Governance Explanations

Form 990, Part VI, Section B, line 11B

Draft's 990 is prepared by an independent accounting firm. It is then reviewed by draft's president and bookkeeper before it is distributed to the full board of directors.

Form 990, Part VI, Section B, line 12C

DRAFT distributes its conflict of interest policy to board members and management when they start their term and asks them to sign off on an acknowledgement. Management enforces the conflict of interest policy by monitoring transactions and inquiring when questions arise, then disclosing any conflict if one exists.

Form 990, Part VI, Section B, line 15

Draft's president is a volunteer as are all of the organization's officers and trustees. Compensation for draft's employees is determined by the president and reviewed/approved by the board of directors.

Form 990, Part VI, Section C, line 19

DRAFT makes its governing documents, conflict of interest policy, and the financial statements available to the public upon request.

IRS990/Desc0SEE SCHEDULE ODRAFT'S SEGS4VETS PROGRAM SERVES BOTH VETERANS AND ACTIVE DUTY MEMBERS OF THE UNITED STATES MILITARY WHO WHILE SERVING THE UNITED STATES OF AMERICA SUSTAINED SEVERE INJURIES RESULTING IN PERMANENT DISABILITY. THE PROGRAM PROVIDES ONGOING SUPPORT SERVICES, INCLUDING BATTERY REPLACEMENT, KEY FOB PROGRAMMING AND REPLACEMENT, WARRANTY SERVICES, USE AND ACCESS COUNSELING AND ADVOCACY SERVICES AND ONGOING DEVICE APPROPRIATENESS ASSESSMENT TO CURRENTLY MORE THAN 1500 MILITARY FAMILIES AWARDED SINCE 2005.THE PROGRAM PROVIDES ASSESSMENT, TRAINING, DEVICE SELECTION AND CUSTOMIZATION OF ALLY CHAIR ADAPTED SEGWAYS AND SEGWAYS TO MEET THE INDIVIDUAL NEEDS OF NEWLY SELECTED RECIPIENTS OF THE SEGS4VETS PROGRAM. IN ADDITION TO INDIVIDUAL ASSESSMENT AND TRAINING THROUGHOUT THE UNITED STATES, THE PROGRAM HAS SINCE 2006 MAINTAINED ONGOING ASSESSMENT AND TRAINING PROGRAMS AT THE THREE MAJOR MILITARY MEDICAL CENTERS PROVIDING REHABILITATIVE CARE TO OUR SEVERELY INJURED MILITARY MEMBERS, INCLUDING WALTER REED NATIONAL MILITARY MEDICAL CENTER, SAN ANTONIO AREA MILITARY MEDICAL CENTER AND THE NAVAL MEDICAL CENTER IN SAN DIEGO.THE SEGS4VETS PROGRAM AWARDS SEGWAYS AND ALLY CHAIR ADAPTED SEGWAYS, UNIVERSALLY DESIGNED MOBILITY DEVICES WHICH DO NOT DRAW ATTENTION TO ONE'S PHYSICAL DISABILITY. WHILE THE PROGRAM'S HISTORICAL AND PRIMARY FOCUS HAS BEEN ON THOSE WHO HAVE SERVED IN SUPPORT OF OPERATION IRAQI FREEDOM AND OPERATION ENDURING FREEDOM, THE PROGRAM HAS BEEN ABLE TO BROADEN ITS SUPPORT TO OTHER DISABLED VETERANS WHO MEET SPECIFIC CRITERIA. THESE UNIQUE TOOLS ARE SOLVING MANY OF THE MOBILITY ISSUES FACING OUR DISABLED VETERANS IN A MANNER WHICH IS BOTH PSYCHOLOGICALLY UPLIFTING AND PHYSICALLY BENEFICIAL, PROMOTING GREATER INDEPENDENCE AND THE SUCCESSFUL REINTEGRATION INTO THEIR COMMUNITIES RESULTING IN GREATER OPPORTUNITIES FOR THEM TO LIVE INDEPENDENT, JOYFUL, PURPOSE FILLED LIVES.DURING THE 2017 FISCAL YEAR, THE SEGS4VETS PROGRAM PROVIDED SERVICES TO 428 VETERANS, INCLUDING ISSUING 97 DEVICES AND SERVING MORE THAN 1500 MILITARY FAMILY MEMBERS.Disability Rights Advocates for Technology, DRAFT, is an advocate for the adoption of universally designed technology solutions, as a sustainable approach for continued improvement of quality life issues affecting people with disabilities and the increasing number of baby boomers age 65 and older. The opportunities these solutions offer for extending the independent life of the baby boomer generation and people with disabilities provide extraordinary benefits to society as a whole. The Segs4Vets program, which was started in 2005, was intended to be a real-life example of the benefits derived by the utilization of universally designed technology. The adoption of public policy and a regulatory environment which will be conducive for innovation and the adoption of universally designed technology solutions play a critical role in solving the profound economic and social challenges facing society in caring for people with disabilities and the aging baby boomer generation.

IRS990ScheduleL/SupplementalInformationDetail/ExplanationTxt0DRAFT's President is an incomplete quadriplegic. To accomodate the needs of the President, the organization operates from a 2,800 sq feet leased addition to his personal residence. Most organizational employees as well as volunteers work in this leased space. Rent is paid at a fair market value rental rate.
IRS990ScheduleL/SupplementalInformationDetail/ExplanationTxt1On April 11, 2014, DRAFT sold its segway inventory, effective January 1, 2014, for $1,327,000 to TECHNOLOGICAL SUPPORT CORPORATION (TSC), an entity owned by DRAFT'S PRESIDENT. Pursuant to the provisions of the Missouri Nonprofit Corporation Act regarding approval of a conflict of interest transaction, the sale transaction was presented to the Missouri Attorney General's Office and all modifications were made as recommended. On March 28, 2014, DRAFT was notified by the Missouri Attorney General's Office that there were no objections to the transaction. TSC undertook the related maintenance, warranty and overhead costs associated with the segways. TSC also assumed all service and operating agreements of DRAFT with respect to the segway inventory as part of such purchase. TSC re-sells portions of the segway inventory to DRAFT and rebates to DRAFT all net profits from the sale of the segway inventory purchased by DRAFT. The full purchase price was financed by TSC through an interest-bearing promissory note issued by DRAFT, which was repaid during 2016.
IRS990ScheduleL/SupplementalInformationDetail/ExplanationTxt2DRAFT shares leased facilities as well as employee services with entities owned by the President, TECHNOLOGIAL SUPPORT CORPORATION, CON-AG, LLC and the ALLY Chair Company. Rent and other occupancy related expenses are allocated to these entities based on their estimated occupied space compared to the total occupied space as the allocation factor. Salaries and related operating expenses are allocated to these entities based on estimates of each employee's time spent on matters relating to these entities. DEPENDING ON THE TIMING OF REIMBURSEMENT, AMOUNTS CAN BE DUE TO/DUE FROM THESE ENTITIES.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0DRAFT'S 990 IS PREPARED BY AN INDEPENDENT ACCOUNTING FIRM. IT IS THEN REVIEWED BY DRAFT'S PRESIDENT AND BOOKKEEPER BEFORE IT IS DISTRIBUTED TO THE FULL BOARD OF DIRECTORS.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1DRAFT distributes its conflict of interest policy to board members and management when they start their term and asks them to sign off on an acknowledgement. Management enforces the conflict of interest policy by monitoring transactions and inquiring when questions arise, then disclosing any conflict if one exists.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2DRAFT'S PRESIDENT IS A VOLUNTEER AS ARE ALL OF THE ORGANIZATION'S OFFICERS AND TRUSTEES. COMPENSATION FOR DRAFT'S EMPLOYEES IS DETERMINED BY THE PRESIDENT AND REVIEWED/APPROVED BY THE BOARD OF DIRECTORS.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt3DRAFT makes its governing documents, conflict of interest policy, and the financial statements available to the public upon request.
