evening weekly in a "big recess" program, cannot be overemphasized for the development of these children and youth. Field trips and special events were an exciting part of the program. 36 children / youth ranging in age from 5 to 17 years attended the after school program. Of the 17 students required to take the crct, all passed. 35 children attended summer camp on scholarships awarded by the duluth rotary club. For many of these children it was their first camp experience. Youths served as leaders or camp counselors.

A graduate program that allowed graduates to: volunteer in rainbow village programs and special fundraising events and activities, mentor residents and attend classes, children and youth programs. Seven graduate children participated in the after school program in 2013. Two adult graduates had oversight of the activities of evening programs. Holiday and special events allowed for fun gatherings of families, staff and volunteers. A back to school celebration offered new book bags, books and school supplies for the school year. Scholarships were provided for extra-curricular school and music activities. Emergency funds were provided for car repairs, clothing, food or other expenses. Partnerships with community organizations provided opportunities for continuing education and career advancement. Donated home furnishings and new matresses were provided to ensure that all families had basic home essentials. These furnishings moved with the families as they relocated to homes of their own.

THE FAMILY SERVICE CENTER AND APARTMENTS WERE OCCUPIED IN APRIL 2012. RAINBOW VILLAGE IS CURRENTLY BUILDING AN ADDITIONAL SIX UNIT, THREE-BEDROOM, TWO-BATH APARTMENT BUILDING SCHEDULED TO OPEN IN 2014. THE CENTER WILL NOT ONLY PROVIDE PROGRAM SPACE FOR THE EXISTING AFTER SCHOOL PROGRAM AND WEEKLY EDUCATION CLASSES FOR ALL RESIDENTS BUT AN EARLY CHILDHOOD DEVELOPMENT CENTER, DINING HALL, CLASSROOMS, MEDIA CENTER, KITCHEN AND A CHAPEL ARE ALSO PLANNED FOR THE COMMUNITY CENTER. MOST OF THE HEADS OF HOUSEHOLDS ARE SINGLE MOTHERS WORKING MINIMUM WAGE JOBS WITH INCOMES AT OR BELOW POVERTY LEVEL. MANY ARE DOMESTIC VIOLENCE VICTIMS. A SOCIAL WORKER, FINANCIAL PROGRAM DIRECTOR, CLASSES, AND MENTAL HEALTH COUNSELING PROVIDE SUPPORT FOR ADULT RESIDENTS. WEEKLY CLASSES FOCUS ON FINANCIAL LITERACY / WORKFORCE DEVELOPMENT, POSITIVE PARENTING, HOME MANAGEMENT, AND HEALTH AND WELLNESS AMONG OTHER TOPICS. FAMILIES ARE HELD ACCOUNTABLE BY A PROGRAM COVENANT TO MEET REGULARLY WITH SUPPORT STAFF, ATTEND CLASSES, MAINTAIN EMPLOYMENT AND RELIABLE TRANSPORTATION, ESTABLISH A SAVINGS ACCOUNT AND DEBT REPAYMENT PLAN, AND PAY 30% OF THEIR INCOME FOR RENT. 10% OF THE RENT PAYMENTS ARE HELD IN SAVINGS TO ADD TO THE AMOUNTS FAMILIES ARE ABLE TO SAVE. SAVINGS WILL PROVIDE THE NECESSARY FUNDS TO SECURE AND MAINTAIN PERMANENT HOUSING. ALL ADULTS MUST BE WILLING AND ABLE TO WORK AND HAVE RELIABLE TRANSPORTATION TO PARTICIPATE. OVER 800 VOLUNTEERS OFFERED ASSISTANCE FOR RAINBOW VILLAGE FOR PROGRAMS, MEALS, SPECIAL EVENTS,CHILDREN AND YOUTH PROGRAMS AND HOME AND GROUNDS MAINTENANCE IN 2013. 21 FAMILIES, 22 ADULTS AGES 21 - 54, AND 47 CHILDREN AGES 3 MOS - 18 WERE SERVED IN 2013. SIX FAMILIES WERE ABLE TO SECURE AND MAINTAIN HOUSING WITHOUT SUBSIDY UPON GRADUATING FROM RAINBOW VILLAGE IN 2013. 3 FAMILIES LEFT FOR NON-COMPLIANCE. 90% OF 2013 RESIDENTS INCREASED THEIR INCOME. RAINBOW VILLAGE IS COMMUNITY DEVELOPMENT AT ITS FINEST, ENGAGING PEOPLE FROM ALL WALKS OF LIFE TO PARTICIPATE. SAFE, STABLE HOME AND COMMUNITY ENVIRONMENTS, THE ATTAINMENT OF NEW LIFE SKILLS, BREAKING WITH OLD PATTERNS OF BEHAVIOR, ACCOUNTABILITY AND INITIATIVE ARE KEYS TO SUCCESS FOR FAMILIES TO PERMANAENTLY BREAK THE CYCLES OF HOMELESSNESS, POVERTY AND DOMESTIC VIOLENCE.

THIS YEAR WAS AN EXCITING ONE AS SEVERAL PAST RESIDENT CHILDREN RETURNED AS ACCOMPLISHED ADULTS TO TAKE PART IN RAINBOW VILLAGE ACTIVITIES. WE ARE TOTALLY INVESTED IN THE CHILDREN AND YOUTH OF RAINBOW VILLAGE AS WE BELIEVE THEY WILL BE THE ONES TO PERMANENTLY BREAK THE CYCLES OF HOMELESSNESS, POVERTY, AND DOMESTIC VIOLENCE IN THEIR FAMILIES. ACADEMIC SUCCESS WAS ACHIEVED IN THE AFTER SCHOOL PROGRAM WITH THE ASSISTANCE OF GWINNETT COUNTY SCHOOL TEACHERS WHO VOLUNTEER AS TUTORS. OTHER VOLUNTEERS PROVIDED ACTIVITIES FOR ARTS, CRAFTS, AND SPECIAL EVENTS. THE IMPORTANCE OF PLAY AND RECLAIMING THEIR CHILDHOODS, NOT ONLY AT AFTER SCHOOL, BUT ONE EVENING WEEKLY IN A "BIG RECESS" PROGRAM, CANNOT BE OVEREMPHASIZED FOR THE DEVELOPMENT OF THESE CHILDREN AND YOUTH. FIELD TRIPS AND SPECIAL EVENTS WERE AN EXCITING PART OF THE PROGRAM. 36 CHILDREN / YOUTH RANGING IN AGE FROM 5 TO 17 YEARS ATTENDED THE AFTER SCHOOL PROGRAM. OF THE 17 STUDENTS REQUIRED TO TAKE THE CRCT, ALL PASSED. 35 CHILDREN ATTENDED SUMMER CAMP ON SCHOLARSHIPS AWARDED BY THE DULUTH ROTARY CLUB. FOR MANY OF THESE CHILDREN IT WAS THEIR FIRST CAMP EXPERIENCE. YOUTHS SERVED AS LEADERS OR CAMP COUNSELORS.

SCHOLARSHIPS WERE PROVIDED FOR EXTRA-CURRICULAR SCHOOL AND MUSIC ACTIVITIES. EMERGENCY FUNDS WERE PROVIDED FOR CAR REPAIRS, CLOTHING, FOOD OR OTHER EXPENSES. PARTNERSHIPS WITH COMMUNITY ORGANIZATIONS PROVIDED OPPORTUNITIES FOR CONTINUING EDUCATION AND CAREER ADVANCEMENT. DONATED HOME FURNISHINGS AND NEW MATRESSES WERE PROVIDED TO ENSURE THAT ALL FAMILIES HAD BASIC HOME ESSENTIALS. THESE FURNISHINGS MOVED WITH THE FAMILIES AS THEY RELOCATED TO HOMES OF THEIR OWN.
