Mission and Program Overview

Mission

Action Institute NC is a community organization and citizen action group that educates, organizes, and mobilizes residents of low-wealth communities to represent their own interests on issues of social and economic concern. Through grassroots outreach and base-building, training and leadership development, and strategic campaign planning and execution, residents work together to determine their priorities and make action plans to win concrete improvements. Our issues include but are not limited to public education, health care access, financial justice, employment and wages, affordable housing and tenant rights, immigrant rights, voting rights, and local investment and development. Through house meetings, community meetings and forums, participation in public hearings, and direct action, residents take their concerns directly to public officials and private sector decision-makers and wage campaigns for specific reforms and a greater voice in decisions that affect them.

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Health Care: We helped organize a statewide coalition under Health Care for America Now to pass the Affordable Care Act, and have organized numerous public events since then to promote public understanding of the laws benefits and enrollment. We are fighting for Medicaid expansion in North Carolina and organized a number press events, petition deliveries, and actions at the General Assembly and governors office in 2014 in support. We have also led a coalition and organized public events to oppose cutting Medicare benefits, raising the retirement age, or changing cost-of-living-adjustment formulas that would reduce benefits. OTHER PROGRAM SERVICES 5: Immigrant Rights: In 2014 we waged a successful campaign to win volunteer privileges for undocumented parents in the Charlotte-Mecklenburg school system through a series of public hearings and community mobilization. As far as we could tell, it was the only major school system in the nation that previously had shut undocumented parents out completely from their own childrens schools. We have also helped prevent a number of unjust deportations and family separations, mobilized thousands of supporters in 2013 and 2014 in support of comprehensive immigration reform, and hundreds more so far in 2015 in opposition to North Carolinas participation in the lawsuit to undo the Presidents Executive Action to reduce deportations. In 2014 we were co-conveners of a local coalition in Charlotte to promote Municipal IDs, and also in 2014 helped win changes in a Charlotte food truck vendor ordinance that had put most immigrant vendors out of business through zoning restrictions that disproportionately affected the areas in which they operated. OTHER PROGRAM SERVICES 6: Neighborhood Quality of Life: We have fought for and won a number of neighborhood infrastructure, city service, crime and safety, and zoning improvements, and we participate in the annual city budget process to encourage investment in undeveloped, low-wealth communities. We are currently campaigning to promote mixed-use, affordable housing development along transit corridors as well as reducing blight by streamlining the process for getting abandoned housing to non-profit developers. OTHER PROGRAM SERVICES 7: Tax & Budget Reform: We have opposed drastic cuts to the social safety net, education and teacher pay, community health care and other programs and services vital to low-wealth communities. We have also promoted modernization of the state revenue system and a more progressive tax code that doesnt favor the wealthy and corporations. We have worked with partners to get thousands of people to sign petitions calling on state government to stop drastic tax cuts and other budget reductions that erode the safety net. OTHER PROGRAM SERVICES 8: Tenant Rights and Affordable Housing: We have organized in a number of apartment complexes and mobile home parks. Our numerous victories have included fines for and repair of unsafe and unsanitary conditionsmost of them in direct violation of housing codesan end to gouging in collection of water and utility bills and overcharging on rent, with substantial rebates in several instances ordered by state authorities, the prevention of disparate, abusive treatment of immigrant tenants, and change in management in complexes with longstanding problems. OTHER PROGRAM SERVICES 9: Voting Rights & Engagement: We promote non-partisan electoral participation and voter protection among traditionally disenfranchised and under-represented constituencies. We have worked on our own and with other groups to oppose racial gerrymandering, are active in North Carolinas State Voices table, have mobilized against voter suppression laws targeted at young persons, seniors, and voters of color, and challenged North Carolinas failure to meet the requirements of the National Voting Rights Act. IRS990/MissionDesc0Action Institute NC is a community organization and citizen action group that educates, organizes and mobilizes residents of low-wealth communities to represent their own interests on issues of social and economic concern. Through grassroots outreach and base-building, training and leadership development, and strategic campaign planning and execution, residents work together to determine their priorities and make action plans to win concrete improvements. Our issues include but are not limited to public education, health care access, financial justice, employment and wages, affordable housing and tenant rights, immigrant rights, voting rights, and local investment and development. Through house meetings, community meetings and forums, participation in public hearings, and direct action, residents take their concerns directly to public officials and private sector decision-makers and wage campaigns for specific reforms and a greater voice in decisions that affect them.

IRS990/ProgSrvcAccomActy2Grp/Desc0Education: We support keeping public money in public schools, increasing investment in public education and funding equity, putting more high-quality teachers and wrap-around services in struggling schools, and increasing greater parent and community involvement in turning around schools failing to make adequate yearly progress. In 2014 we mobilized over one hundred teachers and parents to the polls for early voting. We also developed a parent advocacy training and partnered with schools to do these trainings to help parents better understand how to get what heir children need. We have also lead a coalition in 2014 and 2015 in Durham to adopt a new code of conduct to reduce discriminatory suspensions and expulsions, and have turned supporters out for school board meetings and public hearings in support.

IRS990/ProgSrvcAccomActy3Grp/Desc0Immigrant Rights: In 2014 we waged a successful campaign to win volunteer privileges for undocumented parents in the Charlotte-Mecklenburg school system through a series of public hearings and community mobilization. As far as we could tell, it was the only major school system in the nation that previously had shut undocumented parents out completely from their own childrens schools. We have also helped prevent a number of unjust deportations and family separations, mobilized thousands of supporters in 2013 and 2014 in support of comprehensive immigration reform, and hundreds more so far in 2015 in opposition to North Carolinas participation in the lawsuit to undo the Presidents Executive Action to reduce deportations. In 2014 we were co-conveners of a local coalition in Charlotte to promote Municipal IDs, and also in 2014 helped win changes in a Charlotte food truck vendor ordinance that had put most immigrant vendors out of business through zoning restrictions that disproportionately affected the areas in which they operated.

This is largely because the organization was dormant for several years until the end of 2010, so it faces the same challenges generating contributions as would a new organization. The organization has been fortunate to receive generous "startup" funding from private foundations, and as it moves beyond this startup phase, management expects to develop a broad base of individual donors. As this donor pool grows, a smaller portion of total contributions will be from the current core donor base. The organization maintains a bona fide solicitation function , seeking contributions from individuals, foundations, and public charities. We solicit support directly from the community through various grassroots organizing and outreach methods, and solicit them online; we submit Letters of Intent and write grant proposals to several foundations each year; and we work with other public charities and apply for support from them whenever that opportunity is available to us.The board represents the interests of the public. The diverse board includes people whose careers and backgrounds span multiple interest areas: a pastor, an electrician, a retired college administrative assistant, a community organizer, and a financial specialist for a Hispanic community organization.The organization is dedicated to providing services to the public on a continuing basis.
